1.2 Purpose of this RFP
The City of Sonora is soliciting proposals from qualified consulting firms to develop a
Comprehensive Safety Action Plan (Action Plan) that meets the requirements of the U.S.
Department of Transportation's (USDOT) Safe Streets and Roads for All (SS4A) grant program.
The Action Plan will identify the most significant roadway safety concerns within the City, establish
a public commitment toward zero fatalities and serious injuries, and outline a prioritized set of
strategies and projects for implementation.
Completion of a qualifying Action Plan is required before the City may apply for SS4A
Implementation Grant funds in a future funding cycle. The City intends to submit an Implementation
Grant application following adoption of the Action Plan.
1.3 SS4A Program Overview
The SS4A program provides federal funding to support local and regional initiatives aimed at
eliminating roadway fatalities and serious injuries. The program uses a Safe System Approach as
its guiding framework, which treats roadway safety as a shared responsibility among road
designers, users, vehicles, and emergency response systems.
The development of this Action Plan will be financed by a combination of City funds and SS4A
grant funds. The selected consultant must be familiar with USDOT SS4A requirements and the
Safe System Approach and produce an Action Plan that positions the City competitively for future
SS4A Implementation Grant funding.
2. Scope of Work
The selected consultant shall provide all professional services necessary to develop a
Comprehensive Safety Action Plan that complies with SS4A federal program requirements. The
scope shall include, at minimum, the following tasks:
2.1 Project Initiation and Data Collection
* Conduct project kickoff meeting with City staff, key stakeholders, and technical advisory
committee
* Review existing plans, policies, studies, and reports relevant to transportation and roadway
safety in Sonora and provide an initial list of projects previously identified as a project
starting point
* Collect and analyze crash data from the Statewide Integrated Traffic Records System
(SWITRS) and other sources for a minimum of five (5) years
* Identify and map high-injury network (HIN) locations within City limits
* Gather data on roadway infrastructure, land use, pedestrian and bicycle facilities, transit
routes, and traffic volumes
* Assess the roadway safety context specific to a small mountain gateway city, including
seasonal traffic, tourism-related congestion, SR-49 and SR-108 corridors, and grade/curve
conditions
* Review public comments previously submitted to the City regarding safety and the
transportation network (including Parking & Traffic Commission Requests and written
submittals to Staff)
2.2 Community and Stakeholder Engagement
* Develop and implement a public engagement plan that includes multilingual outreach as
appropriate

* Conduct a minimum of two (2) public workshops or open houses
* Facilitate a minimum of two (2) stakeholder working group meetings
* Engage with Tuolumne County, Caltrans District 10, transit providers, law enforcement,
schools, emergency services, and community organizations
* Develop materials in accessible formats; maintain a project webpage or online engagement
tool
* Document all engagement activities and summarize findings for inclusion in the Action Plan
* Monthly Project Coordination team check-in (virtual)
2.3 Safety Analysis and Needs Assessment
* Conduct a systemic safety analysis consistent with Safe System Approach principles
* Identify roadway safety challenges including pedestrian and bicycle conflicts, intersection
safety, speed management, sight distance, lighting, and ADA accessibility
* Analyze crash patterns by mode, location, contributing factors, severity, and time of
day/season
* Address safety needs of all road users including pedestrians, bicyclists, motorists, transit
users, micromobility users, and commercial vehicle operators
* Incorporate analysis of areas with concentrations of vulnerable populations, seniors, school
zones, and areas of persistent poverty as applicable
2.4 Action Plan Development
The Action Plan shall include, at minimum, the following key components:

* Final Adopted Action Plan (following public hearing and City Council adoption)
* Executive Summary suitable for public distribution
* All technical appendices including crash analysis, HIN maps, and engagement
documentation
* All GIS shapefiles, data sets, and supporting materials in City-compatible formats
* SS4A Implementation Grant application support materials, as requested

3. Anticipated Project Schedule
The following is the City's target schedule. Consultant proposals should include a detailed project
schedule with milestones.

4. Proposal Requirements
Proposals shall be submitted in the following format, not to exceed 25 pages excluding resumes
and work samples. Pages shall be numbered and submitted as a single PDF document (plus a
separate cost proposal in a sealed envelope or separate file).
4.1 Cover Letter (1 page)
* Firm name, address, and primary point of contact
* Statement of interest and understanding of the project
* Confirmation of availability to complete the project within the proposed schedule
* Signature of an authorized officer of the firm
4.2 Firm Qualifications and Experience
* Overview of the firm and relevant organizational capabilities
* Experience developing Comprehensive Safety Action Plans or equivalent local road safety
plan, with emphasis on SS4A-compliant plans
* Experience with California municipalities, Caltrans coordination, and familiarity with SWITRS
data
* Experience working in small or rural communities is preferred
* Description of any proposed subconsultants and their roles
4.3 Project Team
* Organizational chart identifying key personnel and their roles
* Resumes for Project Manager and key team members (not counted in page limit)
* Identification of the person who will serve as primary day-to-day contact
4.4 Technical Approach and Work Plan
* Narrative describing the consultant's approach to each task in the Scope of Work (Section
2)
* Proposed project schedule with key milestones in Gantt chart format
* Description of public and stakeholder engagement strategy
* Description of tools, methodologies, and data sources to be used
* Description of how the plan will be structured to meet all SS4A Action Plan requirements

4.5 Relevant Project References
* Minimum two (2) client references for similar completed projects
* For each reference: project name, client agency, contact name and phone number, project
scope, year completed, and contract value
* Work samples from prior Action Plans or similar plans are encouraged (not counted in page
limit)
4.6 Cost Proposal (Separate from the Qualifications/Technical Proposal)
* Lump sum total fee and fee breakdown by task
* Hourly rate schedule by staff classification
* Identification of all reimbursable expenses and any assumed allowances
* Identification of any optional tasks or add alternatives
Note: The cost proposal must be submitted separately from the technical proposal and will be
evaluated only after technical scoring is complete.
5. Evaluation Criteria and Selection Process
Proposals will be evaluated by a review panel consisting of City staff and may include subject
matter advisors. The City reserves the right to conduct oral interviews with top-ranked firms.
Evaluation will be based on the following criteria:

6. Contract Terms and Conditions
6.1 Contract Type
The City intends to enter into a Professional Services Agreement with the selected firm. A sample
agreement will be provided upon request. Contract terms are non-negotiable except as specifically
identified by the City.
6.2 Federal Requirements
This project is anticipated to be funded in part through the SS4A federal grant program. The
contract shall comply with all applicable federal requirements, including but not limited to:

* Title VI of the Civil Rights Act of 1964
* Buy America requirements as applicable

* Federal lobbying prohibitions (31 USC 1352)
* Drug-free workplace requirements
* Debarment and suspension certification (2 CFR Part 180)
The selected consultant must maintain complete and accurate records related to project costs and
activities for a minimum of three (3) years following final payment.
6.3 Insurance Requirements
The selected consultant shall maintain minimum aggregate insurance coverage of $1,000,000 for
Professional Errors and Omissions and General Liability coverage throughout the term of the
agreement.
6.4 Confidentiality and Public Records
All work products and data collected under this contract are the property of the City of Sonora.
Proposals submitted to the City are subject to the California Public Records Act and may be
disclosed upon request following contract award.
6.5 Local and Small Business Preference
The City encourages proposals from local and small businesses and from disadvantaged business
enterprises. However, the primary selection criteria will be qualifications-based.
7. Submission Instructions
7.1 How to Submit
One (1) original and three (3) printed copies of the technical proposal, plus one (1) separately
sealed cost proposal, shall be submitted to:

7.2 Inquiries and Addenda
Inquiries regarding this RFP must be submitted in writing to administration@sonoraca.org no later
than August 10, 2026, at 5:00 PM PDT. Responses to all questions will be issued as written
addenda by August 19, 2026. The City will not respond to oral questions regarding this
procurement.
7.3 Modification or Withdrawal
Proposals may be modified or withdrawn at any time prior to the submission deadline by written
notice to the City Clerk's Office.
7.4 Reservation of Rights
The City of Sonora reserves the right to:

CERTIFICATION REGARDING DEBARMENT, SUSPENSION, AND OTHER
RESPONSIBILITY MATTERS--PRIMARY COVERED TRANSACTIONS
Instructions For Certification
1. By signing and submitting this proposal, the prospective primary participant is providing the
certification set out below.
2. The inability of a person to provide the certification required below will not necessarily result
in denial of participation in this covered transaction. The prospective participant shall submit
an explanation of why it cannot provide the certification set out below. The certification or
explanation will be considered in connection with the department or agency's determination
whether to enter into this transaction. However, failure of the prospective primary participant
to furnish a certification or an explanation shall disqualify such person from participation in
this transaction.
3. The certification in this clause is a material representation of fact upon which reliance was
placed when the department or agency determined to enter into this transaction. If it is later
determined that the prospective primary participant knowingly rendered an erroneous
certification, in addition to other remedies available to the Federal Government, the
department or agency may terminate this transaction for cause or default.
4. The prospective primary participant shall provide immediate written notice to the department
or agency to which this proposal is submitted if at any time the prospective primary
participant learns that its certification was erroneous when submitted or has become
erroneous by reason of changed circumstances.
