Professional Consulting Services for the Town of Hillsborough Sewer Rate Study

Description: The Town of Hillsborough (Town) is requesting proposals from qualified consultants to conduct a sewer rate and cost of service study that meets the Town’s requirements. The objective of the study is to determine sewer rates that will adequately fund sewer capital, operations, and debt service over a five-year period. The final rate period of the current five-year rate series was implemented July 1, 2025, for rates covering fiscal year 2025-26. The new rate study will require implementation prior to the tax roll dates for FY 2026-27 as many of the charges are collected on the tax roll.
