The Newnan Urban Redevelopment Agency (NURA) is seeking Competitive Sealed Proposals
from firms previously qualified by the NURA under the open-ended Request for Qualifications
for General Contractors for the construction of three single-family residences at 20 Landers Street,
22 Landers Street and 87 Martin Luther King Jr. Drive in Newnan, Georgia
Bid packages, consisting of construction drawings, specifications and bid instructions, are

GENERAL INFORMATION AND SCHEDULE
It is the responsibility of the bidder to carefully read and follow the instructions as specified in

ITB SUBMISSION INSTRUCTIONS
One (1) original, two (2) copies and one (1) digital copy (USB FILE) of this ITB are to be
submitted to:

Proposals must be submitted no later than 2:00 PM EST Thursday, August 27th, 2026.
Proposals must be received in a sealed envelope or container marked:
"Competitive Sealed Proposals for Construction Services - Chalk Level Area Housing
Rehabilitation Program".
Place the Project name, and opening date on the submitting envelope or container.
Only responses from firms qualified by the NURA under the open-ended Request For
Qualifications will be accepted.
No proposal will be received or accepted after the above specified date and time of the
proposal opening. Proposals submitted after the designated date and time will be deemed
invalid. Proposals sent via email will be refused, all digital submissions must be on a USB
File and sealed inside the envelope or container.

PROJECT DESCRIPTION
The City of Newnan Urban Redevelopment Agency is seeking proposals from pre-qualified
contractors for the construction of new single-family residential dwelling units under the Chalk
Level Area Housing Rehabilitation Program utilizing funding provided by the U.S. Department
of Housing and Urban Development (HUD). The City of Newnan and the NURA will furnish
respondents with full construction drawings, specifications, house location plans, and landscape
requirements. All documents are included as part of the bid package.
House Location Plans are expected to be received on August 3rd, 2026, and will be released as an
addendum to this bid package.
PROJECT LOCATION
Selected sites for this solicitation are as follows:
20 Landers Street, Newnan, GA 30263
22 Landers Street, Newnan, GA 30263
87 Martin Luther King Jr. Drive, Newnan, GA 30263
SCOPE OF WORK
The Contractor shall furnish all labor, materials, equipment, permits, supervision, transportation,
utilities, and incidentals necessary to construct a complete, code-compliant, and fully functional
residential dwelling unit as depicted in the attached plans and specifications.
The work includes all site preparation, utility connections, foundations, building construction,
mechanical systems, electrical systems, plumbing systems, finishes, site improvements,
inspections, testing, and related work necessary for project completion, whether specifically
identified herein or reasonably inferable from the contract documents.
CONTRACTOR RESPONSIBILITIES
The Contractor shall:
Perform all work in accordance with the contract documents.
Produce Engineered Truss plans/calculations and MEP plans for building departments review
prior to the issuance of a building permit.
Obtain all required permits and inspections.
Comply with all applicable federal, state, and local laws, regulations, and building codes.
Maintain a safe and secure work site.
Coordinate utility installations and service connections.
Remove construction debris and leave the site in a clean condition.
Conduct site visits with the Special Projects Manager and the Architect as requested.
Correct all deficiencies identified during inspections.
Provide a 1-2-10 year warranty. One year on workmanship and materials, two years for
mechanical, electrical, plumbing, and HVAC; and 10 years on major structural defects
beginning from the date of project completion acceptance by the City.
All Local, County, State, and Federal codes and regulations must be followed, with particular
emphasis on Building Codes, Life Safety Codes, and the Americans with Disabilities Act.

Once an AIA contract (provided by contractor) as modified by NURA is executed between NURA
and the successful bidder, the successful bidder will be required to deliver the services required by
this proposal request by the members of the proposed project team. NURA must first approve any
change in or substitution of project team members, including any consultant, in writing.
HUD REQUIREMENTS
The Contractor shall comply with all applicable HUD requirements and federal regulations
associated with this project, including all provisions contained within the solicitation and
contract documents.
Contractors shall be registered on SAM.gov and have/maintain an active Unique Entity
Identification registration for consideration of a proposal and upon selection must
maintain the active registration. Additionally, the Contractor shall not be on the list of
firms debarred from business with the Federal Government.
PROJECT COMPLETION
Project completion shall include successful completion of all work identified in the contract
documents, issuance of a Certificate of Occupancy, completion of all punch-list items,
submission of required warranties and closeout documents, and final acceptance by the NURA.
Construction activities are expected to commence within 30 days of contract execution,
unless extended terms are otherwise agreed to.
BASIS OF BID AWARD
Bidders shall provide a price for each individual dwelling unit identified in the solicitation, as
well as a total lump-sum price for the construction of all dwelling units included in the bid
package. Pricing shall include all labor, materials, equipment, permits, supervision, overhead,
profit, and incidental costs necessary to deliver complete and habitable dwelling units in
accordance with the contract documents.
The Newnan Urban Redevelopment Agency will award a contract as a single lump-sum award.
Award decisions will be based on price, responsiveness, responsibility, available funding, project
delivery considerations, and the overall best interest of the City of Newnan, its residents, the
Newnan Urban Redevelopment Agency and the Chalk Level Area Housing Rehabilitation
Program collectively.
The Agency further reserves the right to increase, decrease, or eliminate individual dwelling
units from the award prior to contract execution as deemed necessary to meet program objectives
and funding constraints.
BONDING REQUIREMENTS
Bid Bond - A bid bond or guarantee of 5% of the bid price for construction contracts over
$100,000 must be included in the bid package submitted by each bidder. The bonds or
guarantees ensure if awarded the contract, the bidder will accept and perform the work under the
contract. It also ensures that the bidder will not attempt to withdraw or otherwise not fulfill the

contract. Finally, the bid bond ensures that the bidder will execute the contractual documents that
are required within the time specified in the solicitation or forfeit all or part of the guarantee.
a. A certified check, bank draft, U.S. Government Bonds at par value, bid bond secured by
an acceptable surety company, or other negotiable instrument may be accepted as a bid
guarantee.
b. If the successful bidder refuses to sign the contract after award, the bid bond is forfeited,
and the award will go to the next lowest responsive, responsible bidder. If there is not a
responsive and responsible next lowest bidder, the procurement will be re-bid.
c. If a bid bond or guarantee is not submitted with the bid, the NURA will reject the bid as
non-responsive. The NURA will not return any bid bonds until the contract has been
awarded and the required performance and payments bonds have been furnished, until all
bids have been rejected, or the time specified for acceptance of bids has expired.
Performance Bonds - A Performance bond of 50% of the contract price is required as means
to ensure that the contract is successfully completed. The performance bond guarantees that if
the contractor is unable to complete the contract, the surety company will step in to finish the
work.
Payment Bonds - A payment bond of 50% of the contract price is required as a method of
ensuring that the contractor pays the subcontractors and suppliers.
Bonding Companies - An acceptable surety (bonding) company is one that is authorized to do
business in the State where the project is located and acceptable to HUD and the City of
Newnan. The surety must be listed on the most recently published U.S. Treasury Circular 570
(often referred to as the T List). Individual sureties are not permitted. Circular 570 is available
from the U.S. Department of the Treasury, Bureau of Fiscal Service, Surety Bond Program, 3700
East West Highway, Room 6D22, Hyattsville, MD 20782. The T-List may also be accessed at:
https://www.fiscal.treasury.gov/surety bonds/circular-570.html.
Inadequate Surety - If the bidder fails to provide an acceptable assurance of completion
(payment and performance bonds) after award of the contract, the NURA will consider the bid
guarantee forfeited and notify the surety company. The contract will then be terminated for
default.
INSURANCE REQUIREMENTS
The successful Contractor shall procure and maintain, at its sole expense, the insurance
coverages identified below for the duration of the Contract and any applicable warranty period.
All insurance shall be provided by companies authorized to do business in the State of Georgia
and possessing a minimum A.M. Best rating of A- VII or better. Certificates of Insurance
evidencing the required coverage shall be submitted prior to contract execution. Coverage shall
remain in force throughout the performance of the work.

PROPOSAL FORMAT
All proposers are to submit pricing using the Bid Forms and Base Bid Breakdown provided within
this ITB packet.
MINIMUM REQUIREMENTS
Bids that do NOT meet minimum submission requirements must be rejected.

EVALUATION OF PROPOSALS
If minimum requirements are met, there will be an evaluation process including but not limited to,
the factors listed below, not necessarily in the order of their importance:
1. Price of bid;
2. Timeline to Complete;
3. Bid Bond;
4. Quality of the bid;
5. Evaluation from RFQ process; if necessary.
RESERVED RIGHTS
Issuance of this ITB does not constitute a commitment on the part of NURA or the City of Newnan
to award a contract pursuant to this ITB. NURA and the City of Newnan reserve the right to reject
any and all proposals submitted in response to this ITB, in whole or in part, and to award a contract
pursuant to this ITB or cancel this ITB if it is considered to be in the best interests of the City of
Newnan, its residents, the NURA, and the Chalk Level Area Housing Rehabilitation Program.
NURA and the City of Newnan further reserve the right to make changes to this ITB at any time
by issuance of written addendum/addenda, amendments(s) or clarification(s).
OWNER QUESTIONS
Any vendor that submits a proposal may be requested to provide additional information to NURA.
Such information is only for the purpose of clarification and in no way changes the vendor's
proposal as originally submitted. NURA reserves the right to ask any or all vendors to clarify any
portion of their proposals after submission.
COSTS OF PROPOSALS
NURA is not responsible or liable for any of the costs incurred by any vendor in preparing and/or
submitting a proposal pursuant to this ITB.
EQUAL OPPORTUNITY

GENERAL CONDITIONS
Upon submission of a bid, the bidder hereby certifies on behalf of his company or organization
that:
1. This proposal is genuine and not made in the interest of, or on behalf of, an undisclosed
person, firm or corporation.
2. This proposal is not submitted in conformity with any agreement or rules of any group,
association, organization or corporation.
3. The Firm has not directly or indirectly induced or solicited any other bidder to submit
a false or sham bid.
4. The Firm has not solicited or induced any person, firm or corporation to refrain from
bidding.
5. The Firm has not sought by collusion to obtain for itself any advantages over any other
bidder or over NURA.
E-VERIFY
The City of Newnan participates in the Georgia Security and Immigration Compliance Act with
regard to Contractors and Subcontractors. The Act is explained in detail in this document.
