I. Introduction
The City of Hiram, Georgia, is soliciting Statements of Qualifications from certified public
accounting firms to provide professional auditing services for the fiscal years ending June
30, 2026, with the possibility of annual renewals for up to five years. The firm selected
will conduct an independent audit of the City's financial statements in accordance with
generally accepted auditing standards and applicable state and federal regulations.
II. Background
The City of Hiram is a small municipality located in Paulding County, Georgia, with a
population of approximately 5,200. The city operates under a Council-Manager form of
government and provides services including public safety, public works, parks and
recreation, and general administration. The City's annual budget is approximately $9
million.
III. Scope of Services
The firm selected will be expected to perform, but not be limited to, the following services:
- Conduct an annual audit of the City's financial statements in accordance with
GAAP and GASB standards.
- Conduct a Single Audit, if needed.
- Prepare and submit the Comprehensive Annual Financial Report (CAFR).
- Provide a management letter identifying any internal control deficiencies or
recommendations.
- Assist with the preparation and submission of the audit to the Georgia Department
of Audits and Accounts.
- Present audit and any findings to the City Council.
- Assist in calculating depreciation expenses by adding and deleting Capital Asset
purchases from a list provided by the City.
- Provide guidance on accounting and compliance matters as needed.
IV. Minimum Qualifications
Respondents must meet the following criteria:
- Licensed CPA firm in the State of Georgia.

- Demonstrated experience auditing Georgia municipalities of similar size and
complexity.
- No record of disciplinary action or unresolved professional complaints.
- Familiarity with governmental accounting standards and federal/state grant
compliance.
V. Submission Requirements
Interested firms must submit the following:
- Cover letter expressing interest and understanding of the scope.
- Firm profile, including size, location, and areas of expertise.
- Resumes of key personnel assigned to the engagement.
- List of Georgia municipal clients served in the past five years.
- Three references from municipal clients.
- Description of audit approach and timeline.
- Fee structure and estimated cost for the first year of service.

IX. Additional Information
The City reserves the right to reject any or all submissions, waive informalities, and
negotiate with the most qualified firm. This RFQ does not commit the City to award a
contract or pay any costs incurred in the preparation of a response.

Accounting firms to provide professional auditing services for the fiscal year ending June 30, 2026, with
the option of annual renewals for up to five (5) years. The selected firm will conduct an independent audit
of the City's financial statements in accordance with generally accepted auditing standards and all
applicable state and federal requirements.
Interested firms must submit the following: (1) cover letter expressing interest and understanding of the
scope; (2) firm profile, including size, location, and areas of expertise; (3) resumes of key personnel
assigned to the engagement; (4) list of Georgia municipal clients served in the past five years; (5) three
references from municipal clients; (6) description of audit approach and timeline; and (7) fee structure
