PLANNING CONSULTANT FOR LAND USE AND DEVELOPMENT REVIEWS SPECIFICATIONS
INTRODUCTION
The Township of Cherry Hill (the “Township”) is issuing this Request for Qualifications and Proposals (“RFQ/RFP”) for persons or firms interested in providing professional services as defined in the New Jersey Statutes, N.J.S.A. 40A:11-2(6), as follows:
PLANNING CONSULTANT FOR LAND USE AND DEVELOPMENT REVIEWS
One (1) vendor will be awarded as a Planning Consultant for Land Use and Development Reviews. Appointment shall be for the calendar year of 2026. Price and other factors considered. The contracts will be awarded through a fair and open process, in accordance with N.J.S.A. 19:44A-20.5 et seq.
The applicant/proposer shall submit one (1) original proposal with original signatures marked “ORIGINAL” and one (1) complete and exact copy of the original marked “COPY” and should submit an electronic copy on a flash drive.
PERIOD OF CONTRACT
This contract shall be for the calendar year of 2026.
SCOPE OF WORK
The Department of Community Development has professional planners on staff. The Township seeks a professional planning consultant to assist staff in providing technical reviews related to land use and development on behalf of, or as directed by, the Department of Community Development, on an as-needed basis; the scope of work shall include review and comment on land use and/or development applications, and other land use-related work, as needed. The scope of work shall require familiarity with Township Ordinances, the Township Master Plan and/or Reexamination Reports, the State Plan, and any pertinent regional planning documents. The scope of work requires attendance at Planning Board and/or Zoning Board meetings, on an as-needed basis. Site visits may also be required.
Any and all work and/or projects that are not specific to an application for development or subject to an escrow agreement or is considered de minimis general planning and/or zoning board work, as determined by the Department of Community Development, shall require the vendor to submit a scope of work to the Township, which shall be inclusive of all activities necessary to complete a proposed project and must receive written authorization by the Mayor and/or designee prior to any commencement of work.
GENERAL CRITERIA
The Planning Consultant shall demonstrate significant knowledge and experience with respect to the Municipal Land Use Law (N.J.S.A 40:55D-1 et seq.), as well as technical expertise in reviewing land use and development applications and plans in New Jersey. Specifically, the
Planning Consultant shall have the ability to conduct land use development application planning and/or completeness reviews, prepare required reports to the Planning Board or Zoning Board of Adjustment, and testify at public meetings regarding said reports, as needed. The Planning Consultant shall be familiar with the “Positive” and “Negative” criteria for variances set forth in N.J.S.A. 40:55D-70, and as interpreted by case law. The Planning Consultant shall have staff capacity, training and specialized knowledge to review land use and development applications. Clear, concise, and well-organized written and verbal communication is required. The Planning Consultant shall be aware of the effects of recent court decisions on the selected area of expertise planning.
