Description:

PURPOSE

The State of New Jersey Department of Community Affairs assigned Cherry Hill Township a  Present Need (Housing Rehabilitation) obligation of 378 units.  The Township participates in the Camden County Home Improvement Program, which is available to low- and- moderate income owner-occupied households in single family detached dwellings. The Township is also seeking to establish a municipal Housing Rehabilitation Program that will be available to qualifying owners and renters of various types of dwellings, including Single Family Dwellings, multi-family housing up to 4 units, mobile homes, and condominium units using funds from the Township’s Affordable Housing Trust Fund.  This Request for Proposals is seeking a consultant to develop and implement the Township’s Affordable Housing Rehabilitation Program on behalf of the Township.

Qualifications:
The selected firm or individual shall have knowledge of New Jersey Affordable Housing rules and regulations, and experience in developing, administering, managing, and implementing affordable housing rehabilitation programs. The individuals who will be performing the income-qualification of the program should have an Affordable Housing Professional Certification from Rutgers, the State University of New Jersey and the Affordable Housing Professionals of New Jersey (AHPNJ). It is preferred that the individual who will be performing inspections shall be a qualified licensed home inspector. Other qualifications may be considered, provided that the individual has: at least 5 years of experience working in the construction industry; a working knowledge of the trades and building codes; the ability to work with homeowners, contractors, and building inspectors; the ability to prepare a detailed scope of work that is code compliant for each project, and the ability to perform final inspections to verify that the work was completed, as specified, in a professional and skilled manner.

The applicant/proposer shall submit one (1) original with original signatures marked “ORIGINAL” and one (1) complete and exact copies of the original marked “COPY” of his/her proposal and should submit an electronic copy on a flash drive.
