The City of Pensacola is requesting sealed statements of interest and qualifications
from professional architectural and engineering firms with experience in the following

Documents, Estimating, and other related tasks, with said services being used for the
design of a sidewalk on East Maxwell St from N Hayne St to N 12th Ave. Consideration
will be given to only those firms that are pursuant to law and that have been prequalified
by FDOT to perform Work Type 3.1 Minor Highway Design.
Sealed and complete hardcopy statements of interest and qualifications with one
signed original and five (5) additional copies, plus one (1) complete and identical
electronic copy (single PDF), must be received no later than January 13, 2026, 2:30
P.M., Central time, at the following location.

The OUTER PACKAGING of the sealed submittal package shall identify the
respondent, the RFQ title, and the RFQ number (whether hand-delivered, mailed, or
via UPS/FedEx or other courier service). Submittals received after closing time will not
be accepted. Multiple submittals from the same entity will not be accepted.
Alternatively, electronic responses may be submitted to Demandstar or Central Bidding.
Both sites require registration and varying fees for notifications and document
downloads.
Those submittals received will be opened and publicly read the following business
day (January 14, 2026, at 10:00 A.M., Central time) via Microsoft Teams at the following
link*: Microsoft Teams RFQ opening.
Specifications will be posted to the City’s website at
www.cityofpensacola.com/bids.aspx. Addenda will be posted to the City’s website.
Proposers are responsible for obtaining addenda and are advised to check the
website frequently. There is no cost to view or download documents from the City
website.

At the conclusion of the selection process, a Notice of Intent to Award will be posted to
the City’s website at www.cityofpensacola.com/bids.aspx. Respondents are advised to
check the website frequently.

INSTRUCTIONS AND GENERAL SPECIFICATIONS
A. Sealed responses must be submitted in the proposal format outlined as part of
these Instructions and General Specifications. Proposal documents include at a
minimum:
Response in stated format
Required forms (included in Exhibit A)
Acknowledgement of addenda
A. Submittals must be typed or printed. All corrections made by the respondent prior
to the opening must be initialed and dated by the respondent. No changes or
corrections will be allowed after submittals are opened.
B. The City of Pensacola is not liable for any costs incurred by any interested party
in responding to this RFQ.
C. Notwithstanding anything else stated herein, the City reserves the right to modify
the RFQ documents, including the Agreement, by issuing addenda to be posted
on the City’s website.
D. These instructions, specifications, and statements accompanying the RFQ, the
RFQ itself, and any addendum issued, shall be included in the Agreement that will
be entered into for this service.
E. By responding to this solicitation, each Respondent warrants that it has not and
will not employ or retain any company or person, other than a bona fide employee
working solely for the firm, to solicit or secure an agreement pursuant to this
solicitation and that it has not and will not pay or agree to pay any person,
company, corporation, individual or firm, other than a bona fide employee working
solely for the firm, any fee, commission, percentage, gift, or other consideration
contingent upon or resulting from the award or making of an agreement.

Request for Qualifications
Design of Sidewalk on East Maxwell Street
from North Hayne Street to North 12th Avenue
Section A Purpose
Pensacola is the westernmost city in the Florida Panhandle and is situated on the
northern Gulf Coast. It is the intent of this solicitation to select a firm to provide design
engineering services for the design of an ADA accessible 6’ sidewalk with high
emphasis crosswalks on East Maxwell Street for approximately 0.57 miles from North
Hayne Street to North 12th Avenue. The sidewalk will be located on the north side
within the City right-of-way (ROW). Due to ROW constraints on the western terminus,
lane narrowing and curb reconstruction may need to occur to accommodate pedestrian
facilities. The western terminus also intersects with the north on-ramp onto Interstate
110. As such, additional analysis of intersection geometry and realignment to ensure
traffic flow may be necessary.
Section B
Scope of Service Required
The City, in conformance with the Consultants’ Competitive Negotiations Act (CCNA),
Florida Statutes Section 287.055, and the purchasing policies and procedures of the
City of Pensacola, is soliciting statements of interest and qualifications from qualified
professional engineering firms interested in providing professional services for this
project, including the development of design plans, specifications, cost estimates, and
contract documents.
The Work provided by the engineering firm may consist of the following:
1. Surveying
1. Prepare route survey for the construction limits as identified in the project
limits map.
2. Locate all above ground features and improvements.
3. Collect topographic data and perform cross sections or profiles as needed
to prepare the design of the sidewalk and lane repurposing.
4. Identify which utilities exist within the corridor during the survey phase by
calling Sunshine 811. A copy of the Sunshine 811 “design” ticket listing all
utility owners within the project limits shall be provided within 10 days of
the Notice to Proceed (NTP)
5. Under Ground Utilities - Designation includes 2-dimensional collection of
existing utilities and selected 3-dimensional verification as needed for
designation. Location includes non- destructive excavation to determine
size, type and location of existing utility, as necessary for final 3-
dimensional verification. Survey includes collection of data on points as
needed for designates and locates.

6. Perform field location (2-dimensional) of maintained R/W limits as defined
by respective authorities.
7. Perform field location (2-dimensional) of jurisdiction limits as defined by
respective authorities.
2. Geotechnical Investigation
1. Perform field work and laboratory investigations as needed to guide
design and ensure all infrastructure is structurally sound and
constructable.
3. Engineering
1. Perform design and prepare plans for corridor improvements along the
project limits as identified in the FDOT Program Agreement. All work shall
be prepared with English units in accordance with the latest editions of
standards and requirements utilized by the FDOT which include, but are
not limited to, publications such as:
A. The Florida Green Book
B. The Florida Department of Transportation Design Manual (FDM).
C. The FDOT Standard Plans for Road and Bridge Construction.
D. The Manual on Uniform Traffic Control Devices (MUTCD).
E. The Americans with Disabilities Act (ADA).
2. Prepare Traffic Control Plan as necessary to accommodate construction of
sidewalk.
3. Prepare design documentation and provide all the services necessary to
fulfill the design of the project including, plan and profiles, curb details,
cross sections, signing & pavement, and signalization.
4. Perform a Field Review with plans in hand after 60% Review comments
are received by City and FDOT.
5. Develop accurate quantities and the supporting documentation in
computation booklets.
6. Prepare contract documents, technical specifications and plans.
7. Identify all existing utilities in the plans. Coordinate with all utility
companies during the design process. Distribute all plans, conflict
matrixes and changes to affected utility owners. Make sure this
information is properly coordinated and documented. Certify that all
necessary arrangements for utility work on this project have been made
and will not conflict with the physical construction schedule.
8. Field Reviews: The Consultant shall make as many trips to the project
site as required to obtain necessary data for all elements of the project.
9. Technical Meetings: The Consultant shall attend all technical meetings
necessary to execute the Scope of Services of this contract. The
Consultant shall prepare, and submit to the City’s Project Manager for
review, the meeting minutes for all meetings attended by them. The
meeting minutes are due within five (5) days of attending the meeting.
10. Quality Assurance Quality Control (QAQC): It is the Consultant's
responsibility to independently and continually QC their plans and other
