Overview
Project Manager Fixed Wing (PM FW) has a requirement to procure a spare UC-35B Engine to ensure aircraft are available to meet mission requirements and prevent unnecessary aircraft groundings, especially during scheduled and unscheduled engine overhaul occurrences. Since 2020, maintaining the availability of the Pratt & Whitney Canada PW535A turbofan engines necessary to minimize aircraft downtime on the Army Fixed Wing Fleet has been extremely difficult, primarily due to lengthy overhaul and repair times combined with a scarcity of available rental engines on the commercial market.
Requirement/Objective
The Government is seeking information from industry regarding the procurement of a new Pratt & Whitney Canada PW535A turbofan engine.
Note: The Government currently assesses the PW535A Engine is the only engine compatible with the Army UC-35B aircraft, and Pratt & Whitney is the only vendor able to manufacture the new engines. However, the purpose of this RFI is to gather market intelligence, determine commercial lead times, and identify any authorized resellers or alternative sources capable of meeting this exact requirement.

Interested parties should provide a capability statement and responses to the following:
Corporate Information

- Business Size and Socio-Economic Status (e.g., Small Business, SDVOSB, WOSB, etc.) under the applicable NAICS code.
Technical and Logistics
- Are you the Original Equipment Manufacturer (OEM) or an authorized reseller/distributor of the Pratt & Whitney Canada PW535A turbofan engine? If a reseller, please provide proof of authorization.
- What is the estimated lead time for delivery of a new PW535A engine from the date of contract award?
- What are the standard commercial warranty terms provided with a new engine?
MARKET PRICING & FEASIBILITY INFORMATION (Pricing)
To assist the Government in its market research, acquisition planning, and budgeting, respondents are requested to provide non-binding pricing inputs. Please submit pricing information utilizing one or more of the following formats:
- Rough Order of Magnitude (ROM): Provide a high-level, non-binding ROM estimate for the commercial solution described in this RFI. Where possible, please break this estimate down by major components (e.g., software/product licensing, initial setup/implementation, training, and annual maintenance/support).
- Standard Commercial Price Lists: If the requested items or services are standard commercial offerings, please provide your current commercial price list, along with any standard discounts typically offered to federal or corporate customers.
- GSA Schedule or Federal Contract Pricing: If these products or services are available under an active GSA Federal Supply Schedule (FSS), NASA SEWP, or other Government-Wide Acquisition Contracts (GWACs), please provide the active contract number, applicable Special Item Numbers (SINs), and your GSA-negotiated rate schedule.

Responses to this RFI shall be submitted in writing and shall be Microsoft Word or Adobe Acrobat Reader. Please keep responses concise and directly address the information requested in the section above. Font size shall not be smaller than 12-point Times New Roman, Arial, or Aptos. Corresponding responses should be no more than 10 written pages. Respondents should label any information contained in the response that is considered proprietary.
