The Ventura County Employees’ Retirement Association (VCERA) is requesting proposals to purchase and implement a Financial Management System (FMS) for the replacement of its existing FMS that meets the requirements identified in this Request for Proposal (RFP). The objective of this RFP is to solicit competitive proposals from qualified vendors in sufficient detail to permit objective evaluation of all proposals, which may result in a contract to procure, license, configure and implement an FMS for VCERA.

An Offeror’s preparation and submittal of a proposal or subsequent participation in presentations or contract negotiations creates no obligation on VCERA to award a contract or to pay any associated costs. All proposals and related materials will be retained by VCERA and will be subject to disclosure as required in accordance with the California Public Records Act (please also see Section 12 for more information).
