Title: Probation Housing Services

The Solano County Probation Department (Department) is seeking highly qualified agencies to provide primary housing stabilization services for individuals under the Department supervision and other justice involved individuals.
The Department is seeking proposers to develop and operate at minimum, three types of Probation Housing Services for clients referred by the Department. These housing types include (1) Emergency Shelter; (2) Transitional Housing; and (3) Permanent Housing. To address that primary need, the Department is seeking qualified housing providers, community-based organizations, or qualified proposer teams to submit proposals to serve clients in need of housing stabilization under the supervision of the Department. To support the program, the Department has allocated up to $1,000,000 per year over a three-year period to provide housing stabilization services for the clients referred by the Department. Proposers may subcontract any portion of the work when Probation Housing Services for clients are necessarily beyond the capacity of the Proposer. However, the Department will only enter into an agreement with the Proposer and all subcontracting agreements are subject to the Department’s review and approval.
Non-profit organizations, for-profit organizations, and government entities are eligible to submit proposals.
Since the inception of the Center for Positive Change (CPC) in 2013, the Department has been providing Probation Housing Services to CPC clients that were referred for services at the CPC in a very limited scope. Now, Probation Housing Services include a variety of options and is made available for all clients on probation, including those on pretrial. The followings provide an overview of services available.
B. The Department currently works with 17 Sober Living Environment (SLE) partners in the community.
C. Housing Statistics:
The Department aims to address primary stabilization needs related to housing. This includes being unhoused and having a lack of residential stability for clients who desire to address the reasons for their unhoused status. Responding to criminogenic risks and needs continue to be the focus while providing clients with residential stability. Housing may be first in an evidence-based model of sequencing treatment services for clients who are chronically unhoused and/or without reasonable living situations. The Department seeks a collaborative and skilled service provider who can address or refer for services for clients who experience mental health, substance use or co-occurring conditions that are barriers to accessing and retaining permanent housing. Proposers, in collaboration with the Department, should play a critical role with a client’s transition toward housing readiness, housing navigation and ultimately permanent housing placement.
