Scope of Services
This Specification establishes the minimum requirements for this solicitation, listed and described in the body of these specifications, to be used as noted, by The School Board of Osceola County, FL.
The intent of this bid is to secure firm fixed pricing and percentage discount for the item(s) awarded to him as specified in this bid.
This bid consists of three (3) lots that the School Board can award on a per lot basis, all or none, whichever is in the best interest of the School Board.
Apparel items (t-shirts, polos, shorts, outwear, etc.) are NOT to be provided/obtain under this bid.
The School Board prefers bidders to provide an online/web-based system but if a bidder does not have a web-based system printed catalogs or price sheets will be accepted.
If the order is estimated to be under five thousand dollars [$5,000.00], the schools and/or departments may use any of the awarded bidders; unless funding source mandates additional procurement regulations.
If the order is estimated to be over five thousand dollars [$5,000.00], the schools and/or departments must obtain a minimum of three (3) written quotes from the awarded bidders, and the order will be awarded to the bidder with the lowest responsive and responsible quote.
If installation is requested, the cost must be included in the total turnkey price when providing quotes.
Awarded bidder(s) must return quotes to the schools and/or departments within three (3) business days or less from the date requested to be consider responsive and responsible. There may be times deemed time sensitive, which may require quotes returned to the schools and/or departments in less time in such cases, it is the schools and/or department responsibility to expressly request an exact due day. Awarded bidder(s) must also respond to emails and/or phone messages inquires within three (3) business days or less. Failure to comply will be considered in default of contract.
Bidder(s) must disclose in their submittal their price structure including but not limited to prep fee, artwork design, express order, etc; see Attachment D- Price Sheet. Failure to disclose all applicable fees that might be involved in an order will be consider that such fees are not applicable to orders submitted by the schools/departments.
A. LOT 1: PRINTING AND SIGNAGE
The School Board operates a Print Shop which is self-funded. The intent at this time is to provide additional printing capacity to the School Board’s Print Shop when needed. Schools and/or departments must first contact the Print Shop, if the Print Shop is unable to assist the requestor (by way of written notice), the schools and/or departments may reach out to the awarded bidder(s).
Since each order could be different, it would be difficult to include everything that the School Board could request on Attachment D - Price Sheet Lot 1. For this reason, the pricing for Lot

1 will be a Sample Comparison Price Sheet. However, the School Board would like to lock in the prices for two (2) standard products for one (1) year. Locked price products will be awarded to the lowest, responsive and responsible bidder.
1) Printing Services/Products may include, but are not limited to standard, color, digital copies, multipart forms, labels, tabs, covers, envelops, chipboard, binding, hole punching, stapling, lamination, and dimensional signs.
2) All orders will be packed, i.e. shrink-wrapped, boxed, or similar type packaging. Using a single band, wrapped around the items is not acceptable.
3) Orders shall be filled to quantities listed on the Purchase Order. There will be no overrun charges.
4) The awarded bidder(s) must be able to process computer files, full-color printing, die cutting and embossing, envelops, carbonless, labels, large and odd sizes, folding, numbering, and perforating.
5) There may be instances when the awarded bidder(s) will be asked to provide services regarding documents and records containing confidential information including, but not limited to, student academic and health records and/or personnel information. For that reason, the vendor must familiarize its employees with the law and School Board policies and practices governing the handling of such information.
B. LOT 2: PROMOTIONAL ITEMS
Bids are being requested and will be evaluated based on a minimum fixed discount from Bidder’s most current catalog(s), electronic catalog(s) or printed price sheet(s) in order to produce the lowest net cost for the District. Unless a change is deemed in the best interest of the School Board, there will not be any discount adjustments during the term of this bid. Discounts provided on the Attachment D- Price Sheet Lot 2 will remain firm throughout the term of the bid, Bidders are encouraged to consider this requirement when offering discounts.
Promotional Items (swag, giveaways, promos, logo gift, which are imprinted) may include, but are not limited to:
1) Bags, including Duffel Bags
2) Backpacks
3) Magnets
4) Stress Balls
5) Drinkware
6) Buttons, Stickers and Patches
7) Keychains
8) Written Instruments
9) Lanyards
C. LOT 3: AWARDS
