Printing and Mailing Services

Scope of Services: The City of Lake Forest (“City”) is seeking bids from qualified vendors (“Consultant" or "Contractor”) to provide exceptional printing, mailing, graphic design services, or similar services in the production of the City's outreach materials. The City requires Newsletter Printing and Mailing for City publications identified herein as (1) The Leaflet magazine and Recreation Guide and (2) In Business pamphlet. Samples of The Leaflet and Recreation Guide are available at www.lakeforestca.gov/publications and the In Business newsletter can be found at www.lakeforestbusiness.com. Bids should include services to design, create, print, and circulate an informational brochure, as well as informational postcards on an as-needed basis.

Term of Contract: The services are expected to be completed withing three (3) years from contract award. T he City anticipates awarding a contract with an initial term of July 20, 2025 to July 19, 2028. If the parties are unable to reach an agreement, the City, at its sole discretion, will not move forward with the renewal term(s) and shall re-procure the work.

The City produces several different outreach materials for the general public. Transparency and public engagement are two core principles for the City.

The Leaflet and Recreation Guide is repeatedly identified as the top source of City news for Lake Forest residents in the biennial Resident and Business Satisfaction Survey. It not only delivers information about important City projects and initiatives, it alerts residents to a wide variety of Community Services programs for adults and children. The publication also contains the registration deadlines for the Community Services programs, which often sell out because of their popularity.

The In Business pamphlet is the City's primary connection to businesses in the City. Because Lake Forest does not require a business license, the City does not have a complete database of business owners and emails or other contact information, making the mailed In Business critical to the City's relationship with businesses.

Additionally, issues occasional arise requiring the City to communicate with residents via postcard. Potential issues may require targeted emails to a portion of the City, or to all residents in Lake Forest.
