Preventative Maintenance for Shimadzu TOC-L

Project Description: Hillsborough County intends to recommend the award of a noncompetitive procurement to Shimadzu Scientific Instruments, Inc. (SSI), for a three (3) year period at a total cost of $20,076.00, to provide maintenance, parts, and repair services for the existing Shimadzu TOC-L currently used by the Environmental Protection Commission (EPC). The Shimadzu TOC-L instrument is critical to the EPC’s efforts in monitoring water quality in the Tampa Bay watershed, ensuring accurate and timely data collection for regulatory compliance and environmental assessments. This procurement is being made in accordance with Section 3-208(15) of the County’s Procurement Policy, as SSI is the original equipment manufacturer and the sole provider of the necessary extended warranty coverage, parts, and repair services for the Shimadzu TOC-L. SSI service and technical support scientists possess specific training and equipment dedicated to maintaining SSI instrumentation. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
