City of Panama City
(Owner) is requesting Bids for the construction of the following Project:
Pretty Bayou Water & Wastewater Improvements Phase 3
Bids for the construction of the Project will be received electronically by the City of Panama City Purchasing Division, until April 1st, 2026, at 10:00 AM Central Time. At that time, all Bids received will be publicly opened and read at City Hall located at 501 Harrison Avenue, Panama City, FL 32401, in Room 010.
The final date for questions to be submitted to the City of Panama City will be March 25th, 2026 at 5:00 PM Central Time.
The Project includes the following Work:
This project consists of the replacement and rehabilitation of water and wastewater lines. The limits of the project are Queens Circle, Foxworth Drive, Tupelo Drive and Longleaf Road.
The Project shall be substantially complete within 270 days and fully complete within 300 days.
A Pre-Bid Conference will not be held.
Obtaining the Bidding Documents

Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing office. Addenda, if any will be emailed electronically and will be available in a pdf format on the Bonfire Portal:

Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
The City shall not be liable for any costs incurred by any bidder in connection with its response to this Invitation to Bid.
The City is not responsible for any delayed, late, lost, misdelivered, or non-delivered Bids, no matter the cause.
The City of Panama City reserves the right to waive any minor informalities in the solicitation documents, to postpone the bid opening, to accept or reject any and all Bids, competitive or otherwise, in whole or in part, and to waive any minor irregularities, scrivener's errors, minor omissions, minor deviations, and/or technicalities in any Bid, to obtain new Bids, to readvertise for new Bids, or to abandon the project in its entirety pursuant to the applicable section of the Florida Statues, the City Charter, the City codes, this ITB, and/or the City's purchasing policies as they may deem to be in the best interest of the City.
