This is a Pre-Solicitation Notice posted by the 28th Contracting Squadron, Ellsworth AFB, South Dakota, to generate interest in the upcoming Solicitation, FA469025Q0023, to compete and award one or more Blanket Purchase Agreements (BPA) for the 28th Civil Engineer Squadron (CES) for Asbestos, Mold and Lead Abatement services. This award will have a five-year Period of Performance. The projected Period of Performance is currently 1 July 2025 - 30 June 2030. The actual Period of Performance will be finalized at the time of award. This will be a 100% Small Business set aside solicited under North American Industry Classification System (NAICS) code 562910 ? Remediation Services, with a size standard of $25,000.000. To be eligible to compete for Small Business set-aside awards, vendors must be certified in accordance with current Small Business Administration (SBA) regulations. Attached to this Pre-Solicitation Notice are the following documents in DRAFT version: Standard Form 1449 Solicitation, Standard Form 30 - Amendment 1, Attch 1 - Performance Work Statement (PWS), Attch 2 ? PWS Appendix A EAFB 01800 Environmental Specifications, Attch 3 ?Wage Determination, Attch 4 ? Price List - Blank. All questions and comments on this PRE-SOLICITATION NOTICE must be submitted in writing to jason.wright.30@us.af.mil no later than 30 May 2025 by 4:00pm MDT. Questions will be answered only via posting of an amendment to the actual solicitation on www.sam.gov.All interested and responsible entities are invited to submit a quote that will be considered by the 28th Contracting Office at Ellsworth AFB, South Dakota. The award will be based on the criteria established in the forthcoming solicitation that is expected to be posted the week of 27 May 2025.Vendor quotes and all items required as listed within the Addendum to 52.212-1, Instruction to Offerors, are due to be submitted not later than 9 June 2025 by 12:00pm MDT to jason.wright@us.af.mil and laurie.lykken.1@us.af.mil via email.
