The City of Leslie, Arkansas requests qualifications from professional engineers licensed in the State of Arkansas to provide services for the preparation of preliminary plans, cost determinations, and project execution for a proposed wastewater treatment & collection system rehabilitation project, contingent upon the successful award of grant funding. Design services may encompass the entire project lifecycle.
An engineering services contract and associated payment will be provided only if the grant application, due in October 2025, is successfully awarded. All proposals will be evaluated based on specialized experience and technical competence, performance, capacity and capability to perform the work, and familiarity with the project area. Negotiations will commence with the respondent receiving the highest total evaluation score. The City reserves the right to waive any informalities or reject any or all responses.

All interested parties must submit three (3) clearly marked and sealed hard copies of their Statement of Qualifications to the following address no later than 10:00 a.m. local time on September 30, 2025.
