Project Overview
State is in need of professional and technical assistance to provide a detailed preliminary, and final geometric
layout, and final design of Trunk Highway (TH) 10. State Project (SP) 7102-146 is a unbonded concrete overlay
with J-turns at 176th, 172nd, 168th, and Waco St, signal replacement at CR 43, Americans with Disabilities Act
(ADA) improvements, new fiber optics and trail resurfacing at the interchange of County State Aid Highway
(CSAH) 14/15 on TH 10. Project termini are from 0.2 miles east of Eagle Lake Rd in Big Lake to 350 ft west of
Joplin Ave in Elk River (Eastbound (EB) and Westbound (WB)). SP 7102-148 is a full reconstruct with ADA
improvements, signal replacement at Eagle Lake Rd, and fiber optics. Project termini are from 0.3 miles west of
MN 25 to 0.2 miles east of Eagle Lake Rd in Big Lake (EB and WB).
The letting date for both SP 7102-146 and SP 7102-148 is January 31, 2029.
SP 7102-146
This contract is for the development of preliminary and final geometric layout and a biddable final plan-set and
special provisions for TH 10 unbonded overlay project from Big Lake to Elk River.
Overview of Project
1. Use the Intersection Control Evaluation (ICE) preferred alternative for 176th, 172nd, 168th, in Big Lake and
Waco St. in Elk River to design the preferred alternative (J-turn).
2. Prepare a preliminary and final level 1 geometric layout and final design for the unbonded overlay of US
10 from 0.2 miles east of Eagle Lake Rd in Big Lake to 350 ft west of Joplin Ave in Elk River and the
reconstruction of the bituminous multi-use trail on CSAH 14/15.
3. Exception area from 840 feet east of 168th St to 0.67 miles west of the CSAH 14/15 Interchange. This
area pavement fix will be a mill and overlay and the HTCB will be replaced.
4. Develop design memo in coordination with the level 1 geometric layout.
5. Prepare access improvement memo for crossovers at 190th Ave NW, 147th St NW, 146th St NW, and
Yankton St NW in Big Lake Township.
6. Develop ICE memo and signal plans for signal replacement at CR 43.
7. Public engagement with businesses, residents, and local units of government.
8. Conduct Subsurface Utility Engineering (SUE).
9. Wetland Delineation, aquatic permits, and flood plain analysis of the project corridor.
10. Environmental document for project and coordination with State's Cultural Resources Unit (CRU) regarding
any potential historic properties.
11. Participate in utility coordination.
12. Evaluate condition and hydraulics of all existing storm sewer facilities (i.e. culverts, catch basins, basins,
etc.) within project limits and provide Existing Storm Sewer Conditions and Preliminary and Final
Hydraulic Report for State review and approval.
13. Design storm sewer for the project.
14. Review existing street lighting along US 10 and additional lighting at new intersection modifications.
15. Signing revisions.
16. ADA improvements throughout the corridor. Must meet newest standards.
17. Coordination with the City of Big Lake and Sherburn County to incorporate lighting replacement plans.
18. Design guardrail replacement at the bridge piers at the CSAH 14/15 intersection (tangent terminal).
19. Develop construction staging and detour routes for CSAH 14/15 and local traffic.

This contract is for the development of preliminary and final geometric layout and a biddable final plan-set and
special provisions for US 10 reconstruction project in the City of Big Lake.
Overview of Project
1. Prepare a preliminary and final geometric layout and final design for the reconstruction of US 10 from
0.3 miles west of MN 25 to 0.2 miles east of Eagle Lake Rd. in Big Lake.
2. Existing lanes need to be redesigned to allow drivers to see oncoming traffic.
3. Develop design memo in coordination with the level 2 geometric layout.
4. Public engagement with businesses, residents, and local units of government.
5. Conduct Subsurface Utility Engineering (SUE).
6. Wetland Delineation, aquatic permits, and flood plain analysis of the project corridor.
7. Environmental document for project and coordination with State's Cultural Resources Unit (CRU) regarding
any potential historic properties and 4(f) impacts.
8. Participate in utility coordination.
9. Evaluate condition and hydraulics of all existing storm sewer facilities (i.e. culverts, catch basins, basins,

13. ADA improvements throughout the corridor and extend the sidewalk on the south side of US to Tootsies
Tavern. Design must meet newest standards.
14. Coordination with the City of Big Lake to incorporate city lighting replacement plans.
15. Develop construction staging and detour routes for MN 25 and local traffic.
Final project layout, plans, and specifications for US 10 reconstruction projects will be prepared in accordance
with State Manuals, Standards and Work Types included in the project. The Successful Responder will perform all
tasks necessary to prepare and receive State approval for final plans. Successful Responder's tasks will include,

Project Tasks
1. Project Management [Source Type 1010]
1.1. Project Management
1.1.1. Project Management will include work necessary for communication and completion of the
project tasks on time and within budget. The Successful Responder's Project Manager (PM) or
their primary duties will not be reassigned without the written consent of the State's PM. The
Successful Responder's staff will have the training and expertise necessary for the work tasks to
which they are assigned.
1.1.2. Successful Responder will submit monthly invoices for payment by the State. Invoices will show
labor hours broken down by task and activity code and will include overhead and fixed fee.
1.1.3. Successful Responder will submit to State's PM progress reports every week via email updates
and provide monthly budget updates. Progress reports will include updates to the project
schedule.
1.1.4. Successful Responder will hold conference calls weekly with the State's PM, Design Manager, and
other team members as needed to review project status and discuss action items.
1.1.5. Successful Responder will provide monthly updates and meet as needed with project team.
Successful Responder will plan for weekly meetings unless in conjunction with another in-person
meeting to coordinate with the project team. Successful Responder will provide agenda's two
days in advance of meetings and meeting minutes within three days after meeting.
1.1.6. Successful Responder will schedule and attend a combined Project Kickoff Meeting (virtual) and
take meeting minutes.
1.1.7. Successful Responder will make an analysis of existing survey data and information. If the data
are found to be incorrect or incomplete, bring this finding to the attention of the State's PM
immediately with a survey request, such that district surveys can collect the additional field data
needed for a quality design.
1.1.8. Successful Responder will coordinate the design and staging of the project with other agencies.
Participate in up to four virtual meetings with other agencies. Other agencies include the
County, the City, and regulatory agencies.
1.1.9. Successful Responder will develop a contractor style construction Critical Path Method (CPM)
schedule based on quantities to prepare Contract Time.
1.1.10. Successful Responder will prepare and maintain a detailed project schedule that aligns with
State's Primavera (P6) schedule. This schedule will be approved by the State's Project Manager.
Successful Responder and State will manage the schedule to maintain positive float. The project
schedule will be defined by the early dates in the project schedule developed by the Successful
Responder and approved by the State, the late finish for plan turn in will be August 10, 2028.
1.2. Schedule Management
1.2.1. SP 7102-146 and SP 7102-148 are planned for letting on January 31, 2029. The Successful
Responder will work with State's PM to propose and achieve milestones as identified in the State
P6 project schedule as discussed at the Kick-off meeting. State expects 100% completion of tasks
and deliverables for a final Construction Plan turn in on August 10, 2028. Key anticipated

2. Quality Control Management [Source Type 1250]
Successful Responder will adhere to the processes in State's Design-Bid-Build Quality Management Process and
assign a key team member the title of quality control manager. Quality control manager will make sure the
following specific requirements are performed:
2.1. Ensure coordination with State's Bridge Office throughout plan development through the bidding
process.
2.2. Perform Discipline Coordination Reviews(DCR) at 30%, 60%, 90%, 95% and 100% Submittals.
2.3. Perform DCR reviews for City prepared utility plans at each milestone submittal.
2.4. Provide formal responses to State's functional group reviews at 30%, 60%, 90% and 100%.
2.5. Perform quality control & quality assurance checking prior to each geometric layout submittal (draft and
final) and at 30%, 60%, 90%, 95% and 100% Plan Submittals.
2.6. Use the following basic format for quality certification: checking, back checking, and verifying format as
according to State's Design-Bid-Build Quality Management Process. Refer to

2.7. Develop a specific Project Quality Management Plan (QMP) detailing the quality process to be used.
2.8. Submit the Project QMP to the State for review and approval.
3. Public Outreach/Communication
3.1. Successful Responder will develop ADA compliant materials for State project website throughout the life
of the project. Work with State communications staff regarding updates to project websites. Materials
must meet current ADA standards.
3.2. Successful Responder will prepare exhibits for and conduct up to two public meetings with local
businesses, residents, and stakeholders during the layout development and final plan development to
communicate project intent. The two meetings anticipated are:

b. Final design /construction
3.3. Successful Responder will be responsible for sending out the public mailers. For this project, the
Successful Responder must assume public mailers will be sent out for the up to two public open houses,
and the two business owner meetings.
3.4. Successful Responder will prepare exhibits for in-person and online if needed and conduct up to two City
public meetings (i.e. City Council) during the layout design to communicate project intent.

4.3. Prepare Preliminary Geometric Layout and Profile (P6 Activity Code LAY1040)
4.3.1. Successful Responder will prepare preliminary geometric layout(s) for State review. Preliminary
geometric layout(s) will be used to coordinate design details with State and determine the
correct design application of design features. Preliminary geometric layout(s) must include
enough detail to understand design approach.
4.3.2. Successful Responder will prepare and submit a preliminary construction cost estimate for each
layout. Each preliminary cost estimate will include costs for major construction items, project
contingency representing expected but non-quantified costs, and risk assumptions. The
preliminary cost estimate will be used as a tool to help determine a preferred project
alternative.
4.3.3. Preliminary Geometric Layout components must include:

c. Refine the preliminary cost estimate to reflect changes in the final geometric layout.
Components in the final geometric layout cost estimate includes costs for major construction
items, project contingency representing expected but non-quantified costs, and risk
assumptions. The cost estimate is not expected to be in the form of a Statement of
Estimated Quantities (SEQ) cost estimate and may be in any format that provides an
appropriate cost estimate at this project stage.
4.5. Revise and Sign Geometric Layout by District (P6 Activity Code LAY1075)
The Successful Responder will:
a. Coordinate comments received from the District based on final geometric layout review with
the District for incorporation.
b. Incorporate resolved comments into the final layout prior to signature.
c. Finalize layout construction cost estimate based on resolved comments.

4.7. Prepare and Approve Design Memo (P6 Activity Code DME1000)
The Successful Responder will:
a. Use the Design Memorandum Template to identify all design criteria. The design criteria will
be dependent on project type, reflect applicable project and State standards, and be
recorded in the project-specific design memorandum.
b. Identify any portions of the project not meeting the controlling design criteria based on
project type and standards and provide justification.
Deliverables:
c. Prepare Design Memo - prepare a design memo as requested by GDSU for final geometric
layout and profile.
5. Construction Limits [Source Type 1200]
All design tasks that build on geometric layout to determine whether or not construction boundaries
(including all disturbed ground necessary for working space) are within existing ROW, and if not,
delineate the final construction limits for ROW purposes. Includes all work which determines the
preliminary typical sections and proposed cross sections, and preliminary work on special features, such
as storm water treatment or discharge Best Management Practices (BMP's), and special staging. Includes
all design work which shows the cross sections that exist.
5.1. Geometric Considerations
5.1.1. Successful Responder will prepare final construction limits based on the geometric layout
concept. Successful Responder will provide draft and final ROW construction limits to State.
Successful Responder will identify anticipated utility impacts and associated relocation lead
times utilizing State provided utility survey data. State will provide ongoing coordination that will
be required with specialty offices such as the cultural resource unit and foundations unit in
addition to district staff. Document existing and proposed design standards through preparation
of a design memorandum for the project.
5.2. Hydraulic Considerations
5.2.1. Successful Responder will incorporate into the delineated final construction limit ditch drainage
and any storm water treatment locations discharge BMPs required. Successful Responder will
seek consensus of the Project Development Team (PDT) and hydraulics staff for selection of
storm water treatment or discharge BMP's that would be placed in advance of the receiving
water bodies. Design will perpetuate existing drainage patterns and provide for roadway
sections meeting all current design standards or installation of safety features where constraints
exist. Prepare final right of way construction limits for State.

5.3. Environmental Impacts Limits
5.3.1. Construction limits will also be used by Successful Responder as a basis for determining
preliminary environmental impacts needed for further environmental coordination and
documentation. Successful Responder will provide State staff with excavation and construction
limits as needed for any Environmental Site Assessment work or Cultural Resource Archaeologic
Assessment Investigations, as requested. Tree clearing and grubbing acreage/each will be
provided with construction limits.
5.4. Preliminary Wetland (2-Part Finding) Limits
5.4.1. Preliminary wetland construction limits and cross sections will be provided by Successful
Responder to State for preparation of the Wetland 2-Part Finding required in the Environmental
Document. State will produce the Wetland 2-Part Finding.
5.5. Final Wetland Limits
5.5.1. Final wetland construction limits and cross sections will be provided by Successful Responder to
State for permitting beginning at a 60% plan deliverable. State will produce wetland exhibits and
obtain permitting. Construction limits will be computed for work depicted on the Level 1 staff
approved layout only.
5.6. Right of Way
5.6.1. Successful Responder will provide preliminary and final construction limits in accordance with

6.2. Submit SWPPP for MPCA Review (P6 Activity Code NPP1020)
6.2.1. The Successful Responder will:
a. Determine if the project disturbs 50 acres or more and is within one mile of and discharges to
a special or impaired water.
b. If yes, coordinate with State and submit a SWPPP to the MPCA for review as early as the 60
percent plan completion point, but no later than the 90 percent plan completion point.
c. Arrange and facilitate a meeting to review the project and SWPPP with the MPCA and State

water resource engineer or PM. Prepare meeting materials, including an agenda, and
provide a summary of the meeting decisions.
6.2.2. The MPCA will review the SWPPP and, upon confirmation of conformance to the permit, send an
approval letter to both State and the Successful Responder for inclusion with the electronic permit
submittal.
6.2.3. Successful Responder Deliverables:

6.3. Successful Responder will provide State with the information required to complete permit application.
6.3.1. The Successful Responder will:

a. Stormwater Storage and Treatment Systems:
i. Construct all stormwater treatment and storage systems with a minimum of two feet of
vertical freeboard above the high-water level (HWL) of a 100-year, 24-hour storm event
to the berm crest (continuous flat surface).
ii. Construct berm crest width of five feet, minimum.
iii. Provide a wet pretreatment basin/cell upstream of all infiltration and filtration systems
unless another method is approved by the District Water Resources Engineer.
iv. Underground structural stormwater storage and/or infiltration facilities will not be
approved on this project, unless approved by the District Water Resources Engineer.
b. Wet Stormwater Ponds and Filtration Basins:
i. Line stormwater ponds and filtration basins if they are located within a very high or a
high-vulnerability area of a Drinking Water Supply Management Area (DWSMA), within
an Emergency Response Area (ERA), or located within contaminated soils.
ii. Provide a minimum depth from the normal water level (NWL) to the pond bottom of at
least three feet and a maximum depth of 10 feet.
iii. Provide a 1:10 (V:H) bench extending from a wet pond NWL a minimum of 10 feet
horizontally into the pond. Above the NWL, slopes must be no steeper than 1:3 (V: H)
with 1:4 slopes preferred.
iv. Base filtration rates for the design of the filtration basin on the MPCA Stormwater
Manual. Base ponding depth within the filtration basin on the design filtration rate and a
maximum 48-hour drawdown period.

c. Infiltration Basins:
i. Infiltration basins will not be located within a very high or a high vulnerability DWSMA or
within an Emergency Response Area (ERA). For proposed infiltration within other
DWSMA vulnerability areas, written approval must be received from the corresponding
City.
ii. Infiltration is not permitted in areas with soil or groundwater contamination, karst,
within three feet of a regional groundwater table, in Hydrologic Soil Group D, where soil
infiltration rates are more than 8.3 inches per hour without modification, within 200 feet
of a private water supply well, within 100 feet from a septic system, or within 100 feet
of buildings or building foundations.
iii. Base infiltration rates for the design of infiltration basins on measured infiltration rates
along with the MPCA Stormwater Manual correction factor. Alternatively, use the MPCA
Stormwater Manual design infiltration rates for the applicable soil texture.
iv. Provide an overflow to establish the maximum water quality ponding depth to achieve
the required maximum 48-hour drawdown period.
d. Hydrologic Methods:
i. Design the drainage system so pre-project conditions are not exceeded for flood damage
potential.
ii. Design stormwater storage and treatment facilities using the Atlas 14, 100-year, 24hour
rainfall event with an antecedent moisture condition of 2.
7.1.3. All deliverables must be prepared using an approved drainage design software.
