PRELIMINARY AND FINAL DESIGN FOR STATE PROJECT (SP) 6404-104
Project Overview
Independent Contractor
The Contractor agrees it is acting in the role of an independent contractor. The Contractor, and its
employees and subcontractors, will not be considered employees of the State for any reason. The
Contractor acknowledges that it is responsible for its own financial control. The Contractor has
negotiated the payment for this contract with the State, which may result in a profit or loss for the
Contractor. The Contractor also acknowledges that it is responsible for the behavioral control of itself,
its operations, and its staff. The Contractor is solely responsible for determining the means, methods,
and sequence of performing the work covered by this contract. The State has included deliverable dates
in this contract, not to provide a "sequence" of work but because the State must coordinate these
deliverables with (1) the State's financial plans, (2) other contracts managed by the State, and (3) work
performed by the State's own staff. The parties have mutually drafted and agreed upon a scope of work.
The level of detail used to describe the work is intended only to establish minimum standards and
ensure consistency across the hundreds of projects managed by the State; the Contractor remains
responsible for determining the means and methods of performing the work to meet or exceed those
requirements. The State will not directly supervise the Contractor's work but will provide oversight and
monitoring, as required by Minnesota Statutes 16C.08 and 23 Code of Federal Regulations (CFR) Part
172.5, to ensure compliance with the terms, conditions, and specifications of this contract. At the
conclusion of this contract, the State will evaluate the Contractor's performance under this contract for
potential use in future evaluations and selections as required by Minnesota Statutes 16C.08 and 23 CFR
Part 172.5.
General Statement of Scope of Work
The purpose of this contract is to provide the State with project development, preliminary and detailed
design services, and deliverables needed to bring SP 6404-104 to letting on schedule. The products and
services needed for this project include but are not limited to; project management, public and agency
involvement, environmental work, supplemental surveying, Intersection Control Evaluation (ICE) study,
geometric layout level 1, construction limit roll plot, traffic engineering, hydraulic design, permitting,
detailed design, utility coordination, and post-letting construction design support.
Project Background
It is anticipated this project would design a single lane roundabout at the intersection of United States
(US) Hwy 71/Minnesota (MN) Hwy 19 and County State Aid Highway (CSAH) 1/Airport Rd. in Redwood
Falls, MN. The north leg is a city road that connects to a business frontage road and industrial areas as
well as the local airport which includes North Memorial Health Air Care, an air ambulance service. The
south leg is County Road 1 which is used as a freight bypass of Redwood Falls, and a connection route to
the Lower Sioux Indian Community and Jackpot Junction Casino Hotel and Events Center. The
roundabout would be designed to accommodate Oversize/Overweight (OSOW) freight, similar to others
that District 8 has designed and constructed.
Web-Based Teleconferencing
The Contractor must provide the means for the project team to meet via web-based teleconferencing
that allows participants to view the desktop of the meeting organizer. Participants must be able to "take
control" of the virtual desktop as needed to point out things on the file being displayed. Voice

communication should occur via computer but may be by phone upon request if suitable for the entire
team.
Format of Deliverables
1. Plain Language
A) All documents or exhibits specifically designed to be used by the public must be developed
in "plain language." Executive Order 14-07 requires the Office of the Governor and all
Executive Branch agencies to communicate with Minnesotans using plain language and
defines plain language as a communication that an audience can understand the first time
they read or hear it. Additional information is available at Americans with Disabilities Act
(ADA) Plain Language. To meet the requirements of this executive order, the Contractor will:
I. Use language commonly understood by the public.
II. Write in short and complete sentences.
III. Present information in a format that is easy to find and easy to understand.
IV. Clearly state directions and deadlines to the audience.
B) Technical documents, presentations, spreadsheets, and drawings used by technical staff do
not need to be in plain language.
2. Accessibility Standards
A) The Contractor must comply with the State of Minnesota's Accessibility Standards for all
documents or exhibits specifically designed to be used by the public. The State of
Minnesota's Accessibility Standards are based on the Web Content Accessibility Guidelines
(WCAG) 2.0 (Level AA) and Section 508 of the Rehabilitation Act, as amended. Additional
requirements can be found at Accessibility/Accommodations and include:
I. Providing interpreters, translators, or other special accommodations.
II. Providing documents in an alternative format.
III. Following the PDF accessibility guidance.
B) The State of Minnesota's Accessibility Standard also includes:
I. All videos must include closed captions, audio descriptions, and a link to a complete
transcript.
II. All documents, presentations, spreadsheets, drawings, and other material must be
provided in an accessible format. Native files must be provided in an editable
format. Acceptable formats include InDesign, Word, and Excel.
III. All materials intended for downloading and printing must be labeled as such, and
the content must be provided in an accessible format.
C) Technical documents, presentations, spreadsheets, and drawings used by technical staff do
not need to comply with the State of Minnesota's Accessibility Standard.
D) All outward-facing Microsoft Word documents to be used during the project must be
designed with ADA-accessible features, including alt text and screen-reader compatibility.
3. Software
A) Report source files must be in current versions of Microsoft Word and Microsoft Excel. Files
must be delivered to the State by email or ProjectWise.
B) Computer-Aided Design and Drafting (CADD) deliverable source files must meet the State's
Level 2 Enhanced CADD Data Delivery Specifications.
C) All applicable spatial data and maps created in Geographic Information System (GIS)
software must be provided in a standard shapefile format (.shp) that is compatible with
current versions of ArcGIS Pro software.

D) All source files also must be converted to Adobe Acrobat (.pdf extension), and the PDF must
be searchable, with scanned pages eliminated except for signature pages.
E) All deliverables must be provided in electronic file format.
Standards and Guidance
1. All design work must be conducted by or under the direct supervision of a Professional Engineer
licensed in Minnesota.
2. All survey work must be conducted by or under the direct supervision of a Professional Land
Surveyor licensed in Minnesota.
3. All design work must be done in conformance with current State Bentley OpenRoads Designer
CE standards, following Level 2 Enhanced CADD Data Delivery Specifications.
4. All field data must be provided in GIS/Global Positioning System (GPS)/County Coordinates -
NAD83 (1996) or NAD83 (2011) County Datum and NAVD 88 vertical datum (check with District
Surveys staff for correct datums), current State Bentley OpenRoads Designer CE standards, and
Microsoft Excel/Word formats.
5. Failure of this scope of work to list a specific standard under a specific deliverable does not
absolve the Contractor's obligation to comply with all laws, regulations, and standards that
apply to highway projects within the State of Minnesota. The Contractor must comply with all
state, federal, and local standards, laws, and regulations related to the scope of work and
project area. Work must comply with the latest edition or revision of that standard in effect on
the proposal due date, including any amendments in effect on that date, unless otherwise
specified in the contract or otherwise directed by the State.
6. Websites have been supplied to the Contractor for some of the standards and guidance
documents listed for convenience only in an effort to help the Contractor locate the required
standard or guidance. The websites are not guaranteed to be correct. It is ultimately the
Contractor's responsibility to locate the required standard and to determine if the standard has
been modified pursuant to this Contract.
7. All deliverables must be prepared in accordance with the Minnesota Department of
Transportation (MnDOT) Transportation Project Development Process (TPDP).
8. Additional requirements for standards may be provided within the scope tasks that follow.
9. State uses the Primavera P6 (P6) scheduling tool. Scheduling deliverables must be in line with
Primavera 6 (P6) format and work package dictionary.
Section 1.0 - Project Management (Source Type 1010)
1.1 - Project Kickoff Meeting - The Contractor will coordinate and conduct a Project Kickoff Meeting via
Microsoft Teams. The purpose of the meeting will be to establish communications protocol, and
ProjectWise folder structure. We will also discuss known issues, immediate deliverable needs and
schedule.
Prior to the meeting:
1. The State will provide available deliverables for the contractor to review. The Contractor will
then provide and discuss additional needs at the meeting.
2. The Contractor will provide a schedule prior to the meeting for the State to review and
discuss at the meeting.
3. The State's Project Manager and Design Manager will create a list of key contacts for each
District Functional Group and provide it to the Contractor. Key contacts will be included on

all review and comment resolution meetings. The key contacts list will be updated as
needed prior to each review and comment resolution meeting request.
4. The Contractor will provide the list of key team members that will be working on the
project.
The Contractor will also prepare and distribute draft meeting minutes within 2 business days after the
meeting and final meeting minutes within 2 business days after receiving State's comments on the draft
minutes.
1.2 - Public Engagement Kickoff Meeting- The Contractor will coordinate and conduct a Public
Engagement Kickoff Meeting via Microsoft Teams. The meeting will discuss the team's approach to the
project specific public engagement. This meeting will also be used to develop a list of key stakeholders
and businesses and develop a strategy of communication. The Contractor will prepare and distribute
draft meeting minutes within 2 business days after the meeting and final meeting minutes within 2
business days after receiving State's comments on the draft minute
1.3 - Project Management Team (PMT) Meetings - Contractor will coordinate and conduct PMT
Meetings. Tasks include agenda preparation, meeting facilitation, follow-up, and a summary of activities
and outcomes from each meeting. Meetings may be conducted via virtual or telephone when approved
by the State's Project Manager. Tasks also include routine communications, including biweekly
Microsoft Teams meetings with the State's Project Manager and Design Manager, which will include
agenda and meeting minutes. The Contractor will also prepare and distribute draft meeting minutes
within 2 business days after each meeting and final meeting minutes within 2 business days after
receiving State's comments on the draft minutes. Contractor will evaluate the need to add meetings to
resolve project or design decisions, as approved by the State's Project Manager.
1.4 - Geometric Layout Review Meetings - Contractor will coordinate and conduct approximately six
Geometric Layout Review Meetings. Due to the complexity of roundabout development, the Contractor
should anticipate over the shoulder review meetings as well. The meetings will take place via Microsoft
Teams. The Contractor will also prepare and distribute draft meeting minutes within 2 business days
after each meeting and final meeting minutes within 2 business days after receiving State's comments
on the draft minutes.
1.5 - Hydraulic Review Meetings - Contractor will coordinate and conduct Hydraulic Review Meetings
as soon as possible after the execution of the contract, starting with existing hydrology and hydraulics
and moving into proposed hydrology and hydraulics once the conceptual geometric layout has been
completed. The proposed hydraulics will coincide with the Geometric Layout Review Meetings and
continue through the construction limit roll plots and plan sheet submittals. During the review meetings,
the Contractor and State will discuss needed hydraulic changes. The meetings will take place via
Microsoft Teams. The Contractor will hold up to four additional hydraulic review meetings with the
State's Project Manager and other State staff, as needed. These are supplemental meetings beyond
those explicitly called for elsewhere in this Scope of Work. The Contractor will prepare agendas and
facilitate the supplemental meetings. The Contractor will also prepare and distribute draft meeting
minutes within 2 business days after each meeting and final meeting minutes within 2 business days
after receiving State's comments on the draft minutes.

1.6 - Construction Limit Roll Plot Review Meetings - Contractor will coordinate and conduct up to three
Construction Limit Roll Plot Review Meetings. Once the elements for the construction limit roll plot have
been obtained, the Contractor will hold a construction limit roll plot review meeting to discuss scope
elements and their impacts. The meetings will take place via Microsoft Teams. The Contractor will also
prepare and distribute draft meeting minutes within 2 business days after each meeting and final
meeting minutes within 2 business days after receiving State's comments on the draft minutes.
1.7 - Right-Of-Way (ROW) Coordination Meetings - Contractor will coordinate and conduct up to 3
ROW coordination Meetings. This is to determine parcels that may be impacted by the project and will
need title acquisition. The Contractor will conduct ROW coordination meetings as needed coinciding
with the development of the construction limit roll plot, plan submittals and continuing until all ROW
needs are identified. These meetings may start earlier if State's Project Manager feels it is necessary.
The Contractor will keep a ROW issues list to keep track of issues and document key decisions. The
meetings will be held via Microsoft Teams.
1.8 - Contaminated Materials Management Team (CMMT) Coordination Meetings - Contractor will
coordinate and conduct CMMT Coordination Meetings. The Contractor will hold one CMMT
coordination meeting after the final construction limit roll plot submittal and a second CMMT
coordination meeting after the 30% detailed design comment resolution meeting. The intent of the
CMMT coordination meeting is to determine the extent of the deliverables needed to meet State CMMT
staff needs. The meetings will be held via Microsoft Teams.
1.9 - Cultural Resources Unit (CRU) Impact Coordination Meetings - Contractor will coordinate and
conduct up to 2 Cultural Resource Impact Coordination Meetings. These meetings are to identify Areas
of Potential Effect (APE). The Contractor will conduct CRU impact coordination meetings as needed
coinciding with the development of the construction limit roll plot and continuing until all CRU needs are
identified. These meetings may start earlier if State's Project Manager feels it is necessary. The
Contractor will keep a CRU issues list to keep track of potential issues and document key decisions. The
meetings will be held via Microsoft Teams.
1.10 - Detour, Staging, and Temporary Pedestrian Access Route (TPAR) Meetings - Contractor will
coordinate and conduct up to three meetings to present detour, staging, and TPAR alternatives to the
State. The meetings will take place before the draft construction limit roll plot submittal. The meetings
will be held via Microsoft Teams.
1.11 - ICE Technical Advisory Committee (TAC) Meetings - Contractor will coordinate and conduct a
minimum of three TAC meetings with the State and relevant local agencies. The meetings will take place
via Microsoft Teams. The Contractor will also prepare and distribute agendas in advance, draft meeting
minutes within 2 business days after each meeting and final meeting minutes within 2 business days
after receiving State's comments on the draft minutes.
1.12 - Detailed Design Comment Resolution Meetings - Contractor will coordinate and conduct
Detailed Design Comment Resolution Meetings. The meetings will take place via Microsoft Teams. The
Contractor will hold one detailed design comment resolution meeting at each major deliverable. At a
minimum, those deliverables will include the 15, 30, 60, 90 and 100 percent detailed design submittals.

The Contractor will review, respond, and create a list of comments requiring further
discussion/resolution one week prior to the detailed design comment resolution meeting on all
comments in the Bluebeam session. The Contractor will include all comments received from the State's
Central Office (CO) specialty offices in the Bluebeam sessions. Including but not limited to: Pre-Letting,
ADA, Shared Services, Pavement Offices, Foundations, Bridge, CMMT, etc. As part of each detailed
design comment resolution meeting, the Contractor and State will discuss needed design changes. All
comment issues will be resolved within the detailed design comment resolution meeting. All responses
to the comments including decisions made at the detailed design comment resolution meeting are due
to the State's Project Manager within two weeks after the detailed design comment resolution meeting.
In addition - The Contractor will hold up to two miscellaneous detailed design comment resolution
meetings with the State's Project Manager and other State staff, as needed. These are supplemental
meetings beyond those explicitly called for elsewhere in this Scope of Work. The Contractor will prepare
the agenda and facilitate the supplemental meetings. The Contractor will also prepare and distribute
draft meeting minutes within two business days after each meeting and final meeting minutes within
three business days after each meeting.
1.13 - CO Coordination meetings - The contractor will work with District 8's design manager to
coordinate and conduct up to 5 coordination meetings with State's CO team. These meetings are to
discuss and collaborate on funding notes, CO plan review comments, special provisions, etc.
Information from these meetings will be used to update the plans for advertising and letting. The
Contractor will incorporate comments as necessary. The Contractor will also prepare meeting minutes
within 2 business days after each meeting.
1.14 - Survey and Construction Models Coordination Meetings - Contractor will coordinate and
conduct Survey and Construction Models Coordination Meetings. The Contractor will hold one survey
and construction models coordination meeting after the 90% detailed design comment resolution
meeting and a second survey and construction models coordination meeting after the 100% detailed
design comment resolution meeting. The intent of the survey and construction models coordination
meeting is to determine the model deliverables needed to meet State Contract Administration and
Survey staff needs. The meetings will be held via Microsoft Teams.

To ensure proper communication, the Contractor will prepare and distribute meeting minutes
within 2 business days for every meeting unless it is determined that minutes are not necessary.
NOTE: The number of meetings is approximate and does not include, coordination meetings, over-the-
shoulder reviews, impromptu meetings or phone calls. These are to be considered part of the scope of
work.
1.16 - Project Instructions and Quality Assurance - Contractor will develop internal tools (Project
Instructions, Gantt Charts, Work Plans) to establish a schedule with defined deliverable dates, budgets,
roles, and responsibilities for the project team members throughout the project.
1.17 - Monthly Progress Reports, Invoices and File Keeping - Contractor will submit monthly progress
reports and invoices to State in the prescribed format. Contractor will also submit a monthly project
status report with each invoice describing the work that was completed. If the Contractor or sub-
contractor does not perform any work within a billing cycle the billing and progress reports will not be
required for that month. When all project work is complete, Contractor will prepare a final invoice and
correspond with State to confirm the completed technical and financial status. Contractor will assemble
a complete project record in paper and electronic files for archival purposes. The Contractor will also
supply an updated schedule each month.
1.18 - Project Management Deliverables and Due Date(s) or Time Requirements

Section 2.0 - Public and Agency Involvement (Source Type 0054)
2.1 - Public Engagement Plan (PEP) - Contractor will work with the State's Public Engagement
Coordinator to put together a PEP focused on working with key stakeholders, local units of government,
and the general public (traveling public). The PEP will identify the level of engagement needed,

engagement tasks, and stipulate which tasks will be handled by the Contractor versus the State. The PEP
should identify what input is being requested for project development and informing the public on
project details, benefits, timelines, and traffic impacts. The PEP will include demographics and
community profiles, the analysis of this data, and how it may be used during public engagement.
2.2 - Directly Impacted - State will lead communication with directly impacted
homeowners/landowners with the assistance of the Contractor. The Contractor will identify directly
impacted homeowners/landowners. The Contractor will produce and provide exhibits for
communication with directly impacted homeowners/landowners to display impacts. These exhibits will
be used in coordination with communication of those directly impacted before the State ROW agent
makes contact.
2.3 - Informational Mailing - Contractor will work with the district 8 Public Engagement Coordinator
and Project Manager to determine the number of informational mailings needed for the project.
Contractor will obtain a mailing list through GIS/mail house/United States Postal Service (USPS) Every
Door Direct Mail (EDDM). Costs associated with the printing and postage will be the responsibility of the
Contractor.
2.4 - Maps - Contractor will work with the district 8 Public Engagement Coordinator and Project
Manager to produce a map with the project area and detour route (if applicable) for use on the State's
project website and in public materials. Maps, and all public materials, must use State's brand standards

2.5 - Newspaper Ads - The Contractor will work with the District 8 Public Engagement Coordinator and
Project Manager to design newspaper ads. There may be a need for multiple newspaper ads throughout
the duration of the project that the Contractor will pay for. The number of ads should be identified in
the PEP. Contractor will work with State to determine appropriate newspapers, size, etc.
2.6 - Public Information/Outreach Meetings (in-person and virtual) - The Contractor will support up to
three public meetings, one virtual meeting that will remain active and updated, and two pop-up events
that are needed throughout the duration of the project. The number of in-person and virtual events
should be identified in the PEP. Contractor will arrange and pay for adequate facilities and refreshments
and prepare exhibits. Contractor will prepare a record of public and agency comments. The Contractor
will create an engagement plan for each event and provide a summary afterward. The engagement plan
will document the project details, engagement type, logistics (date, location, staffing), agenda, staff
roles, presentation format if provided, publicity strategies, needs for underserved populations, key
messages, setup requirements, and materials. The event summary will include the purpose, meeting
details, notifications, attendance records, staff presence, descriptions, feedback, language assistance
needs, and demographic information. Additionally, the Contractor will deliver a final report on public
engagement, which will encompass the updated PEP, event details, summaries, and demographic
profiles.
2.7 - Public and Agency Involvement Deliverables and Due Date(s) or Time Requirements

Section 3.0 - Geometric Layout (Source Type 1140)
3.1 - Geometric Layout - The Contractor will be responsible for developing a Geometric Layout to the
appropriate level as per the State's Geometric Design Support Unit's (GDSU) guidance. This task will
include all effort and deliverables needed to develop the layout from concept to an approved and signed
final Geometric Layout. The final layout must be sufficient to establish the preferred alternative and
serve as the basis for municipal consent and detailed design. The Contractor will develop and evaluate
alternative alignments, profiles, and/or preliminary cross sections that demonstrate consideration of
strategies to accommodate freight and oversized permitted loads, avoid resources, minimize the
impacts of ROW acquisition, and provide an understanding of vehicle types, traffic patterns, and turning
movements.
3.2 - Design Vehicle Memo - State will provide permitted load data analysis for the intersection.
Contractor will refine and organize the data based on the frequency of permitted loads of various sizes.
This information will be used to determine the geometry that is needed to accommodate oversized
loads. Contractor will create turning movement figures for each of the vehicles and movements to be
accommodated. Signpost locations will be evaluated as it relates to oversized vehicle passage through
the intersection. Contractor will document the design vehicle(s), accommodation vehicle(s), control
vehicle(s), and turning movement characteristics of the intersection into a "Design Vehicle Memo." This
memo must: (1) identify the vehicle(s) that currently can make each movement at the intersection, (2)
identify the vehicle(s) that have been designed to make each movement, (3) document the reasons
behind the choice of design vehicles and movements as a result of the proposed design. The Contractor
will provide a draft Design Vehicle Memo with the draft Conceptual Geometric Layout submittal and the
final Design Vehicle Memo with the Preliminary Geometric Layout submittal.
3.3 - Draft Conceptual Geometric Layout - Contractor will prepare a draft Conceptual Geometric Layout
for the project. It will incorporate decisions from the draft Design Vehicle Memo and include analysis of
turning movements, alignment alternatives, 2-dimensional geometry, typical sections, and traffic
volume counts for each movement (existing, 10-yr, 20-yr). It will be provided to the State's District 8
staff for review. Contractor will revise draft conceptual geometric layout based on District staff
comments.

3.4 - Conceptual Geometric Layout - Contractor will revise the draft Conceptual Geometric Layout for
the project. It will be provided to State's District 8 staff and GDSU for Early Coordination review.
Revisions to the Conceptual Geometric Layout such as producing supporting figures and additional
geometric analysis should be expected in order to achieve agreement on prominent 2D geometric
elements, design vehicle choices, and turning path decisions. Contractor will attend virtual meetings
with the State's GDSU to support the proposed design and design vehicle choices. Consensus on these
elements should be reached before beginning the Preliminary Geometric Layout.
3.5 - Preliminary Geometric Layout - Contractor will develop and evaluate alternative alignments,
profiles, preliminary cross sections, proposed pond locations, and preliminary construction limits that
demonstrate consideration of strategies to optimize safety and performance, avoid resources, and
minimize the impacts of ROW acquisition. Upon selection of a preferred layout, the Contractor will
submit a Preliminary Geometric Layout to the State's District 8 staff and GDSU for review. State will then
provide comments to the Contractor to be incorporated into the Final Geometric Layout. Contractor will
attend one meeting with the State's GDSU to review preliminary geometric layout, if needed.
3.6 - Final Geometric Layout - Contractor will prepare a Final Geometric Layout to the appropriate level
as per GDSU guidance for District signature. Included with the Final Geometric Layout will be typical
sections, profiles, alignments, vehicle turning movements, preliminary stormwater management
features, existing utilities and major utilities impacts, preliminary cross sections at 25 foot intervals,
preliminary construction limits, and other elements as spelled out in the GDSU guidance. Preliminary
construction limits will consider special ditch grades and preliminary stormwater treatment or rate
control locations as recommended by State's District 8 Hydraulics staff. Contractor will submit the
electronic files with the refined alternatives and a draft and final design documenting the alternative
development and evaluation process in paper and Portable Document Format (PDF) to State. Contractor
will submit the Final Geometric Layout to the State's District 8 staff and GDSU for approval when
required.
3.7 - Layout Submittal File Exchange - For each layout submittal, Contractor will provide a PDF of the
layout and transfer the layout dgn, reference files, and 3D Model to the State's District 8 staff via
ProjectWise. All electronic files will be in OpenRoads Designer 2023 in accordance with State's CADD
standards, online at http://www.dot.state.mn.us/caes/cadd/.
3.8 - Cost Estimating - Contractor will prepare and provide a cost estimate with the preliminary and
final geometric layouts. Cost estimates will be calculated on a detailed (including all grading, base,
surfacing, etc.) basis for various roadway design typical sections (mainline roadway, frontage roads,
ramps, etc.) plus drainage features, structures, lighting, retaining walls, bridges and any other features
of the construction project. Additionally, ROW acquisition costs will also be estimated. Lighting
design/costing will provide State baseline and City specific product selections and the reuse of existing
service cabinets feeding lighting in the area.
3.9 - Design Memorandum - The Contractor will be responsible for the Highway Design Standards Form,
Design Memorandum and documentation, and submitting for Design Exceptions. If any adjustments are
made to the design that constitute updates to the Design Memo, the Contractor will be responsible to
complete.
