Pre-Solicitation Notice for Fresh Milk & Dairy Products support for DLA Troop Support to military customers in the states of Kansas and Missouri (Fort Leavenworth, Fort Leonard Wood, and Fort Riley)

Fresh Milk and Dairy Products support for DLA Troop Support to military customers in the States of Kansas and Missouri Zone

Solicitation SPE300-25-R-0055 is designed to place Market Ready Fresh Milk and Dairy items, all fully competitive, on contract(s) for various Department of Defense (DoD) customers in Kansas and Missouri. The resultant contract(s) will be issued as a firm-fixed price Indefinite Quantity Contract (IQC) with EPA applied to Class I fluid milk items and firm fixed price with two pricing tiers for all other items for the entire term of the contract. The contract period is expected to be from March 19, 2026, to March 17, 2029. Tier 1 will be from March 19, 2026 - September 18, 2027. Tier 2 will be from September 19, 2027, to March 17, 2029. The prices offered for Tier 2 may be different than the prices offered for Tier 1. However, prices will be firm-fixed and, thus, not subject to change during a tier period, except for the prices of Class I fluid milk items, which are subject to the EPA terms and conditions contained in this solicitation.

The solicitation contains three groups:

Group 1: Fort Leavenworth, KS

Group 2: Fort Leonard Wood, MO

Group 3: Fort Riley, KS

All responsible sources may submit proposals that will be considered by DLA Troop Support. Copies of the solicitation will be found on https://sam.gov/content/home (SAM.gov) in a future posting and the DLA-EBS Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil. If not registered; prospective offerors will be required to do so prior to reviewing and downloading a copy of the solicitation. Request for Proposals (RFP's) are in the Portable Document Format (PDF). In order to download and view these documents, prospective offerors will need the latest version of Adobe Acrobat Reader. The software is available free at http://adobe.com It is anticipated the solicitation will be issued in August of 2025.
