Pre-Qualification for 2026 Paving Services

Project Description: Online sealed proposals will be received by the Bucks County Water and Sewer Authority via the Pennbid Program until 10:00 A.M. prevailing time on the 25th day of June, 2026, at which time and place the bids will be publicly opened and read for:
PAVING SERVICES 2026
In accordance with the provisions of the Responsible Contractor Resolution (see Document 00 4515), Bidders are required to submit their Contractor Responsibility Certification Form by 10:00 A.M. prevailing time on the 11th day of June, 2026. Only pre-qualified Bidders will be able to view the project on PennBid after pre-qualification determinations are returned.

Each proposal must be accompanied by a certified check or a Bid Bond payable to Bucks County Water and Sewer Authority, in the amount of ten per cent (10%) of the bid price.
Bids must be submitted unconditionally. No bidder may withdraw bid within sixty (60) days after the scheduled closing time for receipt of bids, except as may be permitted by State Law. The successful Bidder must comply with all provisions of Pennsylvania Prevailing Wage Act 442 and all revisions thereto.
Bidders should review the provisions of the Responsible Contractor Resolution as well as the content of the Pre-Bidder Qualification form attached to this Request for Sealed Bids. Bidders are required to pre-qualify prior to submitting a bid.
The Authority reserves the right to waive any informalities or technicalities in the bids, or to reject any or all bids, in the best Interest of the Authority.
Any questions or inquiries concerning the specifications and this bid package shall be submitted by e-mail to the Bucks County Water and Sewer Authority and all responses shall be provided to all potential bidders that have requested documents and solicitation details.
