The City of Doral is soliciting Proposals for full pre‐construction and construction management at risk services for the Doral Central Park Parking Garage and Recreation Area located at 3005 NW 92nd Avenue, Doral, FL 33172.



Background

By way of this RFP, the City of Doral (City) is soliciting competitive sealed proposals from parties capable of providing full pre‐construction and construction management related services (the “Services”) for the construction of a new Police Department Headquarters Building, as described herein.

Through the process described herein, persons and/or firms interested in assisting the City with the provision of the Services must prepare and submit a Statement of Qualification in accordance with the procedure and schedule in this RFP. The City will review submittals only from those persons and/or firms that submit a response that includes all the information required by this RFP, the determination of which shall be in the sole discretion of the City.

The City intends to hire a qualified Pre‐Construction Manager (PCM) to provide Pre‐Construction consulting services and a Construction Manager at Risk (CMR) to provide construction phase services including guaranteeing the maximum cost of construction through a Guaranteed Maximum Price contract (GMP). This latter service will be an option with the successful Pre‐Construction Manager or any other qualified firm at a later date. Selection of the PCM/CMR will be a selection method based on the Criteria Evaluation and Scoring addressed this RFP. Due to the size and complexity of the project, along with the interface necessary with a diverse set o f project stakeholders, both internal and external, the City seeks a qualified Pre‐Construction Manager (PCM)/Construction Manager at Risk (CMR) to coordinate the day to day facilitation, communication and management of the Pre‐ Construction and the Construction of this project for the various components described in this RFP. It is anticipated that the Construction Manager at Risk (CMR) will be responsible and accountable to manage several second‐tier contractors.

The City desires that the Pre‐Construction Manager (PCM) and Construction Manager at Risk (CMR) will be integral member(s) of the Project Delivery Team and be actively involved in aspects of design assistance, value engineering, creative problem solving related to the construction of the Project. PCM/CMR is expected to provide a detailed design review for constructability, analysis and recommendations regarding the performance of the design in relationship to quality, budget and schedule compliance. In providing services to the City, the PCM/CMR is expected to cooperate and maintain a high degree of professionalism with the entire Project Delivery Team.

The City will have a primary representative for the project who will provide oversight and will assist in all matters of the project coordination and decision‐making. City’s primary representative will be supported by the Project Team (PMT).

Pre‐Construction Manager (PCM)/ Construction Manager at Risk (CMR) shall have key full‐time representatives officing in close proximity to or on the proposed site in Doral. PCM/CMR shall have an established office in the Miami‐Dade County area once awarded the project. CMR shall establish a field office on the project site upon City’s NTP of Construction Phase and mobilization of field staff.

After the selection of the Pre‐Construction Manager but prior to the selection or confirmation of the Construction Manager at Risk and the issuance of the Contract for Construction, City desires to implement a process for prequalification, selection and/or confirmation of Key Subcontractors. The Key Subcontractor prequalification, selection/ confirmation process is anticipated to involve the City’s Project Team, Construction Manager at Risk, Architect and others to arrive at a selection method that will:

  1. Encourage participation of qualified Local Firms.

  1. Strive to ensure a cultural fit for the Project and the Project Delivery Team.
  2. Ensure the City’s Key Project Values are achieved as defined herein.
