In connection with the Pre-Advertising Notice Rental and Lease-to-Purchase of Fleet and Off-Road Equipment , the City of Atlanta invites all interested vendors to attend a virtual Pre-Solicitation Conference (PSC) where we will conduct an early exchange of information concerning the procurement of Rental and Lease-to-Purchase of Fleet and Off-Road Equipment for the Department of Public Works.

SCOPE OF WORK
Rental and Lease-to-Purchase of Fleet and O(cid:431)-Road Equipment
City of Atlanta
The City of Atlanta ("City" or "COA") is seeking qualified contractors to provide rental and
lease-to-purchase equipment, including all labor, materials, parts, delivery, maintenance,
inspections, training, telematics support, and related services necessary to support
various city operations, including but not limited to municipal waste operations, public
works, public utilities, construction, and emergency response activities.
The Contractor shall furnish equipment that is fully operational, compliant with all
applicable federal, state, and local regulations, and ready for immediate municipal service
upon delivery and written acceptance by the City of Atlanta Fleet Management Division.
Equipment Classification Groups
Equipment provided under this contract shall be organized into the following four (4)
classification groups. O(cid:431)erors may submit proposals for one or more groups. Contractors
awarded within a group must be capable of meeting all requirements applicable to that
group.
Group 1 - Light-Duty Equipment
Light-duty equipment shall be defined as vehicles or units with a Gross Vehicle Weight
(GVW) up to 10,000 pounds.
This group may include, but is not limited to:
Pickup trucks
Cargo vans
Utility vans
Small service vehicles
Light utility trailers
Small support units used in municipal operations
Group 2 - Medium-Duty Equipment
Medium-duty equipment shall be defined as vehicles or units with a GVW of 10,001 pounds
up to 26,000 pounds.
This group may include, but is not limited to:
Pick-Up Trucks
Box Trucks
Flatbed Trucks
Small Dump Trucks
Service Body Trucks
Stake Body Trucks
Utility Body Trucks
Small Aerial Units Within Medium-Duty Rating
Group 3 - Heavy-Duty Equipment
Heavy-duty equipment shall be defined as vehicles or units with a GVW of 26,001 pounds
and above.
This group may include, but is not limited to:
Refuse Trucks
Roll-O(cid:431) Trucks
Rear Loaders, Front Loaders, Side Loaders
Street Sweepers
Sewer Vacuum Trucks
Hydro-Excavators
Large Dump Trucks
Heavy-Duty Bucket Trucks
Knuckle-Boom And Grapple Trucks
Public Works Specialty Vehicles
Group 4 - O(cid:431)-Road Equipment
O(cid:431)-road equipment shall include construction, industrial, and specialty equipment not
primarily designed for highway use.
This group may include, but is not limited to:
Excavators
Bulldozers
Skid steers
Loaders
Compactors
Trenchers
Forklifts
Aerial lifts and boom lifts
Generators and light towers
Other industrial or construction machinery
Contractor Qualifications
Contractors must demonstrate a minimum of five (5) years of experience supporting
municipal waste or governmental fleet operations.
Contractors must maintain a fully operational service facility within fifty (50) miles of the
City of Atlanta capable of diagnostics, major repairs, warranty service, and preventative
maintenance.
Mobile service technicians must be available for on-site service within the metropolitan
Atlanta area. Twenty-four (24) hours, seven (7) day emergency standby support is required.
Failure to maintain these qualifications throughout the contract term may result in
suspension or termination.
Fleet Inspection and Acceptance
All equipment shall be delivered to the City of Atlanta Fleet Management Division for
inspection prior to deployment. Fleet must inspect and provide written sign-o(cid:431) before the
equipment is placed into service.
The City reserves the right to reject equipment that does not meet specifications, safety
requirements, or operational standards. Rejected equipment must be corrected or
replaced within twenty-four (24) to forty-eight (48) hours at no additional cost.
Clear hand-o(cid:431) procedures shall be implemented, including documented condition reports
at delivery and return. Contractors shall review accident reporting procedures with the user
department at time of delivery.
Service Level Requirements
Critical municipal equipment must be delivered within twenty-four (24) hours of purchase
order receipt.
Standard equipment must be delivered within twenty-four (24) to forty-eight (48) of
purchase order receipt.
Specialty or heavy equipment must be delivered within five (5) business days of purchase
order receipt unless otherwise approved.
A minimum ninety percent (90%) on-time delivery rate and ninety percent (90%) uptime
rate shall be maintained.
Emergency repair response shall occur within four (4) hours within the metropolitan Atlanta
area. If repairs cannot be completed within forty-eight (48) hours, a comparable
replacement unit shall be provided at no additional cost.
Maintenance, Recalls, and Inspections
The Contractor shall be responsible for all preventative maintenance, manufacturer-
required inspections, recall repairs, and warranty service.
Critical parts must be available within twenty-four (24) to forty-eight (48) hours. If
unavailable, replacement equipment must be provided.
Repairs shall be performed by certified technicians using OEM or like-kind-and-quality
parts.
Compliance and Safety
All equipment shall comply with OSHA standards, ANSI standards (including ANSI boom
certification where applicable), DOT regulations, and all applicable federal, state, and City
requirements.
Backup cameras, reflective striping, telematics systems, and tracking capabilities are
preferred and may be required depending on equipment type.
Damage Responsibility and Late Returns
The Contractor shall be responsible for mechanical failures, manufacturer defects, recalls,
and normal wear and tear.
The City shall be responsible for damage caused by misuse, negligence, accidents, or
operator error. Damage assessments shall be jointly documented.
Rental extensions must be requested prior to expiration. Unauthorized late returns may
result in prorated daily rental charges per the approved rate schedule.
