The City of Atlanta, on behalf of the Department of Aviation, will shortly undergo a Multi-Step Sealed Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bid (IFB) towards the
procurement of Airport Winter Weather Equipment, preventative maintenance, repair, spare parts support, and training services for Hartsfield-Jackson Atlanta International Airport. Interested vendors during the prequalification phase will be evaluated based on their demonstrated experience providing airport winter weather equipment and related support services within active operational airport environments, including compliance with applicable SAE and FAA standards, equipment reliability, emergency repair responsiveness, maintenance capability, training delivery, and overall ability to furnish services and equipment in accordance with airport operational requirements and performance expectations. The City¿s expectation is that the selected supplier will deliver timely, compliant, and high-quality winter weather equipment and support services that enhance airfield safety, operational readiness, and continuity of airport operations during winter weather events. Airport Winter Weather Equipment
Scope of Services
This scope outlines the expectations for the purchase, inspection, preventative
maintenance, repair, and training related to Airport Winter Weather Equipment for the
City of Atlanta at Hartsfield-Jackson Atlanta International Airport on behalf of the
Department of Aviation. These units will be used on an as-needed basis, particularly
for airfield operations during winter weather conditions. The goal is to ensure the
availability and proper operation of efficient, updated equipment that meets the City's
minimum performance requirements.
Key Expectations

Performance:The objective of this procedure is for the Manufacturer to determine the
Multi-Tasking Equipment capabilities. Potential suppliers of the MTE Unit(s) in
response to requirements based on thisFspecification and SAE Documents shall
conduct capability tests based on this procedure. Testing is not required on the
production unit prior to delivery but should be conducted on a prototype or vehicle of
similar configuration with similar components and design to that being offered. In the

absence of a prototype test, the Manufacturer will be permitted to test a delivered unit
after delivery at the Airport by a 3rd party.
Equipment ProcuremenRt: Ensure rapid production order turnaround with stringent
quality control for winter weather units that meet or exceed the City's minimum
operational and safetystandards.This approach must deliver reliability, efficiency, and
modern capabilities in time to meet the approaching winter season.

Competitive Pricing: Suppliers must also present competitive pricing for each unit:
beyond base cost, all surcharges or schedule related cost impacts must be clearly
detailed in the SOQ/IFB.This pricing will be benchmarked against known airport winter
equipment MSRP averages.
Inspection of Parts: Conduct comprehensive inspections of equipment components
both pre-delivery and post-delivery to ensure functionality, durability, and compliance
with specifications.
Preventative Maintenance: Provide routine, scheduled maintenance to preserve
equipment readiness, reduce the risk of failure, and extend operational lifespan.
Repair Services: Deliver timely, qualified repair services, including availability of
emergency support during critical winter weather events.
Training: Provide hands-on and classroom-style training for City of Atlanta personnel,
covering safe and effective operation, routine checks, basic troubleshooting, and
emergency procedures for all supplied equipment. Training must be delivered by
qualified personnel and include user manuals and support materials.

All services and equipment must comply with applicable City of Atlanta regulations and
be ready for immediate use during winter weather emergencies.
Equipment Requirements
1. Base Equipment
Item #1: Base Winter Operations Unit
The equipment must be capable of removing snow along airfield surfaces by clearing
bulk accumulation with the snowplow, sweeper, and high volume - high speed air. The
equipment will be required to effectively clear 12 + inch of snow, weighing 25 lbs. per
cubic foot from a runway that is 150 feet wide with an additional 50 feet of paved
shoulders and is 9250 long all in 10 minutes.

The Multi-Tasking Equipment (MTE) for Airfield Snow Removal must meet SAE
standard ARP5548 Multi-Tasking Equipment (MTE) for Airfield Snow Removal.
It is the intent of this specification to describe an Airport Multi-Function Snow Removal

High Speed, Multi-Tasking Snow Removal Unit to include Carrier Vehicle, Snowplow,
Rotary Broom, High Velocity Air Blast.
The Multi-Tasking Equipment mAust meet SAE standard ARP 5548 Multi-Tasking
Equipment (MTE) for Airfield Snow Removal High Speed, Multi-Tasking Snow
Removal Unit to include Carrier Vehicle, Snowplow, Rotary Broom High Velocity Air
Blast. The Multi-Tasking Equipment (MTE) must meet specifications of the FAA

Advisory Circular AC 150/5220-20A Airport Snow and Ice Control Equipment. The
proposed equipment must be capable of operating in echelon with other airport owned
MTE's and snow brooms engaged in clearing a minimum of 12 inch of snow, weighing

25 lbs. per cubic foot from a runway that is 150 feet wide with an additional 50 feet of

3. Response Time Requirements

To ensure operational readiness during winter events:
* Emergency Repair Response: Technician must be onsite within 24 hours of
notificatioDn.
* Critical Parts Replacement: Shipment or installation must occur within 48
hours of failure report.
* Non-Critical Support: Service must be scheduled and completed within 5
business days.
4. Spare Parts Inventory Obligation
To minimize downtime and support ongoing maintenance:
* Supplier shall maintain and provide access to an adequate inventory of
spare parts for a minimum of 10 years from the date of the final vehicle
delivery.
* On-hand inventory must include, at minimum:
