Description


The City of Atlanta will shortly undergo a competitive solicitation for SCADA Improvements at the Hemphill
Water Treatment Plant. This project will support the modernization and reliability of process control, monitoring,
and automation functions essential to plant operations. The City is seeking qualified firms with demonstrated
experience in SCADA system upgrades, integration with existing water treatment processes, and implementation of new control system components. The City¿s expectation is that the selected contractor(s) will provide timely,
coordinated, and high-quality SCADA integration services that ensure uninterrupted plant operations during
installation, testing, and transition activities. Vendors capable of delivering dependable technical expertise,
maintaining adequate staffing, and supporting both planned and operationally sensitive work are encouraged to
participate. A Pre¿Solicitation Conference will be noticed and then held to provide additional information about the upcoming solicitation, clarify the anticipated scope, and address vendor questions.

1 INTRODUCTION
The City of Atlanta Hemphill WTP (Water Treatment Plant) SCADA (Supervisory Control and Data
Acquisition) control system and its networks have outdated architectures and obsolete hardware and
software. Updates to network and control system components are required. This includes installation of
firmware and software versions required to protect against the most recent vendor security advisory
vulnerabilities identified at the time of installation. This Scope of Work (SOW) defines the efforts required
to achieve this modernization.

3 BACKGROUND
Per the City's SCADA Master Plan (SMP), the Department of Watershed Management (DWM) is
standardizing on the Schneider Electric AVEVA Wonderware in all water and wastewater SCADA Human
Machine Interface (HMI) systems to maximize operational and maintenance efficiency. The current
system at the Hemphill WTP is an outdated version of General Electric (GE) iFix graphics package.
Discontinued programmable logic controllers (PLCs) and operator interface terminals (OITs) exist in the
filter building, chemical building, settled solids, and finished water process areas. In addition to old
hardware and software, all ControlNet networks within the plant require replacement with Ethernet/IP.

4 SCOPE OF WORK (SOW)
VENDOR shall provide all labor, equipment, materials, programming, testing, commissioning, and start-up
as necessary to provide the control system upgrades at the Hemphill WTP. During a pre-submittal site
survey, VENDOR shall verify the items listed in this SOW and provide all required equipment and
services, whole and complete, at no additional cost to the City of Atlanta (COA). The following equipment
and services shall be provided:
4.1 Control Panels - Programmable Logic Controllers
4.1.1 CP-12-100 Low Lift Pump Station PLC-100

The CP-12-100 1756-L62 redundant ControlLogix PLCs shall be replaced with equivalent or better
5580 ControlLogix controllers, 1756 I/O, and communication modules. ControlNet cabling and taps
shall be removed and replaced with an Ethernet device level ring (DLR) to each Remote Input/Output
(RIO) rack. Only one of the two redundant PLCs isF still installed in the panel. Existing Ethernet
switches and rings, one for SCADA and one for PLC peer-to-peer, shall remain in place. The following
PLC, RIO, and related key components shall be replaced:

4.1.2 CP-13-800 Chemical Building A
The CP-13-800 panel contains two 1756-L62 redundant ControlLogix PLCs: Floc/Sed Basins PLC-300
and Chemical PLC-800. Both PLCs shall be replaced with equivalent or better 5580 ControlLogix
controllers and 1756 I/O. I/O network redundant ControlNet cabling and taps shall be removed and
replaced with an Ethernet DLR to each local RIO rack. Existing Ethernet switches and rings, one ring
for SCADA and one for PLC peer-to-peer, shall remain in place. For PLC-300, only one of the two
redundant racks is still fully installed in the panel. The following PLC, RIO, and related key
components shall be upgraded:

4.1.8 CP-13-470A Filter Building Control Room

The CP-13-470A cabinet in the filter control room contains two redundant PLCs. PLC-470 for
backwash, post flash mix 1 and 2 vaults, and the Division 3 pump station; and PLC-401 for 1923
Filters 1 through 7. The 1756-L62 redundant ControlLogix PLCs in both PLCs shall be replaced with
equivalent or better 5580 ControlLogix controllers and 1756 modules. Redundant ControlNet cabling,
taps, and fiber repeater modules shall be removed and replaced with Ethernet to each RIO rack. For
the PLC-401 I/O network, a new Cisco IE3500-8P3S-A switch shall be provided in each filter RIO
cabinet and new 12 strand multimode fiber shall be provided. For the PLC-470 I/O network an
Ethernet fiber DLR shall be connected through each associated RIO rack. Existing Ethernet switches
and rings in CP-13-470A, one ring for SCADA and one for PLC peer-to-peer and PanelView OITs,
shall remain in place. The following PLC and related key components shall be upgraded or replaced if
