The City of Atlanta, on behalf of the Atlanta Department of Transportation, will shortly undergo a Multi-Step
Competitive Sealed Bidding process comprised of a qualification phase as the initial step, followed by an Invitation for Bid (IFB), for the procurement of qualified contractors to provide security services and event support for the Atlanta Streets Alive event series. Atlanta Streets Alive is the City¿s open-streets event series that temporarily transforms City streets into safe, car-free public spaces for walking, biking, skating, dancing, and community activities. Events are anticipated to occur as recurring Sunday events along approximately one to four miles of Atlanta streets, with estimated attendance of up to 9,999 attendees throughout the day. The contractor will support event operations in coordination with ATLDOT, the Atlanta Police Department, Department of Public Works, Fire/EMS, and the Mayor¿s Office of Special Events. Interested vendors must demonstrate experience providing security coordination, traffic control support, street closure and reopening support, parking enforcement coordination, and incident response services for public events of similar size, scope, and complexity. Vendors must
have the ability to provide a POST-certified, appropriately ranked Security Coordinator and coordinate POSTcertified
off-duty law enforcement officers for traffic control, parking enforcement support, and street closure duties
in accordance with City and MOSE requirements. Vendors must also demonstrate the personnel, supervisory
structure, communication protocols, mobility equipment, and operational capacity necessary to support recurring
event-day operations, including officer deployment, roll call, intersection control, pedestrian and bicycle access,

Scope of Work for Security Services - Atlanta Streets Alive (ASA)
1. Introduction:
This Scope of Work outlines the requirements for security and traffic control services for Atlanta Streets Alive (ASA), an open streets event series hosted by the City of Atlanta, Department of Transportation (ATLDOT).
Atlanta Streets Alive is the City of Atlanta's open streets program, temporarily transforming city streets into safe, car-free public spaces for walking, biking, skating, dancing, and community activities. The event is free and open to the public and serves as a community engagement platform emphasizing public safety in coordination with City services including ATLDOT, Atlanta Police Department (APD), Department of Public Works (DPW), Fire/EMS, and the Mayor's Office of Special Events (MOSE).

Event Name: Atlanta Streets Alive (Event Series)

Event Frequency: Seven to eight (7-8) monthly Sunday events
Street Closure Window: 12:00 PM - 7:00 PM (route- and permit-specific)
Event Time: 2:00 PM - 6:00 PM
Event Location: 1-4 miles of Atlanta streets per event
Estimated Attendance: Up to 9,999 attendees throughout the day
2. Objectives
The primary objectives of this contract are to:
Ensure the safe closure and reopening of city streets in compliance with MOSE permitting requirements, including development of the required internal security plan
Hire, pay, schedule, and manage the required POST-certified off-duty law enforcement officers, ensuring effective performance and compliance with expectations
Safely manage vehicle traffic, pedestrian crossings, and bicycle access at designated intersections
Maintain a safe and secure environment for event participants, staff, volunteers, and City partners
3. Responsibilities of the Security Contractor
The contractor shall assign a POST-certified, appropriately ranked Security Coordinator who shall:
Security Coordinator:
Develop and submit all security-related components of the MOSE permit application
Serve as the primary liaison between the contractor, ATLDOT, APD, EMS, and MOSE
Supervise all assigned officers and security personnel
POST-Certified Law Enforcement Requirement
All security personnel performing traffic control, parking enforcement support, or street closure duties must be POST-certified off-duty law enforcement officers with jurisdictional authority to enforce City ordinances and State law, in accordance with City Code Sec. 142-55 and MOSE permit requirements.
Private security personnel may only be utilized if documented attempts to retain sufficient POST-certified off-duty officers are unsuccessful, and only with approval from the Chief of Police or designee, and only to the extent permitted by MOSE.
Authority Limits
Citation issuance and towing authorization shall be conducted by APD under its enforcement authority.
The contractor's POST-certified officers are responsible for identifying and reporting violations to APD and supporting enforcement actions.
Pre-Event Planning and Permitting
Security Plan Development
The contractor shall prepare a comprehensive event-specific security plan for each ASA event.
The plan must be submitted no later than sixty (60) days prior to the event date or earlier if required by MOSE.
Each plan shall include minimum:
Officer headcount by post
Specific intersection and crossing assignments
Street closure and reopening procedures
Communication protocols and command structure
Parking enforcement coordination procedures
Incident response and escalation procedures
Contingency plans for staffing shortages, emergencies, or route changes
Approval Process
Staffing levels and assignments shall be developed by the contractor in coordination with the Security Coordinator and submitted in writing.
Final approval shall be granted through the MOSE permitting process and the Chief of Police or designee.
Street Closures, Vehicles, and Access Control
Vehicle Prohibitions
No civilian vehicles are permitted on the ASA route during the closure period.
The following vehicles may be permitted on the route with ATLDOT approval:
Officer golf carts or gators
Emergency vehicles (fire, EMS, police)
City vehicles for sanitation or operations (DPW)
Vendor vehicles for barricades, sanitation, water, or restroom servicing
Temporarily approved "activity partner" vehicles for equipment loading/unloading with an ATLDOT-issued loading pass
Authority for Exceptions
All exceptions must be approved by ATLDOT in coordination with APD.
Officers shall not independently authorize vehicle access outside approved exceptions.
Parking Enforcement and Towing Support
NO PARKING Enforcement
The contractor shall place "NO PARKING" signage along the route at least 24 hours prior to the event
Signs shall be removed immediately following the event.
Illegally Parked Vehicles
POST-certified officers shall identify and report illegally parked vehicles.
APD shall issue citations and authorize towing.
Towing services shall be requested and executed under APD authority.
Event-Day Operations
Officer Deployment
Officers shall be deployed based on:
Route length
Number of open intersections
Event-specific conditions
Street Closure and Reopening
Officers are responsible for:
Safely clearing vehicles prior to closure
Managing traffic during installation and removal of traffic control devices
Ensuring all participants and equipment are fully cleared before reopening streets
Preventing vehicle entry until the route is fully secured
Intersection Control
Officers shall actively manage vehicle crossflow and pedestrian crossings
Officers must remain attentive and may not use personal devices while on post.
Professional Conduct
Officers must demonstrate continuous engagement and professionalism comparable to school-zone crossing duties.
Performance deficiencies shall result in corrective action by the contractor, including removal from assignment if necessary.
Officer Roll Call
A mandatory officer roll-call meeting shall be hosted by the Security Coordinator on the day of the event.
All security staff must attend.
Roll call may be virtual (Zoom, Teams, etc.).
The meeting link shall be distributed at least one (1) hour prior to roll call.
G. Incident Response and Coordination
Officers shall respond immediately to criminal or safety incidents within their authority and escalate to APD, EMS, or ATLDOT as appropriate.
The contractor shall coordinate communications between responding agencies.
The Security Coordinator shall serve as the primary incident liaison but does not replace APD command authority.
H. Mobility Equipment
The contractor is responsible for providing and maintaining its own golf carts or gators.
Use shall be minimized; bicycles, scooters, and foot patrols are encouraged.
Motorcycles are not permitted on the route.
4. Duration and Frequency
Contract term: Three (3) years, with two (2) one-year renewal options
Events: Minimum of five (5) and up to eight (8) events per year
Staffing and pricing are event-specific and subject to approved security plans.
5. Communication and Notifications
The Security Coordinator shall maintain continuous communication with ATLDOT.
Security concerns identified more than 30 days prior shall be reported in writing.
Late-emerging risks (e.g., staffing shortages, route changes) shall be reported immediately upon discovery to ATLDOT and APD leadership.
Approved operational adjustments may be made without penalty when coordinated and authorized.
6. Reporting Requirements
Daily Work Completion Reports
Submitted during or immediately following each event day.
Post-Event Report
Submitted within seven (7) days of the event.
Must include:
Officer attendance and deployment details
Observations and challenges
Incident summaries
Actionable recommendations
7. Performance Evaluation
ATLDOT may evaluate performance during and after each event
Evaluations may include inspections, report reviews, and stakeholder feedback.
Performance outcomes may affect future assignments, corrective actions, or contract renewal decisions.
8. Compliance
All services must comply with:

ATLDOT operational standards
City and State safety regulations
