The City of Atlanta, on behalf of Department of Watershed Management (DWM), will shortly undergo a Multi-Step
Sealed Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bid (IFB)
towards the procurement of citywide on-call painting and pressure washing services supporting multiple City-
owned facilities. Interested vendors during the prequalification phase will be evaluated on whether they meet the
minimum technical, managerial, and operational requirements necessary to perform on-call, multi-site maintenance
services. The City¿s expectation is that the selected vendor(s) will assume responsibility for surface preparation,
pressure washing and cleaning, sanding, scraping, caulking, and painting services, along with the ability to respond
to task-order assignments in a timely and efficient manner across various locations. A Pre-Solicitation Conference

CITYWIDE ON-CALL PAINTING AND PRESSURE WASHING SERVICES
SCOPE OF WORK
PART 1 - GENERAL
1.01 GENERAL
The purpose of this solicitation is to establish a contract for on-call services for painting for the City of Atlanta at support locations in the metro Atlanta area. Services include Pressure washing and cleaning, sanding, filling voids, scraping and caulking of all areas prior to painting. A Facility Manager may require only pressure washing and caulking for some Work Orders. This bid will also identify Contractors capable of providing specified services; determine the rates charged for services; and to place contracts with Contractors for quick response in providing services on an as-needed basis. These services will be oriented towards completion of specific tasks. The City is under no obligation to exclusively award this work to a single proponent nor is the City bound to a minimum contract amount. The term of this contract shall be for a period of three (3) years with two (2) one-year (1) renewals.
Majority of work will be at the following City of Atlanta facilities:

Some work may be at other DWM facilities, Department of Parks and Recreation (DPR) facilities, Department of Enterprise and Asset Management (DEAM) facilities, Department of Public Works (DPW) and other support locations in the metro Atlanta area.
Work will be on an as needed basis and will be authorized by a Work Order. Each respective Work Order will have descriptions, sketches and drawings showing the extent of the Work.
The successful bidder must have a minimum of three (3) years' documented experience managing, administering and operating the type of services required by the bid documents.
The City reserves the right to select more than one Contractor to fulfill the requirements of the Scope of Work for this project.
Contractor(s) shall furnish all labor, equipment, material and incidentals as necessary to perform the services set forth herein except as otherwise specified. All personnel representing the contractor must always have on his/her person a picture ID from either Watershed or the contracting company while working on Watershed facilities.
Bidder shall include descriptive information regarding supplies to be utilized in bid form. This includes, but is not limited to, manufacturer and composition of supplies/materials.
Majority of specified coating materials are Tnemec, Sherwin Williams and Glidden products. Where Products from other manufactures that are similar in type, color, solids content and quality to the products specified, shall be approved if determined by the Engineer to be an "or Equal'. City will require a product list and submittal referencing the specified coating systems with the form. Only named products or products approved and accepted by Addendum will be allowed.
1.02 FACILITY REQUIREMENTS
A. Contractor is responsible for the securities of buildings during the period Contractor's employees are at work. Upon completion of work each day, all windows and doors shall be locked securely. Where required, Contractor shall be responsible for setting building alarm system upon departure.
B. Contractor agrees to observe and obey all rules and regulations adopted by the City of Atlanta, provided such rules do not unduly restrict the Contractor's normal operation, and such regulations as set forth by the Federal, State and local governmental/authorities.
C. Contractor shall respond to the Facility Manager with a written quote, scope of work and schedule, within 24hrs of the Facility Manager's request for service.
D. Material Safety Data Sheets must be submitted to the Facilities Manager at start of each task order.
E. All Contractors' employee's normal duty hours shall be between 8:00 A.M. and 5:00 P.M., Monday thru Friday.
F. These requirements are to be followed explicitly by all sites:
1. All employees shall be required to sign in and out on a designated log sheet.
a. All employees shall be required to wear picture I.D. badges to be furnished by Contractor and approved by the City.
b. At the end of each workday, the Contractor shall file with the Department representative a list of all employees used at the work site.
c. Keys or Pictured ID Badges to each facility shall be issued only to Contractors Supervisor for that site. Only the Supervisor shall unlock any outside door and shall be responsible for maintaining facility security.
d. No one under age sixteen is permitted on the premises after normal working hours. Contractors' employees are not allowed on the premises if they are not involved in the performance of the work.
e. All personnel representing the contractor must always have on his/her person a picture ID from either Watershed or the contracting company while working on Watershed facilities.
2. Contractor shall be required to schedule his work at such a time as to avoid interference with any meeting or other activity that may occur in the building(s). All scheduled work must be completed. Any area not completed must be reported to the Facilities Manager.
3. Contractor shall perform all services called for in these specifications Monday through Friday, except as otherwise specified. The City observes the following holidays: New Year's Day, Martin Luther King, Jr. Birthday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, the day after Thanksgiving and Christmas Day.
4. Unless the Contractor is specifically notified to do so, he will not be required to work on those days. When any of the above holidays fall on Sunday, the following Monday is observed. When they fall on Saturday, the preceding Friday is observed.
5. The Contractor shall be responsible for maintaining satisfactory standards of employees' competency, conduct, courtesy, appearance, honesty, and integrity, and shall be responsible for taking such disciplinary action with respect to any employee, as may be necessary.
6. The Contractor shall provide adequate, competent supervision (English-speaking) always during the performance of this agreement. To that effect, a qualified Project Manager and one or more alternates shall be designated representatives and must be ready to meet with City personnel. The Contractor shall provide the telephone numbers where its representative(s) can be reached.
7. The City may request the Contractor to immediately remove from the premises and/or dismiss any employee found unfit to perform duties due to one or more of the following reasons:
a. Neglect of duty, absenteeism, and sleeping on the job.
b. Disorderly conduct, use of abusive or offensive language, quarreling, intimidation by words or actions or fighting.
c. Theft, vandalism, and immoral conduct of any other criminal action.
d. Selling, consuming, possessing, or being under the influence of intoxicants, alcohol, or illegal substances, which produce similar effects while on duty.
1.03 SCOPE
A. This section of the specifications includes but is not necessarily limited to. Standards for cleaning and painting structures, piping and equipment at Watershed Facilities. Furnish all materials, equipment, and labor necessary to complete the work.
B. Section includes:
1. Pressure Washing (some task orders will just be for Pressure Washing and no painting).
2. Sandblasting
3. Additional surface preparation to receive finishes.
4. Spackling and filling in voids and surface imperfections
5. Priming
6. Caulking
7. Exterior painting, staining, or otherwise finishing of all surfaces.
8. Cleanup.
9. Water, power and sanitary services provided by City to the extent they are available and does not interfere with Plant operations and maintenance. Debris disposal is Contractor's Responsibility.
1.04 SUBSTITUTIONS
To the maximum extent possible, similar coatings and products each respective coating system shall be the products of one manufacturer. Guidelines for determination of acceptability of product substitutions are given in instructions to bidders. Contractors intending to furnish substitute materials or equipment are cautioned to read and comply strictly with these guidelines.
1.05 SUBMITTALS
A. Submittals due seven (7) days following the NTP.
B. All submittals shall require the following information.
1. Product data:
a. Submit complete list of products for use; indicate compliance with:
1) Mercury-free composition limits.
2) VOC limits, when mixed and thinned.
3) Indicate lead content.
4) NSF Approval (water treatment plants and potable water at other locations)
b. Indicate manufacturer, brand name, quality, and type paint for each surface to be finished; correlate to specified item if from other manufacturer than specified item. Put in table format. Obtain prior approval of table format prior to submitting the completed paint schedule.
c. Include specified manufacturer's data sheets for reference to submitted manufacturer's data sheets.
d. Manufacturer's Safety Data Sheets (MSDS) for materials.
e. Intent of Contractor to use products specified does not relieve him from responsibility of submitting product line.
2. Samples:
a. Color samples: Submit two (2) sets of color samples from paint manufacturers proposed for use for color selections by the respective Facility Manager.
b. Brush-outs (if requested by the respective Facility Manager):
1) Prepare actual brush-outs for each color paint, stain, or finish following final color schedule issuance.
2) Submit brush-outs in duplicate: minimum size, 120 sq. in.
3) Apply products in number of coats specified for actual Work.
4) Provide following substrates for brush-outs:
a) Concrete unit masonry: Paint one face to simulate concrete and masonry.
b) Hardboard to simulate drywall, lumber, board products, and metals for finishing paint.
c) Actual species and grade of wood specified for transparent finish.
3. Quality control submittals:
a. Certificates:
1) Indicate interior paints and stains are mercury-free.
2) Indicate lead content. Lead content more than 0.06% by weight of nonvolatile content calculated as lead metal is prohibited.
3) Indicate compliance with applicable VOC limits when mixed and thinned.
4) NSF Approval (Water Plants
1.06 PROJECT MEETING
A. Prior to ordering any of the materials covered under this Section, the Contractor, Facility Managers and paint manufacturer's representative shall attend a kick-off meeting and review the Work to be performed under this Section.
B. The Project Manager shall be readily available to meet with the Facility Manager weekly during the first month of the agreement and as often as necessary thereafter. A mutual effort will be made to resolve all problems identified at these meetings. A designated representative of the Department, who will be responsible for scheduling the meetings and preparing written minutes, will chair meetings; copies of which will be made available. Should the Contractor not concur with same, he shall set forth in writing his/her reasons for disagreement and present them to the Facility Manager for resolution.
1.07 PAINTING REQUIREMENTS
A. Finish paint all exposed surfaces except anodized or lacquered aluminum, interior fiberglass reinforced plastic, stainless steel and copper surfaces. Items to be left unfinished or to receive other types of finishes will be designated by the respective Facility Manager.
B. Unpainted Products: Full field cleaning and priming shall be performed in accordance with manufacturers' requirements for unpainted products. Maintain adequate equipment on the site to ensure proper cleaning.
C. Hardware: Remove all electrical plates, surface hardware, fittings and fastenings prior to painting operations. These items are to be carefully stored, cleaned and replaced upon completion of Work in each area. Do not use solvent to clean hardware that may remove
permanent lacquer finish.
D. Protect vehicles, people and adjacent surfaces from paint splatter. Secure area to paint with signage and barricades.
1.08 SEQUENCING AND SCHEDULING
For each respective work order, schedule and coordinate this Work with other projects and trades; proceeding until other Work and job conditions are proper to achieve satisfactory results is prohibited.
1.09 MEASUREMENT AND PAYMENT
A. Respective material unit prices and labor unit prices shall cover all labor, equipment, material, overhead, profit and incidental costs and result in a turn-key completed project.
B. Labor, equipment and material costs for travel and office not paid. Only labor, equipment and material expended on the project site is covered
C. Painter Ground Level: Unit cost for painter for work that is between 0 and 12 feet above ground or floor level. Includes all labor, material and equipment including tools and supplies such as ladders, job truck, scaffolding, brushes, rollers, buckets, tarps, paint sprayers, hand tools, power tools, rags, abrasion tools and supplies, cleaning supplies, and incidentals. Pressure washing is covered in a separate unit price. Includes fuel and equipment maintenance costs.
D. Painter Above Ground: Include all costs for Painter Ground Level painting above 12 feet higher than ground or finish floor plus the costs for manlift, bucket truck or extensive scaffolding. Includes fuel and equipment maintenance costs.
E. Pressure Washing Ground Level: Unit cost for pressure washing that is between 0 and 12 feet above ground or floor level. Includes all labor, material and equipment including tools and supplies such as ladders, job truck, scaffolding, pressure washers, hand tools, buckets, tarps, rags, hoses and fittings, cleaning supplies and incidentals. Includes fuel and equipment maintenance costs.
F. Pressure Washing Above Ground: Include all costs for Pressure Washing Ground Level painting above 12 feet higher than ground or finish floor plus the costs for manlift, bucket truck or extensive scaffolding. Includes fuel and equipment maintenance costs.
G. Sandblasting Ground Level: Unit cost for painter for sandblasting that is between 0 and 12 feet above ground or floor level. Includes all labor, material and equipment including tools and supplies such as ladders, job truck, scaffolding, sandblaster, abrasives, fuel, hand tools, buckets, tarps, hand tools, rags, cleaning supplies and incidentals. Includes fuel and equipment maintenance costs.
H. Sandblasting Above Ground: Include all costs for Sandblasting Ground Level painting above 12 feet higher than ground or finish floor plus the costs for manlift, bucket truck or extensive scaffolding including fuel, travel and incidental costs. Includes fuel and equipment maintenance costs.
I. Project Manager: Shall only be paid for hours at the project site. Includes all overhead, profit and incidentals. Traveling time and vehicle cost will not be paid.
J. Project Supervisor: Shall only be paid for hours at the project site. Includes all overhead, profit and incidentals. Traveling time and vehicle cost will not be paid.
K. Material Unit Prices: Material cost of the product that is applied on the substrate. Leftover or wasted material will not be paid for. Includes all delivery, handling, storage, disposal and incidental costs. Includes all paint thinners, cleaners, solvents and additives.
PART 2 - PRODUCTS
2.01 MATERIAL SCHEDULE
Material schedules list pretreatment coats, wash coats, seal coats, prime coats, intermediate coats, finish coats and cover coats that comprise a complete and compatible system of surface protection for the substrate. Maintain the unity of these systems, making sure all coats applied to any surface are from the same system and same manufacturer. Verify with the manufacturer the compatibility of the materials used.
2.02 APPLICATION DATA
All applicable data currently published by the paint manufacturer relating to surface preparation, coverage, film thickness, application technique, drying and over-coating times is included as a part of this Section. It shall be the responsibility of the Contractor to obtain and fully understand the appropriate data sheets for the coatings specified.
2.03 MATERIALS
A. Paints shall be factory mixed and delivered to the job in unbroken original packages bearing the manufacturer's name and brand designation and shall be applied in strict accordance with the manufacturer's printed specifications. Two-component coatings shall be mixed in accordance with manufacturers' instructions. All two component coatings, once mixed, shall be applied within the pot-life recommended by the manufacturer.
B. Unless otherwise specified, paints shall be of the best grade. All thinners, driers, varnishes, additives etc., shall be of the best grade and shall be furnished by the coating manufacturer for use with the specified paints.
C. Paint thinners and tints: Products of same manufacturer as paints or approved by paint manufacturers for use with paint.
D. Shellac, turpentine, patching compounds, and similar materials required for execution of Work: Pure, best quality products.
E. All paints and solvents used that will come in direct contact with water treatment process, water or potable water must be certified NSF-61.
F. Caulking: Materials shall conform to Fed. Spec. TT -S-00227E (3) for multi- component sealant, or to Fed. Spec. TT-S-00230C (2) for single component sealant. Properties and adhesion of 1-part sealants shall be equal to 2-part materials. Sealants shall be Type I or Type II, as applicable. Sealants shall be limited to acceptable compounds compositions which are polysulfide, polyurethane, and silicone. Above grade sealants shall be resistant to ultraviolet deteriorations
G. Caulking Back-up Material: Closed cell foam polyethylene, or similar non-bituminous material as recommended by manufacturer of caulking compound and completely compatible with selected compound.
2.04 COLORS (Customize for specific Work Order)
A. The Facility Manager shall select the colors to be used on the various portions of the Work. Provide color cards for the proposed coatings. Where more than one coat of paint is required, job tint the paint for each undercoat off shade to show complete coverage.
B. Paint plumbing and process piping the same color as the existing piping that provide the same function. Obtain prior approval of the color from the Facility Manager before ordering material.
3.01 GENERAL
A. It is required that all potential bidders schedule site visits prior to bidding on the contract.
B. Adequately protect other surfaces from paint and damage. Furnish sufficient drop cloths, shields and protective equipment to prevent spray or droppings from fouling surfaces not being painted. Repair damage as a result of inadequate or unsuitable protection.
C. Protection: Cover finished Work of other trades, surfaces not being painted concurrently, and prefinished items.
D. Application of materials in spaces where dust is being generated is prohibited.
E. The Contractor shall establish and maintain a comprehensive Quality Control Program to assure the requirements of the contract are provided as specified. An update must be provided as changes occur. The program shall include, but not be limited to, the following:
1. An inspection system covering all the services to be performed under the agreement. It must specify areas to be inspected on either a scheduled or unscheduled basis and the name and title of the individual(s) who will do the inspections.
2. A method of identifying deficiencies in the quality of services performed before the level of performance becomes unacceptable.
3. A file of all inspections conducted by the Contractor and the corrective action taken. This documentation shall be made available to each respective Facility Manager during the term of the agreement.
F. In the event the service performed is unsatisfactory, or is not in accordance with the specifications, the Contractor shall, upon notification by the Facilities Manager, service the City facilities within the Facility Manager's specified period of time and correct the problem to the satisfaction of the Facility Manager without additional cost to the City.
3.02 PRODUCT HANDLING
A. Delivery
1. Deliver materials in original, sealed containers of the manufacturer with legible labels and intact.
2. Each container shall be clearly marked or labeled to show paint identification, paint type and color, date of manufacture, batch number, analysis or contents, identification of all toxic substances, and special instructions.
B. Storage
1. Store only acceptable materials on the project site.
2. Store material in a suitable location and in such a manner as to comply with all safety requirements including any applicable federal, state and local rules and requirements. Storage shall also be in accordance with the instructions of the paint manufacturer and the requirements of the insurance underwriters.
3. Restrict storage area to paint materials and related equipment.
4. Place any materials which may constitute a fire hazard in closed metal containers and remove daily from the project site.
5. Maintain neat, clean conditions in storage area; remove used rags from work areas at end of each day's work; store rags in closed containers.
6. Close containers at end of each day's Work. Leave no materials open.
7. Safety precautions:
a. Provide temporary fire protection equipment in materials storage area. Mark fire protection equipment location for quick access.
b. Prohibit smoking in storage area; post signs in visible location adjacent to and within storage area.
3.03 CLEANING AREA
If required for a facility's work orders, construct a temporary shed at the facility no smaller than 40 feet wide and 60 feet long for field cleaning, including blasting and priming operations. Maintain this area for all non-fixed painting operations until all such work has been completed and approved. Provide all fixtures and appurtenances required to perform the work, including fixtures to support the work off the ground and proper storage facilities.
3.04 ENVIRONMENTAL CONDITIONS
Environmental conditions which affect coating application include, but are not necessarily limited to, ambient air temperature, surface temperature, humidity, dew point and environmental cleanliness. Comply with the manufacturer's recommendations regarding environmental conditions under which coatings may be applied.
3.05 SURFACE PREPARATION
A. General: All surfaces shall be thoroughly clean, dry, and free from oil, grease or dust. All fabricated metal products shall have all weld flux and weld spatter removed and sharp peaks in weld ground smooth. The Facility Manager shall inspect the surface preparation prior to the application of coatings. If the preparation is found to be satisfactory, a written order shall be given to proceed with coatings.
B. Lumber, plywood, and veneered surfaces:
1. Apply shellac, Cut to knots, pitch, and resinous sapwood prior to application of first paint coat.
2. Surfaces to be painted: Fill nail holes, cracks, joints, and defects with spackling compound. Apply after first coat of paint.
3. Sand surfaces are smooth, except where rough-sawn surfaces are indicated. Dust surface to remove debris.
4. Treat mildewed surfaces with solution of one-quart hypochlorite bleach, one tablespoon laundry detergent, and three quarts water. Rinse and allow it to dry prior to painting.
5. Previously painted surfaces: Remove dirt, debris, and chalking by washing with detergent and water or low-pressure cold-water spray. Dull glossy surfaces by light standing. Remove loose paint and blisters by scraping and sanding.
C. Ferrous Metals: Standards for the surface preparation of ferrous metals required in the Material Schedules are the standards of the Steel Structures Painting Council (SSPC, SP-1 through SP-10). Inspection of these surfaces shall be evaluated by field comparison with visual comparator panels. These panels shall be securely wrapped in clear plastic and sealed to protect them from deterioration and marring.
D. Galvanized metal: Wash with xylol to remove grease, oil, and contaminants; wipe dry with dry cloth.
E. Aluminum: Sand removes oxides. Wash with xylol to remove grease, oil, and contaminants; wipe dry with dry cloth.
F. Concrete Surfaces:
1. Fill cracks, holes, and irregularities with repair cement grout if too big for specified 1st coat.
2. Remove laitance, oil, grease, dirt, and debris from surfaces. Verify concrete cure time prior to coating application.
3. For all concrete surfaces, the following surface preparation shall be employed:
a. CC-I - Wash: Wash and scrub all surfaces
chips and 1-1/2 ounces of trisodium phosphate in each gallon of water used. Flush away all soap and dirt with clean water.
b. After this washing, the surface shall be rechecked and any rough areas not suitable for painting shall be sand blasted smoothly.
3.06 APPLICATION
A. Apply caulking per manufacturer recommendations.
B. Conditions: No paint shall be applied upon damp or frosty surfaces, or in wet or foggy weather. No paint shall be applied in temperatures below 400 F. or when freezing (320 F.) is predicted within 24 hours of application, or under temperature or humidity conditions not recommended by the manufacturer.
B. Surface Preparation: After specified surface preparation, all surfaces shall be brushed free of dust or foreign matter. Surfaces shall be completely dry before any paint is applied. Apply materials only when moisture content of surfaces is within manufacturer's recommended range.
C. Application: Paint shall be evenly spread in the proper thickness so that there shall be no drops, runs or sagging of the coating. Where runs and drops do occur, they shall be removed and the surface re-coated to the satisfaction of the Facility Manager. Sufficient time, as directed by the manufacturer, shall be allowed for the paint to dry before the application of succeeding coats.
1. Apply materials in accord with manufacturer's approved product data to achieve specified Dry Film Thickness. Mils is defined as minimum dry film thickness.
2. Apply materials using clean brushes, rollers, or spray equipment. Limit paint spraying only to those materials recommended by manufacturer to be sprayed with no loss of performance, durability, or color.
3. Apply materials at rate not exceeding manufacturer's recommendations for surface being coated, less than ten percent for losses.
4. Sand and dust between coats to remove defects visible from 5' - 0" distance. Tint primer and intermediate coats slightly to provide slight contrast.
5. Finish coats: Smooth, free of brush marks, streaks, laps or pile-up of paint, skips, or missed areas.
6. Make coating edges adjoining other materials or colors sharp and clean without overlapping.
7. Primer coats may be omitted for surfaces specified to receive factory applied primer if finish coats are compatible with primer. Substitute bond coat recommended by paint manufacturer for specified primer coat if finish coats are not compatible.
8. Refinish entire partition surface where portion of finish on gypsum board partition is damaged or unacceptable.
9. Back prime exterior finish carpentry and millwork with material specified for prime
coat without running on face; finish cut edges just prior to installation.
10. Finish exterior door edges same as exterior faces.
D. Protection of Work Area: Use drop cloths or other suitable means to protect other surfaces of the structure or equipment in place. Upon completion of the Work, remove all paint spots from surfaces including those directed by the Facility Manager.
E. Inspection: The Facility Manager shall inspect each coat prior to the application of subsequent coats. If the work is found to be satisfactory, a written order shall be given to proceed. Application of additional coats until completed coat has been inspected is prohibited. Only inspected coats of paint shall be counted in determining the number of coats applied.

INTERIOR PAINTING
PART 1 - GENERAL
SUMMARY
This Section includes surface preparation and the application of paint systems on the following interior substrates:
Concrete.
Concrete masonry units (CMU).
Steel.
Galvanized metal.
Gypsum board.
Related Sections include the following:
Division 5 Sections for shop priming of metal substrates with primers specified in this Section.
Division 6 Section for surface preparation and the application of wood stains and transparent finishes on interior wood substrates.
DEFINITIONS
Recycled content of materials shall be defined according to the International Organization for Standardization document, ISO 14021 - Environmental labels and declarations - Self-declared environmental claims (Type II environmental labeling).
Post-consumer material is defined as waste material generated by households or by commercial, industrial and institutional facilities in their role as end-users of the product which can no longer be used for its intended purpose.
Pre-consumer material is defined as material diverted from the waste stream during the manufacturing process. Excluded is reutilization of materials such as rework, regrind or scrap generated in a process and capable of being reclaimed within the same process that generated it
Regionally Manufactured Materials: Materials that are assembled as a finished product within a radius of 500 miles from the Project location. Assembly does not include on-site assembly, erection or installation of finished components as in structural steel, miscellaneous iron or systems furniture.
Regionally Extracted Materials: Materials that have their source as a raw material from within a radius of 500 miles from the Project site.
PERFORMANCE REQUIREMENTS
Static Coefficient of Friction: For sealed floor surfaces, provide products with the following values as determined by testing identical products per ASTM C 1028:
Level Surfaces: Minimum 0.6.
SUBMITTALS
Product Data: For each type of product indicated.
Samples for Verification: For each type of paint system and in each color and gloss of topcoat indicated.
Submit Samples on rigid backing, 8 inches square.
Step coats on Samples to show each coat required for system.
Label each coat of each Sample.
Label each Sample for location and application area.
Product List: For each product indicated, include the following:
Cross-reference to paint system, color definitions, and locations of application areas. Use same designations indicated on Drawings and in schedules.
Provide an additional copy of product list for inclusion in maintenance manuals.
QUALITY ASSURANCE
Mockups: Apply benchmark samples of each paint system indicated and each color and finish selected to verify preliminary selections made under sample submittals and to demonstrate aesthetic effects and set quality standards for materials and execution.
Design Consultant will select one surface to represent surfaces and conditions for application of each paint system specified in Part 3.
Wall and Ceiling Surfaces: Provide samples of at least 100 sq. ft.
Other Items: Design Consultant will designate items or areas required.
Apply benchmark samples after permanent lighting and other environmental services have been activated.
Final approval of color selections will be based on benchmark samples.
If preliminary color selections are not approved, apply additional benchmark samples of additional colors selected by Design Consultant at no added cost to Owner.
DELIVERY, STORAGE, AND HANDLING
Store materials not in use in tightly covered containers in well-ventilated areas with ambient temperatures continuously maintained at not less than 45 deg F.
Maintain containers in clean condition, free of foreign materials and residue.
Remove rags and waste from storage areas daily.
PROJECT CONDITIONS
Apply paints only when temperature of surfaces to be painted and ambient air temperatures are between 50 and 95 deg F.
Do not apply paints when relative humidity exceeds 85 percent; at temperatures less than 5 deg F above the dew point; or to damp or wet surfaces.
EXTRA MATERIALS
Furnish extra materials described below that are from same production run (batch mix) as materials applied and that are packaged for storage and identified with labels describing contents.
Quantity: Furnish one (1) additional 5-gallon bucket of each material and apply color.

PAINT, GENERAL
Material Compatibility:
Provide materials for use within each paint system that are compatible with one another and substrates indicated, under conditions of service and application as demonstrated by manufacturer, based on testing and field experience.
For each coat in a paint system, provide products recommended in writing by manufacturers of topcoat for use in paint system and on substrate indicated.
VOC Content of Field-Applied Interior Paints and Coatings: Provide products that comply with the following limits for VOC content, exclusive of colorants added to a tint base, when calculated according to 40 CFR 59, Subpart D (EPA Method 24); these requirements do not apply to paints and coatings that are applied in a fabrication or finishing shop:
Flat Paints, Coatings, and Primers: VOC content of not more than 50 g/L.
Nonflat Paints, Coatings, and Primers: VOC content of not more than 150 g/L.
Anti-Corrosive and Anti-Rust Paints Applied to Ferrous Metals: VOC not more than 250 g/L.
Chemical Components of Field-Applied Interior Paints and Coatings: Provide topcoat paints and anti-corrosive and anti-rust paints applied to ferrous metals that comply with the following chemical restrictions; these requirements do not apply to paints and coatings that are applied in a fabrication or finishing shop:
Aromatic Compounds: Paints and coatings shall not contain more than 1.0 percent by weight of total aromatic compounds (hydrocarbon compounds containing one or more benzene rings).
Restricted Components: Paints and coatings shall not contain any of the following:
Acrolein.
Acrylonitrile.
Antimony.
Benzene.
Butyl benzyl phthalate.
Cadmium.
Di (2-ethylhexyl) phthalate.

PART 3 - EXECUTION
EXAMINATION
Examine substrates and conditions, with Applicator present, for compliance with requirements for maximum moisture content and other conditions affecting performance of work.
Maximum Moisture Content of Substrates: When measured with an electronic moisture meter as follows:
Concrete: 12 percent.
Masonry (Clay and CMU): 12 percent.
Gypsum Board: 12 percent.
Verify suitability of substrates, including surface conditions and compatibility with existing finishes and primers.
Begin coating application only after unsatisfactory conditions have been corrected and surfaces are dry.
Beginning coating application constitutes Contractor's acceptance of substrates and conditions.
PREPARATION
Comply with manufacturer's written instructions and recommendations in "MPI Architectural Painting Specification Manual" applicable to substrates indicated.
Remove plates, machined surfaces, and similar items already in place that are not to be painted.
If removal is impractical or impossible because of size or weight of item, provide surface-applied protection before surface preparation and painting.
After completing painting operations, workers skilled in the trades involved reinstalling items that were removed. Remove surface-applied protection if any.
Do not paint over labels of independent testing agencies or equipment name, identification, performance rating, or nomenclature plates.
Clean substrates of substances could impair bonds of paints, including dirt, oil, grease, and incompatible paints and encapsulants.
Remove incompatible primers and reprime substrate with compatible primers as required to produce paint systems indicated.
Concrete Substrates: Remove release agents, curing compounds, efflorescence, and chalk.
Do not paint surfaces if moisture content or alkalinity of surfaces to be painted exceeds that permitted in manufacturer's written instructions.
Concrete Masonry Substrates: Remove efflorescence and chalk. Do not paint surfaces if moisture content or alkalinity of surfaces to be painted exceeds that permitted in manufacturer's written instructions.
Steel Substrates: Remove rust and loose mill scale. Clean using methods recommended in writing by paint manufacturers.
Galvanized-Metal Substrates: Remove grease and oil residue from galvanized sheet metal fabricated from coil stock by mechanical methods to produce clean, lightly etched surfaces that promote adhesion of subsequently applied paints.
Gypsum Board Substrates: Do not begin paint application until finishing compound is dry and sanded smooth.
APPLICATION
Apply paints according to manufacturer's written instructions.
Use applicators and techniques suited for paint and substrate indicated.
Paint surfaces behind movable equipment and furniture same as similar exposed surfaces.
Before final installation, paint surfaces behind permanently fixed equipment or furniture with prime coat only.
Paint front and backsides of access panels, removable or hinged covers, and similar hinged items to match exposed surfaces.
Tint each undercoat a lighter shade to facilitate identification of each coat if multiple coats of same material are to be applied. Tint undercoats to match color of topcoat but provide sufficient difference in shade of undercoats to distinguish each separate coat.
If undercoats or other conditions show through topcoat, apply additional coats until cured film has a uniform paint finish, color, and appearance.
Apply paints to produce surface films without cloudiness, spotting, holidays, laps, brush marks, roller tracking, runs, sags, ropiness, or other surface imperfections. Cut in sharp lines and color breaks.
Painting Mechanical and Electrical Work: Paint items displayed in equipment rooms and occupied spaces including, but not limited to, the following:
Mechanical Work:
Uninsulated metal piping.
Uninsulated plastic piping.
Pipe hangers and supports.
Tanks that do not have factory-applied final finishes.
Visible portions of internal surfaces of metal ducts, without liner, behind air inlets and outlets.
Duct, equipment, and pipe insulation having cotton or canvas insulation covering or other paintable jacket material.
Mechanical equipment that is indicated to have a factory-primed finish for field painting.
Electrical Work:
Switchgear.
Panelboards.
Electrical equipment that is indicated to have a factory-primed finish for field painting.
Paint exposed surfaces, except where Drawings or these Specifications indicate that the surface or material is not to be painted or is to remain natural. If an item or a surface is not specifically mentioned, paint the item or surface the same as similar adjacent materials or surfaces. Refer to Finish Listing for specific paint colors. If a finish color is not indicated, Design Consultant will select from full range of standard colors and finishes available.
Painting shall include identification of fire and smoke partitions. All smoke stops partitions and fire-rated walls or partitions required to have protected openings shall be effectively and permanently identified with signs or stenciling in a manner acceptable to the authority having jurisdiction. Such identification shall be above any decorative ceiling and in concealed spaces. Unless otherwise directed by authority having jurisdiction, wording shall be read "Fire and Smoke Barrier - Protect all Openings".
Do not paint prefinished items, concealed surfaces, finished metal surfaces, operating parts, and labels, unless otherwise indicated.
Prefinished items include the following factory-finished components:
Toilet enclosures.
Elevator entrance doors and frames.
Elevator equipment.
Finished mechanical and electrical equipment, except paint exposed equipment in ceiling areas of exposed structure.
Light fixtures.
Concealed surfaces include walls or ceilings in the following generally inaccessible spaces:
Furred areas.
Ceiling plenums.
Utility tunnels.
Pipe spaces.
Duct shafts.
Elevator shafts.
Finished metal surfaces include the following:
Anodized aluminum.
Stainless steel.
Chromium plate.
Copper and copper alloys.
Bronze and brass.
Operating parts include moving parts of operating equipment and the following:
Valve and damper operators.
Linkages.
Sensing devices.
Motor and fan shafts.
Labels: Do not paint over UL, FMG, or other code-required labels or equipment name, identification, performance rating, or nomenclature plates.
FIELD QUALITY CONTROL
Testing of Paint Materials: Owner reserves the right to invoke the following procedure at any time and as often as Owner's Representative deems necessary during the period when paints are being applied:
Owner may engage the services of a qualified testing agency to sample paint materials being used. Samples of material delivered to Project site will be taken, identified, sealed, and certified in presence of Contractor.
Testing agency will perform tests for compliance with product requirements.
Owner's Representative may direct Contractor to stop applying paints if test results show materials being used do not comply with product requirements. Contractors shall remove noncomplying-paint materials from Project site, pay for testing, and repaint surfaces painted with rejected materials. Contractors will be required to remove rejected materials from previously painted surfaces if, on repainting with complying materials, the two paints are incompatible.
CLEANING AND PROTECTION
At end of each workday, remove rubbish, empty cans, rags, and other discarded materials from Project site.
After completing paint application, clean spattered surfaces. Remove spattered paints by washing, scraping, or other methods. Do not scratch or damage adjacent finished surfaces.
Protect work of other trades against damage from paint application. Correct damage to work of other trades by cleaning, repairing, replacing, and refinishing, as approved by Design Consultant, and leaving in an undamaged condition.
At completion of construction activities of other trades, touch up and restore damaged or defaced painted surfaces.
