    4. The plans indicate causeways extending around both new piers and back
to each abutment. Since there is currently no access from the west side,
would it be permissible to install temporary pipes and connect the two
causeways to create an all-weather crossing? At this time, it is not feasible
to access the west side with dump trucks, concrete trucks, or girder
deliveries. Upon completion of the project, all temporary access materials
would be fully removed and the area restored in accordance with project
    requirements.
Answer: This would be considered a modification of the approved plans and
would need to be approved by the permitting agency. This question will be
submitted to the permitting agency for further clarification.
    5. What is the proposed unit of payment for temporary mulching?
    Answer: Acre
