    This letter is to advise all prospective bidders of the following contract addendum:
    Proposal Changes:
    • Date of Availability changed. (G-6)
    The date of availability for this contract is the date the Contractor begins work, but not
    before October 1, 2026 and no later than May 1, 2027, except that work in jurisdictional
    waters and wetlands shall not begin until a meeting between NCDOT, Regulatory Agencies,
    and the Contractor is held as stipulated in the permits contained elsewhere in this proposal.
    This delay in availability has been considered in determining the contract time for this
    project.
    The completion date for this contract is the date that is sixty (60) consecutive
    calendar days after and including the date of availability.
    • FHWA 1273 revisions dated June 25, 2026 were added (SSP-21 thru SSP-32).
    • Added Property Owner Access Provision (G-34)
    Additional Questions Submitted:
    1. Utilities are in conflict with construction
    Answer: NCEM has made contact with utility company and lines will be
    relocated prior to the date of availability.
    2. Can a spread footing be used at this site?
    Answer: No, please see the data sheet specific to each site as it reflects the
    substructure type. This site requires a Concrete Cap on Drilled-in Piles.
