Practical Problem Venue (PPV) Construction Synopsis

AMENDMENT TO SYNOPSIS (05/20/2025)

*A site visit is scheduled for June 12, 2025 at 9:00 a.m. (CST) at 4942 Fowler Road Redstone Arsenal, AL 35898.

In order to attend the site visit, ALL attendees MUST have a completed NDA & Document Security Plan on file with the FBI.

Site visit will have a limit of 10 attendees per prime contractor. Anyone requiring installation access must complete and return Attachment A-VR-219 to the Contracting Officer (CO), Contract Specialist (CS) not later than 06 Jun2 2025 at 1:00 p.m. (CST). Individuals with installation access are still required to confirm attendance at the site visit with the CO & CS prior to the 06 June 2025 suspense above.

All contractors are responsible for providing their own Personal Protective Equipment (PPE) for the site visit. Required PPE consists of: Hard Hat, Vest, Glasses, Appropriate Footwear.

The Federal Bureau of Investigation (FBI), intends to issue a Request for Proposals (RFP) for the construction of the Practical Problem Venue (PPV) which consists of approximately 42 training facilities and 3 supporting spaces constituting approximately 153,000 square feet of new construction across approximately 51 acres at Redstone Arsenal, AL.

The solicitation will be issued as a Full and Open Competition under NAICS code 236220, with a size standard of $ 45 million. The magnitude of construction is estimated between $90,000,000 and $110,000,000.

The scope of work will include all labor, materials, equipment, and supervision necessary for site preparation, structural construction, interior and exterior finishes, mechanical, electrical, and plumbing systems, as well as all associated site utilities.

This notice is not a request for proposals. The solicitation (RFP) will be issued on or about May 28, 2025, via the SAM.gov website. No paper copies will be issued. Contractors must be registered in SAM to be eligible for award.

In advance of the solicitation release interested vendors are encouraged to fill out the attached NDA and Document Security forms and submit them to bwmccormick@fbi.gov and rbmccurdy@fbi.gov . NDA and Document Security forms will be required before a vendor will be eligible to receive the attachments to the solicitation.

A site visit is scheduled for June 12, 2025. Visitor Access forms are attached. Early submission of those forms is requested to allow for processing. Only individuals who do not have Redstone Base Access are required to submit the visitors access form, but all those whom show interest in attending shall email bwmccormick@fbi.gov and rbmccurdy@fbi.gov.
