Project Overview
Before bidding, contractors are required to schedule and complete a pre-bid site
discussion with the Facilities Maintenance Supervisor to review exact dump
station locations and site conditions. This proposal outlines the scope of work,
materials, spacing requirements, and site restoration needed for the installation
of six (6) gray water dump stations utilizing 3" PVC piping to support food
concession trailers. The stations will be strategically installed with appropriate
spacing and fully integrated into the existing site infrastructure.

Scope of Work
1. Site Layout & Measurements
o Identify and mark locations for six (6) gray water dump stations.
o Ensure each station is spaced no less than 20 feet apart.
2. Excavation & Trenching
o Excavate and trench designated areas to required depth for 3" PVC piping
installation.

o Provide proper sloping of pipe to ensure adequate flow and drainage
compliance.
3. Installation of 3" PVC Piping
o Supply and install 3" PVC piping from each dump station to designated
gray water collection or disposal point.
o Install appropriate cleanouts, fittings, and couplings as needed.
4. Installation of Gray Water Dump Stations
o Install six (6) gray water dump inlets capable of accommodating
concession trailer gray water discharge.
o Ensure each station is anchored, secure, and compliant with local
plumbing and sanitation standards.
5. Backfilling & Compaction
o Backfill trenches with appropriate material.
o Compact soil to prevent settling and maintain surface integrity.
6. Asphalt & Curbing Repairs
o Repair any asphalt or curbing affected during excavation.
o Restore surfaces to original or improved condition.
Materials Included
o 3" Schedule 40 PVC pipe
o PVC fittings (elbows, tees, couplings, etc.)
o Gray water dump inlet stations (qty 6)
o Cleanout assemblies
o Backfill and compaction materials
o Asphalt and curbing repair materials
Electrical Installation Scope of Work
The following electrical work is included as part of the Gray Water Dump Station
installation project:
Electrical Service & Distribution
o Install six (6) RV-style electrical pedestals to support concession trailer
operations.

o Provide and install a new 200-amp outdoor-rated electrical panel, including
upsizing and replacing the overhead service wire from the existing main panel to
the new panel location.
o Disconnect power as needed during installation; reconnect upon completion.
Pedestal Configuration
o Each pedestal shall include: 50-amp 240V outlet, 30-amp 120V outlet, and 20-
amp GFCI outlet. All wiring from the new electrical panel to each pedestal shall
be installed underground in compliance with applicable electrical codes.
Grounding & Code Compliance
o Update and verify grounding system per Oregon electrical code. All work must
comply with NEC and local jurisdictional standards.
Exclusions
o Dirt work is not included in the electrical contractor’s scope and shall be handled
by the County or another contractor as applicable. Contractor may require 50%
down upon approval to procure materials, with remainder due upon completion.
Project Timeline
o Estimated Duration: 3–5 business days (pending site conditions and weather).
Compliance
All work will be performed in compliance with applicable local, state, and federal codes,
including environmental and sanitation regulations.
This project is considered a public works project and must follow Oregon’s prevailing
wage laws. Contractors are required to pay workers the applicable prevailing wage
rates for all work performed on-site. Bidders should review and follow all rules in ORS
279C.800–870 and OAR 839-025 to make sure their labor practices meet state
requirements. Proof of compliance may be requested at any time during the project.
The contractor shall maintain all insurance coverage required by Morrow County,
including Workers’ Compensation, Commercial General Liability, and Automobile
Liability, in the amounts and form specified in the County’s insurance requirements. All
liability policies must name Morrow County, its officers, employees, and agents as
Additional Insureds, and must list Morrow County as the Certificate Holder. Proof of
insurance meeting these requirements must be provided prior to the start of work.
Contractors are responsible for all deductibles and must ensure that coverage is
primary and non-contributory.

Cost Estimate
A detailed cost estimate can be provided upon confirmation of site conditions and
project scope. Please complete Exhibit A.
Conclusion
This installation will provide a durable, code-compliant gray water disposal solution for
food concession trailers, improving sanitation, safety, and operational efficiency at the
site.
Please review the above proposal and advise of any modifications or additional
requirements.
Submission Instructions
Contract award is subject to available funding. The County may reject all
bids or cancel the solicitation if sufficient funds are not available.
