Morrow County is requesting sealed bids from qualified vendors for one complete, new
agricultural spray drone and spray-ready support trailer package. The package must include
both specified drone systems, their supporting equipment, and a fully operational trailer-based
spray, charging, and support system.
Award will be made to the lowest responsive and responsible bidder after applying the
evaluation adjustments stated in this ITB. A bidder must provide the complete package; bids
for only part of the package will be nonresponsive.

3. QUESTIONS, CLARIFICATIONS, AND ADDENDA
All questions or requests for clarification must be submitted in writing to Corey Sweeney at
mcweed@morrowcountyor.gov by the deadline above. Oral explanations are not binding. Any
change to this ITB will be made only by written addendum. It is the bidder's responsibility to
regularly check the Morrow County website for any addenda, amendments, clarifications, or
other updates issued before the bid deadline. Failure to acknowledge an addendum may result

4. BID SUBMISSION INSTRUCTIONS
Submit one signed original bid in a sealed envelope or package. The outside must be clearly
marked:
"ITB 2026-185-PR - AGRICULTURAL SPRAY DRONE & TRAILER PACKAGE"
Submission of Bids: Sealed bids may be submitted by mail, FedEx, UPS, hand delivery, or
email. Physical bids must be delivered to Sandi Pointer, Risk and Procurement Manager, 215
NE Main Avenue, Irrigon, OR 97844. Emailed bids must be sent to
spointer@morrowcountyor.gov. The bidder is solely responsible for ensuring the complete
bid is received by the deadline. Late bids will not be considered. Fax submissions will not be
accepted.
5. BID REQUIREMENTS AND RESPONSIVENESS
* Submit a complete price for the entire package described in this ITB.
* Complete and sign the Bid Form, Price Schedule, Specification Compliance Form, and
Exceptions/Deviations Form.
* Include manufacturer specification sheets or other documentation demonstrating
compliance.
* State whether delivery to the County is included and provide the proposed delivery date.
* Provide warranty, training, service, and support information.
* Provide the physical pickup location if delivery is not included.
* Acknowledge every addendum issued by the County.
* Keep pricing firm for at least 60 calendar days after bid closing.
Material omissions, qualifications that alter the County's requirements, failure to bid the
complete package, or failure to sign the bid may cause the bid to be rejected as
nonresponsive.
6. AWARD AND EVALUATION METHOD
The County intends to award to the lowest responsive and responsible bidder whose package
meets or exceeds all mandatory requirements, after application of the following evaluation
adjustments:
* Submitted total package price.
* If delivery is not included, the County-calculated reasonable time and travel cost to retrieve
the complete package from the bidder's stated pickup location. This amount will be added
for evaluation only and will not alter the vendor's contract price.
* Applicable statutory preferences or adjustments required by Oregon law.
* Any other adjustment expressly stated by written addendum.

The County may verify specifications, request clarification of a bid without permitting a material
change, investigate bidder responsibility, and inspect the proposed equipment before award.
The County reserves the right to reject any or all bids, waive minor informalities, cancel the
solicitation when in the public interest, and accept the bid determined to be in the County's
best interest as allowed by law.
7. BRAND NAMES AND APPROVED EQUALS
References to Hylio, DJI, Talos, or other manufacturers establish the County's required level of
quality, compatibility, capacity, and performance. Unless a requirement is expressly identified
as mandatory for operational compatibility, an equal product may be offered. A bidder
proposing an equal must clearly identify it, provide supporting documentation, and explain
each difference. The County will determine whether a proposed equal meets or exceeds the
stated requirements. Unidentified substitutions may be rejected.
8. DELIVERY, INSPECTION, AND ACCEPTANCE
* All equipment must be new, unused, current production, and free from defects.
* Delivery address: Morrow County Weed Control Department, 213 Linden Way, Heppner,
Oregon 97836.
* Bidder shall identify whether freight, setup, testing, and delivery are included in the bid
price.
* The complete package must arrive assembled, spray ready, charged or fueled as
appropriate for testing, and fully operational.
* Risk of loss remains with the vendor until County inspection and written acceptance.
* The County may reject nonconforming items or require correction or replacement at no
additional cost.
* Final payment will follow delivery, inspection, training, receipt of required documentation,
and County acceptance.

* Drone Security Box (DSB) with slide-out trays and electrical power.
* Recessed battery-charging system in the OFD for both the HYL-150 and DJI T60 systems.
* Retractable reel recessed in the OFD for filling drones with herbicide.
* Stairway to the OFD with a pop-up access door.
* Collapsible safety railings at the operator end near the pop-up door.
* Nonslip, weatherized OFD surface.
* Flush-mount D-ring tie-down anchors in the OFD.
* Twenty-five-gallon fuel tank with pump and hose for fueling generators and any gas-
powered hydraulic pump.
* Stabilizer jacks sized and positioned for safe operation of the complete trailer system.
9.4 Spray-Ready Wet System
* Total freshwater capacity of 275 to 500 gallons.
* One 60- to 80-gallon cone-bottom induction tank.
* One 40- to 80-gallon cone-bottom mixing tank.
* Complete plumbing and valves installed to accepted industry standards and configured as
an operational spray support system.
* Backflow-prevention device installed on the freshwater tank.
* Freshwater tank connection consisting of a 2-inch female fitting and a pressurized 5/8-inch
garden-hose connection.
* All hoses, fittings, pumps, valves, strainers, reels, and connections necessary for a
complete, usable, spray-ready system.
9.5 Electrical and Power System
* Complete wiring from generator sources to all charging equipment and powered
components.
* Charging capability for both the HYL-150 and DJI T60 systems.
* If the HYL-150 and T60 generators are dedicated to charging, installation of a separate,
smaller generator for auxiliary loads is preferred and must be clearly identified and priced.
* Auxiliary power for lights and outlets in the Drone Security Box, an outlet on the OFD near
the operator area, and power for the hydraulic pump if applicable.
* All wiring, panels, breakers, grounding, weatherproof enclosures, connectors, and
installations must be appropriately rated and compliant with applicable electrical and safety
requirements.
9.6 Safety, Documentation, Training, and Support
* All guards, labels, railings, stairs, tie-downs, stabilizers, emergency stops, and safety
devices normally supplied or necessary for safe operation.
* Operational testing of both drones, charging systems, pumps, wet system, plumbing,
electrical system, and trailer components before acceptance.
* At delivery, provide operator manuals, parts manuals, warranty documents, wiring
diagrams, plumbing diagrams, titles/ownership documents, and all keys or access
credentials.
* Provide on-site orientation and operational training for County personnel covering the
drones, controllers, charging, trailer, spray system, maintenance, and safety.

* Identify the nearest authorized service provider, service location, repair contact, and
estimated response time.

10. WARRANTY AND SERVICE
The bid must include the standard manufacturer warranty for each drone, controller, generator,
charger, trailer, pump, tank, and installed component. The complete package must carry not
less than a one-year warranty unless a longer manufacturer warranty applies. The vendor
remains responsible for coordinating warranty service for integrated components and
correcting defects in assembly, plumbing, wiring, or installation.
11. CONTRACT TERMS
* The ITB, addenda, successful bid, notice of award, and County purchase order will form the
contract.
* No substitution, material change, or additional charge is permitted without prior written
County approval.
* The vendor shall comply with all applicable federal, state, and local laws, licensing
requirements, taxes, transportation requirements, and manufacturer requirements.
* The vendor is an independent contractor and is responsible for its employees,
subcontractors, permits, and insurance.
* The County may terminate or cancel an award as permitted by the contract and applicable
law.
* Payment terms are net 30 after complete delivery, acceptance, and receipt of an accurate
invoice, unless otherwise agreed in writing.
12. PUBLIC CONTRACTING COMPLIANCE
This procurement is conducted under the Oregon Public Contracting Code, including ORS
Chapters 279A and 279B, applicable Oregon Administrative Rules, and Morrow County
Procurement and Contracting Policy FIN.003. The successful bidder shall comply with all
applicable tax, nondiscrimination, and public-contract requirements. By signing the Bid Form,
the bidder certifies that it has not discriminated and will not discriminate against a
subcontractor in awarding a subcontract because the subcontractor is a minority, women,
service-disabled veteran, or emerging small business enterprise certified under ORS 200.055.
13. PUBLIC RECORDS AND PROTESTS
Bids become public records subject to Oregon law after the time established by law. A bidder
claiming an exemption must clearly identify the specific information and legal basis; marking an
entire bid confidential is not acceptable. Protests must be submitted in writing within the time
and manner required by the Oregon Public Contracting Code and County rules.
14. BIDDER RESPONSIBILITY
Before award, the County may require evidence that the bidder has the financial resources,
experience, technical capability, service support, legal authority, and performance record
necessary to furnish the complete package. The bidder must disclose any proposed
subcontractors or integrators responsible for trailer fabrication, electrical work, plumbing,
delivery, or training.
