Overview
Summary

The City owns and operates water and wastewater treatment, collection and distribution facilities which have been in service since the 1970’s. The critical components of these facilities are served by Florida Power and Light through critical electrical infrastructure which is aging.

Similar to other infrastructure rehabilitation and replacement projects, the electrical systems at these facilities need to be evaluated and projects must be determined and funded to maintain their serviceability. Due to the age of some of the electrical equipment, there are growing concerns that their useful life have been reached or is imminent. Failure of electrical infrastructure may mean interruption of water treatment, distribution and disposal to the Citizens as well as regulatory ramifications.

It is expected that projects of this nature will have a construction cost greater than $325,000 each. Therefore, in accordance with the Consultants Competitive Negotiations Act (CCNA), the previous pool of electrical engineers may not be utilized.

Projects of this nature are also expected to have a construction cost below the current threshold for Continuing Contracts as defined in the CCNA statute, which is $7,725,000 and subject to CPI adjustment over time. In addition, due to the nature of this work, consistency is desired by the City in the design and implementation of electrical improvements. Therefore, staff recommends the City advertise for a Continuing Contract for Power Electrical Engineering Services in accordance with the CCNA.

The City of Pembroke Pines is seeking statements of qualifications from qualified firms, hereinafter referred to as the Contractor , to serve in the capacity of Power Electrical Engineers, in accordance with the terms, conditions, and specifications contained in this solicitation and in accordance with the Consultant’s Competitive Negotiation Act (C.C.N.A. – Florida Statute 287.055) .

The City anticipates on establishing a Continuing Contract with more than one firm that can be used on an as needed basis. The intent of the RFQ is to select more than one firm that can provide these services.

The City intends to enter into a “continuing contract”, as defined by Florida Statute 287.055(2)(g).

Firms may not submit responses which include sub-consultants.

No minimum amount of professional services or compensation will be assured to the firm(s) that are awarded and the CITY shall preserve its option to retain other professional service firms or to perform work “in-house” for any particular project or assignment at its sole discretion. In lieu of establishing a maximum contract value, Staff proposes to present every work authorization under this contract in excess of the threshold ($25,000) stated under Section 35.21(A)(1) of the City's Code of Ordinances, as may be amended from time to time, to City Commission for approval. The submittal will include the Consultant’s proposed fee as well as the available budget and relevant account number.

The City shall encourage the awarded firms to submit, annually, statements of qualifications and performance data. In addition, the City may also re-solicit these services to replace the professional service provider, at any time, as-needed.
