The Naval Surface Warfare Center Philadelphia Division (NSWCPD) Code 0223 intends to negotiate and award a sole source contract to Northrop Grumman Corporation, Sykesville, MD for technical support to rapidly address the maintenance of critical systems to Original Equipment Manufacturer (OEM) Power Control Systems. The Government intends to make an award prior to the 4th quarter of fiscal year 2025.
Contractor shall provide all labor, supplies, services, materials, expertise, information, special tools, procedures and facilities necessary to support NSWCPD’s mission as In Service Engineering Agent (ISEA) for the electrical and propulsion plant controls hardware and software associated with the systems on various ship classes, and their associated maintenance laptops, software and software applications, and associated system interfaces.
The contractor shall provide training services in support of customer requirements. Training services include providing seats/space in existing training courses as well as the development of new training curriculum and courses as identified by the customer. Training shall be conducted at the contractor’s facilities as well as in fleet concentration areas when specified. Training dates shall be coordinated by the contractor and customer at the individual TO level.
The contractor shall provide program management services in support of the efforts included in the scope of this contract. The contractor’s Program Manager will be the Government’s primary point of contact regarding contract execution matters.
The contractor shall provide necessary product line expertise and information necessary to support the development, updating and revision of various Navy logistics products such as:
- configuration management and associated Allowance Parts Lists (APLs)
- parts and sub-assembly provisioning, including detailed bills of materials
- technical manuals
- planned maintenance system (PMS) procedures
- maintenance standards
- operating procedures
- drawings (incl manufacturing drawings)
- supply chain management (parts stocking and availability)
- obsolescence and redesign studies.
Contractor support is required to provide the necessary technical expertise, technical personnel mix and support for all of these efforts.
Pursuant to 10 U.S.C 2304(c)(1), Northrop Grumman is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort. The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
