PROJECT: Powdered Activated Carbon Contract Qualification Testing

The Kalamazoo Water Reclamation Plant (KWRP) is seeking qualified, interested vendors to supply powdered
activated carbon (PAC) for use in its water treatment operations. KWRP uses powdered activated carbon as a
weighting agent for settling enhancement, as an aid to nitrification, and as a toxicity inhibitor. PAC is added in
the secondary influent and is maintained in the secondary aeration and clarifier system.
This will be your one opportunity to be placed on the vendors list for bidding on the City’s 2020 powdered
activated carbon contract.
Vendors wishing to bid on the powdered activated carbon contract will need to meet the following requirements:
Ability to Supply Quantities Needed - KWRP carbon usage has averaged 2,018,000 lbs per year over the last
three years, with a peak usage of 2,252,000 lbs in 2018. Vendors must be able to supply contracted amounts in
that range annually and during periods of high demand weekly by pressurized truck (about 40,000 lbs) or railcar.
Submit a Carbon Sample for Independent Lab Testing – Vendors must submit a 2-quart sample of the carbon
they wish to qualify to Materials Research Division, Modern Industries, Inc., 850 Poplar Street, Pittsburgh, PA
15220, www.modernind.com for independent lab analysis. Results of the testing need to be received by the
City of Kalamazoo Purchasing Division by April 3, 2020. Vendors are responsible to pay for the cost of the
testing. The pricing sheet and lab information letter are attached.
Meet KWRP Carbon Bid Specifications by Independent Lab Analysis – Carbon must meet all parameters
where a required range is specified. Carbon must meet the approval of KWRP personnel for all parameters where
only the reporting of values is required. The carbon bid specifications are attached.
Provide Carbon Compatible with KWRP Slurry Feed System Delivery – KWRP utilizes a rapid mix tank to
mix dry carbon into a slurry before it is transferred to our slowly mixed carbon slurry feed tank. The slurry
typically is fed continuously at a 0.20 to 1.20 lbs/gal carbon concentration range, averaging about 0.60 lbs/gal.
Please complete and return the attached Intent to Test form by February 7, 2020. This information will be
used to keep you informed about testing for bidding our 2020 powdered activated carbon needs.
