Description:

OVERVIEW

1. Project background and description

Pottawatomie Court and Hudson Circle are residential housing sites consisting of duplex-style buildings constructed in the early 1980s.

Pottawatomie Court: 14 duplex buildings and 1 maintenance shop
Hudson Circle: 12 duplex buildings with carports

Both sites have experienced deterioration of exterior wood components, including fascia boards and soffits, as well as aging gutter systems. This project includes repair, replacement, preparation, painting, and installation of new gutter systems across all buildings at both sites.

2. Project scope

The contractor shall provide all labor, materials, equipment, and supervision required to complete the following:

2.1 Demolition and Removal

Remove all existing gutters and downspouts to allow access to fascia and soffits
Carefully detach components to avoid unnecessary damage to surrounding structures
Stage removed materials in designated areas for MHA collection unless otherwise specified

2.2 Fascia and Soffit Repairs

Inspect all fascia boards, soffits, and rake boards for rot or deterioration
Replace all visibly deteriorated wood components (patching only permitted with prior approval)
Provide unit pricing for replacement per linear foot in bid submission
Ensure all replacements match existing dimensions and profiles unless otherwise directed

2.3 Flashing Repairs

Inspect existing flashing for damage or improper installation
Replace, install, or adjust flashing as needed to ensure proper water management

2.4 Surface Preparation

Scrape and remove all loose or peeling paint
Sand and prepare surfaces to ensure proper paint adhesion
Prime all new wood and any exposed bare wood surfaces prior to painting

2.5 Exterior Painting

Apply two (2) coats of high-quality exterior paint to all wood surfaces
Paint color to be determined by MHA prior to application
Paint must be durable, weather-resistant, and suitable for residential exterior use
Include carports and ceilings in carports

2.6 Gutter and Downspout Installation

Install new gutter systems on all buildings
Gutters must be properly pitched and securely fastened
Include new downspouts and appropriate drainage termination
Install leaf guard systems on all gutters
Specify material type (e.g., aluminum) and gauge in bid .
3. High-level requirements
All work shall be performed in a professional and workmanlike manner .
All installations must meet applicable local building codes and industry standards .
Finished work must be uniform in appearance and free from defects .
4. Deliverables

The contractor shall provide: - Fully repaired or replaced fascia, soffits, and rake boards - Properly installed flashing systems - Completed exterior painting of all wood surfaces - Fully installed gutter and downspout systems with leaf guards - Final site cleanup and debris removal (or proper staging for MHA pickup) - Final walkthrough with MHA for inspection and approval .

5. Work Conditions and Constraints

All work shall be limited to exterior areas only
Interior units shall not be entered under any circumstances unless explicitly authorized
If attic access is required, MHA will coordinate access with a minimum of 48 hours notice
Work hours are limited to:
o Monday through Friday
o 08:00 AM to 04:00 PM
Contractor shall minimize disruption to tenants at all times
6. Site Management and Cleanup

Maintain a clean and safe worksite at all times
Remove or properly stage debris daily
Ensure all materials, tools, and equipment are secured at the end of each workday
7. Exclusions

No interior repairs or work are included in this scope
Structural modifications beyond fascia, soffit, and related exterior components are excluded unless otherwise approved
8. Implementation plan

Work shall begin at Pottawatomie Court and proceed building-by-building
Sequence shall include:
1. Removal
2. Repairs
3. Painting
4. Gutter installation

9. High-level timeline/schedule

All bids must be submitted no later than April 30, 2026
Contractors must account for material lead times in their proposals
Project start date will be determined following bid selection
