INTRODUCTION
The Bay County Board of County Commissioners (County) seeks bids from qualified vendors for the Continuing Supply of Portable Toilets Rental in support of operations of the County. The County reserves the right to negotiate with the successful vendor for any related items, products, or associated work/services not specifically listed in the bid solicitation documents. Some rental units at times may be placed in remote, unattended, and unsecured areas. Therefore, the County will consider damages to rental units above normal “wear and tear” on a case by case basis.
SPECIFICATIONS
Bidders shall supply stationary type portable toilets, ADA compliant portable toilets, and hand washing station rental and services on a daily, weekly, and/or monthly rental for the various County locations as further described in Exhibit 1. All units shall be equipped minimally with two rolls of toilet paper (mounted), waterless hand sanitizer, and must be lockable from the inside. There are also requirements for pricing extra services and emergency services.
Bidder shall have a maximum of 24 hours to respond to a reported tip over, or other rental malfunctions, except special events where requirements shall be outlined at the time of coordination. Portable units shall not be stored on County property awaiting next rental.
BID DEADLINE/DELIVERY
ELECTRONIC OR SEALED PAPER BIDS for ITB NO: 25-53 Portable Toilet Rental Services, Continuing Supply will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA up until 2:00 pm (CDT) Wednesday, August 13, 2025. Bids will be publicly opened immediately following the deadline. ANY BID RECEIVED AFTER THE SPECIFIED TIME WILL NOT BE CONSIDERED.
Bids for this solicitation may be submitted either electronically via OPENGOV PROCUREMENT or by paper, sealed and delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401.
Bidders electing to submit paper bids should submit one (1) original bid package. Bids shall be enclosed in a sealed envelope bearing the title of the work, the name of the bidder, and the date for opening. It is the sole responsibility of the bidder to ensure that the bid is received on time.
Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening. The County will check the bids and notify the selected bidder at the earliest opportunity.
