Presolicitation Notice - Portable Substation/Switchgear

The Bureau of Reclamation (BOR) requires the purchase of a new skid mounted, outdoor, portable transformer 1 S,000/13,800 VAC to 480 VAC 4,000 Amp - 480 Volt Main Breaker Switchboard. Equipped with Ten (10) 400 Amp - 480 Volt 3-pole rated molded case feeder circuit breakers at Grand Coulee, Washington.

This acquisition will be 100% SET-ASIDE FOR SMALL BUSINESSES under the North American Industry Classification System (NAICS) Code of 335311 - Power, Distribution, and Specialty Transformer Manufacturing with a Small Business Size Standard of 800 employees. The product service code is 6150 - Miscellaneous Electric Power and Distribution Equipment.

IAW FAR 52.225-1 Buy American Supplies Clause will be applicable to this requirement

Reclamation intends to award one firm-fixed-price contract. The anticipated date to issue the Request for Quote, 140R1725Q0006, (written) is approximately the second week in September 2025. The anticipated closing date is the fourth week in September 2025. The anticipated award date is the third week in October 2025, but all dates in this notice are subject to change. Prospective vendors must be registered in the System for Award Management (SAM) prior to submitting a quote. Any amendments applicable to the solicitation will be posted at the same site.

This product will be purchased in accordance with FAR Part 12 and FAR Part 13, simplified acquisition procedures apply. The Government will evaluate quotes based on factors listed in the solicitation.
