Notice of Intent to Sole Source to Nikira Labs Inc. for a Portable Methane Analyzer (PMA)
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Nikira Labs, Inc. for a Portable Methane Analyzer.
The National Energy Technology Laboratory (NETL) is interested in purchasing a Portable Methane Analyzer as an essential component to maintain and expand current research programs in characterizing the function and reliability of the nation’s oil and gas infrastructure. The analyzer will be used in a variety of remote field conditions at locations across the United States. The PMA must be able to measure methane emission rates, be deployable at a distance from the source, measure methane concentration at a range of up to 10,000 ppm, and have an integrated weather sensor. Market research confirmed that the only Portable Methane Analyzer that satisfies the technical specifications is the Nikira Labs, Inc. Portable Methane Analyzer. To the best of NETL’s knowledge, based on market research conducted, Nikira Labs, Inc. is the only known source that can provide the required equipment. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 3:00 PM ET on July 28, 2025. Responses must be submitted in writing to the Contract Specialist, Anissa Beasinger, via email at anissa.beasinger@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received.
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
