BACKGROUND & SCOPE
SWRMC is conducting market research to identify qualified and interested sources capable of performing urgent repair work on the USS GABRIELLE GIFFORDS (LCS-10).
Current Vessel Status: The vessel is currently undergoing a scheduled availability and is physically located in a drydock at the incumbent Prime Contractor’s facility, Vigor Marine LLC, Seattle, WA.
Scope of Work (High-Level):
The requirement consists of repair to severely degraded exterior shell plating of the AMAH Port and Starboard exterior AMAH’s which are comprised of aluminum material. The work involves preserving, procuring, and applying a polysulfide sealant to the exterior shell. Upon completion of curing, the repair will require surface preparation utilizing NAVSEA procedures as identified in SSPC-SP 1 and accomplishment of the NAVSEA Standard Item 009-32. All safety regulations must be complied with during repair.
REQUESTED INFORMATION (CAPABILITY STATEMENT)
Interested parties are requested to submit a brief Capability Statement (maximum 1 page). To assist the Government in its market research, respondents must address the following specific questions in their submission:
- Point of contract to include full name, email address, and phone number
- Technical Capability: Briefly describe your firm's experience performing similar scope (e.g., [Insert specific skill, e.g., aluminum hull repairs]) on U.S. Navy vessels.
- Logistical Mobilization (The Access Question): Given that the vessel is actively dry-docked at a third-party, private shipyard, describe your firm's approach and required administrative timeline for mobilizing equipment, materials, and a fully badged/certified workforce to the incumbent's facility.
- Estimated Schedule Duration: Based on the high-level scope provided, what is your firm's estimated duration (in days or weeks) to complete this work? Please factor in the administrative and physical mobilization time described in Question 2.
- Concurrent Operations (The Liability/Safety Question): Describe how your firm would execute this heavy industrial work concurrently within the same physical footprint as the incumbent Prime Contractor without causing work stoppage, safety violations, or compromising the incumbent's active hull warranties.
