1. Purpose
Morrow County is seeking to establish a qualified pool of contractors to provide
electrical services for County facilities, parks, infrastructure, and public properties
on an as-needed basis. This vendor pool will be used to issue work orders for
maintenance, repairs, upgrades, emergency response, and small capital
improvement projects throughout Morrow County.
2. Scope of Services
Electrical Maintenance & Repair Troubleshooting electrical issues; Electrical
repairs to County facilities; Panel, breaker, and circuit repairs; Lighting repairs
and replacement; Emergency electrical service calls; Preventative maintenance
services.

Installation & Upgrades Rewiring existing facilities; Service upgrades; New
circuits and outlets; Interior and exterior lighting installation; Equipment hookups;
Code compliance upgrades.
Public Infrastructure Services, Park electrical systems; Irrigation control wiring;
Street and area lighting; Electrical work for public buildings; Utility coordination;
Temporary power setups.
Low Voltage Systems, Structured cabling (Cat6/Cat6A); Fiber optic cabling and
terminations; Network racks and patch panels; Conduit and pathways for
communication systems; Device mounting and cable management.
Security & Access Control, Access control systems; Card readers; Keypad entry
systems; Electric strikes and magnetic locks; CCTV and surveillance camera
systems; Video recording systems; Intercom and gate entry systems.
Communications & Controls, Telephone and VoIP cabling; Public address and
paging systems; Wi-Fi access point cabling; Radio communication support
systems; Building automation controls; Irrigation controls; Gate operators and
sensor systems.
Testing, Repair & Diagnostics, Cable testing and certification; Troubleshooting
low voltage systems; Device replacement; System upgrades; Emergency service
calls for critical systems.
Support Services, Project estimating; Permit coordination; Inspections support;
Load calculations; Material procurement assistance; System labeling; As-built
documentation; Coordination with County staff, IT, and other stakeholders.
3. Work Order Process
Work may be assigned using rotational assignment, mini-quote among pool
vendors, best availability, geographic proximity, emergency response capability,
or specialized qualifications. The County does not guarantee any minimum
amount of work.
All non-emergency projects shall be authorized through a written Task Order
issued by the County prior to commencement of work.

Each Task Order shall identify, at a minimum:

Not-to-exceed amount or

Any special requirements or
permits
No work shall begin until the Task Order is approved by the County, unless
otherwise authorized for emergency response.
The County reserves the right to utilize any vendor within the pool at its sole
discretion. Placement on the pooled vendor list does not guarantee any minimum
amount of work.
4. Contractor Minimum Qualifications
Valid Oregon Electrical Contractor License; All required State of Oregon licenses
and certifications; Minimum two (2) years of relevant electrical experience; Ability
to respond to routine requests within one (1) week; Ability to provide emergency
response when needed; Experience working in occupied public facilities or
infrastructure settings; Ability to provide necessary labor, tools, vehicles, and
equipment.
5. Insurance Requirements
Commercial General Liability: $2,000,000 aggregate; Auto Liability: $1,000,000;
Workers Compensation required; Additional Insured: Morrow County.

6. Pricing Format
Contractors shall complete and submit Exhibit A – Cost Sheet with their
submittal. Pricing shall include hourly labor rates, overtime rates, emergency call-
out rates, mobilization charges, equipment rates, materials markup, and any
other applicable charges.
Submitted pricing may be used for evaluation purposes and may be incorporated
into the resulting contract or price agreement.
7. Evaluation
Relevant experience; Licensing and qualifications; Past performance; Availability
and responsiveness; Safety record; Pricing and overall value.
8. Term
The pool will remain active for two (2) years. The County may reopen the pool as
needed. Contractors must maintain qualifications throughout the contract term.
9. Submission Requirements
Company information; License numbers and certifications; Completed Exhibit A-
cost sheet; Insurance certificate; References; Safety statement; Availability /
response capability; Description of services offered.
10. County Rights
The County reserves the right to add vendors, remove vendors, issue mini-
quotes, award multiple vendors, assign work at its discretion, reopen the
solicitation, and cancel the solicitation.
