REQUEST FOR PROPOSALS
BOROUGH OF MADISON, MORRIS COUNTY, NEW JERSEY
POOL MANAGEMENT AND OPERATIONS

NOTICE IS HEREBY GIVEN that sealed proposals will be received by the Borough of Madison,
County of Morris, State of New Jersey, in the Courtroom, Hartley Dodge Memorial Building, 50
Kings Road, Madison, New Jersey on Tuesday, January 27, 2026 at 10:00AM prevailing time,
and at that time will be publicly opened and read for POOL MANAGEMENT AND
OPERATIONS.
This proposal is being sought pursuant to Local Public Contracts Law Competitive Contracting
Rules and Regulations.
Proposal documents and specifications can be picked up at the Borough Clerk’s office, 50 Kings
Road, Madison, NJ from 8:00AM to 4:30PM, Monday – Friday. RFP documents can be
downloaded online at www.BidnetDirect.com/new-jersey (and to register as a vendor) or
electronically received by emailing your request for the RFP document to
purchasing@rosenet.org. You must include the firm’s name, address, contact name, telephone
number and fax number in the email. Please indicate “RFP – POOL MANAGEMENT AND
OPERATIONS” in the subject line of the email.
All proposals (one original hard copy plus one electronic copy) must be enclosed in a SEALED
ENVELOPE, properly endorsed with the name of the Bidder, with the designation “BOROUGH
OF MADISON, SEALED PROPOSAL, RFP – POOL MANAGEMENT AND OPERATIONS,
TUESDAY, JANUARY 27, 2026, 10:00AM”. Any envelope that is received that is not
properly marked causing it to be opened prior to the proposal opening will be
invalidated. Proposals may be received before the hour designated in the Borough Clerk’s
office, if they are mailed or hand delivered in person. The Borough of Madison will not be
responsible for any proposal that is sent by mail or other form of carrier which is lost or which
arrives after the bid date and time, Tuesday, January 27, 2026 at 10:00AM.
The Borough of Madison reserves the right to reject any or all proposals, or any part thereof,
and to waive any informalities therein and to award the proposal in the best interest of the
Borough.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. Seq. and N.J.A.C.
17:27. Bidders must comply with the requirements of N.J.S.A. 52:25-24.2 (P.L. 1977, c.33, as
amended by P.L. 2016, c.43)
