INVITATION TO BID
Sealed bids will be received, opened, and read aloud in public session for POOL CHEMICALS for the
CITY OF JASPER, ALABAMA, at 11:00 A.M. on Thursday, April 27th, 2026, at the Jasper City
Hall located at 121 17th Street West, Jasper, Alabama 35501.
The successful bidder will be required to obtain a business license from the City to operate within the City
Limits. Bid specifications may be obtained from Jasper City Hall, 121 17th Street West, Jasper, Alabama,
Monday through Friday from 8:00 a.m. until 4:00 p.m., or downloaded from the City's website at
www.jaspercity.com.

Be advised that overnight delivery by express or courier to Jasper, AL is not guaranteed. Emailed bids
will not be accepted.
The lowest responsive, responsible bid will be accepted with key consideration based upon best value and
benefit to the public. The City of Orange Beach reserves the right to reject all bids, to waive any
irregularity in the bids received, and to accept or reject any items of the bid for the benefit of the public.
No conditional bids will be accepted. No bid may be withdrawn for a period of thirty (30) days after the

-GENERAL-
Scope of Work
This specification describes pool chemicals, meeting the following minimum specifications, to be used in the
maintenance of park aquatic facilities operated by the City. The total quantity of purchases under the contract is not
known, but an estimated amount for each item that the City of Jasper will purchase is as follows:

* (36) Buckets of Accutab Blue S.I. Cal-Hypo Tablets
* (15) Buckets of Cal-Hypo shock
* (30) Bags of Baking Soda Alkalinity Increasity
* (25) Buckets of Trichlor
* (8) Bottles of Muriatic Acid
* (5) Bottles of 4-IN-Clarifier
* (1) Bag of Sodium Thiosulfate
* (12) Bottles of Test strips
Orders will be placed, as the City of Jasper has need. The contract period shall be from the date of the
contract award for a twelve-month period with an option to issue a second and third contract with the
same pricing, terms and conditions and agreement by both parties for the second and third years. Any
rebates/ incentives offered by the manufacturers after the bids have been opened will be passed to the City
of Jasper. All bids can be held for a period of sixty days after bid opening before awarding the contract.
Bids will be evaluated by item and/or total and may be awarded by item, group or total whichever is in
the best interest of the City.
The City reserves the right, to waive minor variances from the specifications; provided these differences
do not violate the specification intent, materially affect the operation for which the item, or items are
being purchased, nor increase the estimated maintenance and repair cost to the City. Please bid the
chemicals delivered to either Memorial Park Natatorium or Southside Pool. Delivery must be made
within three (3) calendar days from receipt of order.
Whenever in this invitation, any particular material, process and/or equipment are indicated or specified
by patent, proprietary or brand name, or by name of manufacturer, such wording will be deemed to be
used for the purpose of facilitating description only and will be deemed to be followed by the words, "or
equal". Bidder is required to show that the alternative product is, in fact, equal to the product required in
the specifications must provide proof satisfactory to the City.

Bid Term
This will be a one-year non-exclusive contract beginning on the date of award, with the option to renew
for two (2) additional one-year terms.
Award
All requests for interpretation of any portion of bid may be made by telephone to the City Purchasing
Agent at (205) 385-7968. All replies will be given verbally and a copy of any inquiry and advice, if
deemed vital by Purchasing Agent, will be made available to each prospective bidder.
All bids/proposals shall be submitted in the form and manner indicated by the bid documents and bid
forms. Any bid /proposal which is not submitted in form and manner indicated which contains
information, statements, conditions, or qualifications which place conditions or qualifications on the
proposal submittal for the purposes of making an award, or which alter any proposal terms, conditions
specifications, or forms, which has not been previously by written addendum from Purchasing Agent, or
which does not meet legal requirements, shall be declared as a qualified, conditional, or non-responsive
and shall be rejected. Any proposals that do not fully respond to all detailed specifications or requests for
information including execution of proposal forms may be declared "non-responsive" and recommended
for rejection.
Bid will be awarded to the lowest responsive and responsible bidder. The determination of lowest
responsive and responsible bidder may involve all or some of the following factors: price, conformity to
specifications, financial ability to meet the contract, previous performance, facilities and equipment,
availability of repair parts, experience, delivery promise, compatibility as required, other costs, or other
objective and accountable factors which are reasonable.
Cancellation
The City reserves the right to terminate this agreement with seven (7) calendar days written notice for:
(1) Failure to perform in a manner deemed acceptable to the City,
(2) Convenience, without cause and without prejudice to any right or remedy, whenever
the City determines that such termination is in the best interest of the City.
Upon delivery of such notice by the City to the successful Bidder, the successful Bidder shall discontinue
all services in connection with the performance of this agreement and shall proceed to cancel promptly all
existing orders and contracts insofar as such order or contracts are chargeable to this agreement.
Contractor will be considered in default of contract if/when they have not delivered the before mentioned
responsibilities for a period of one scheduled date.

Contractor will be considered in default of contract if/when they have not delivered the before mentioned
responsibilities for a period of two scheduled delivery dates.
Any disputes over the interpretation and and/or performance of conditions or responsibilities shall
be resolved at sole discretion of City Purchasing Agent.
The City Council of Jasper in accordance with state law section 41-16-50(a) established a local
preference zone for vendors having a place of business in the limits of Walker County. Vendors in
this zone will be granted a three per cent preference rate over vendors not in this zone.
As soon as practicable after receipt of notice of termination, the Bidder shall submit a statement to the
City for payment of that portion of the agreement successfully performed. The successful Bidder's rights
and duties awarded by the agreement may not be assigned to another without the written consent of the
City signed by the City Purchasing Agent. Such consent shall not relieve the assignor of the liability in
the event of default by the assignee.
Business License Requirements
The successful bidder will be required to obtain a City of Jasper Business License to operate within the
corporate limits.
Indemnification
The successful bidder shall indemnify, defend, and hold harmless City of Jasper and all City Officers,
agents, and employees against all claims, demands, damages, and expense (including reasonable
attorneys' fees for the defense thereof) for loss of life or injury or damage to person(s) or property arising
from a negligent act or omission, operation, or work of the vendor, its agents, or employees while
engaged upon or in connection with the services performed by the successful bidder hereunder. ITB - On-
