Summary

The County of Orange, Probation (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for Polygraph Examination Services for Post-Conviction Adult Sex Offenders . Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.

Background

Since 1999, the Orange County Probation Department (Probation) has utilized polygraph examinations as a supervision tool for managing its caseload of adult sex offenders. In supervising the adult sex offender population, probation officers use the "containment model" approach endorsed by the Center for Sex Offender Management, an organization widely recognized for providing "best practices" technical support for agencies nationwide. This approach considers the polygraph examination as a valid source of information for confirming case dynamics, breaking through probationer deception, and identifying treatment and other relevant issues during the supervision period. Information obtained from the polygraph examination is used by providers selected by the offenders for treatment, and by probation officers to assess offender compliance with their probation terms and conditions.
