Q3. Why is the USAID 1420 Biodata Form required?

Applicants are required to submit the USAID 1420 Biodata Form as it provides important,

standardized information that is referenced during the evaluation process.

Q4. Can the CV replace the USAID 1420 Biodata Form?

No, a CV cannot replace the USAID 1420 Biodata Form. Applicants are required to submit

both the CV and the USAID 1420 Biodata Form.

Q5. Is there a specified format for the estimated budget, and does FHI 360 have minimum

or maximum daily rate requirements?

No. There is no specific format or required template for the estimated budget, and

applicants may use their own format. FHI 360 - STRIDES Activity has a maximum daily rate

that must be adhered to, and it is capped and the current USG contractor salary threshold.

Applicants should ensure that proposals for deliverables are within the LOE range provided

in the RFP. All applicants are evaluated based upon best value (a combination of

qualifications and proposed competitive daily rates).

Q6. What level of effort (LOE) should be used when preparing the estimated budget?

Should applicants use an assumed level of effort, such as 60 days, or provide only the

proposed daily rate pending assignment-specific task orders?

The LOE and budget should be estimated for each deliverable selected that aligns with the

consultant skill set, and the LOE should be within the estimated range provided in the RFP.

Q7. Is there an anticipated maximum LOE per month (22 working days)?

There is no LOE (days or hours) maximum per month. The total maximum number of days

will be defined in the consultant's agreement.

Q8. Should the proposed daily rate be all-inclusive (covering overhead, benefits, and

taxes), or should reimbursable expenses be itemized separately from the rate?

Overhead, benefits and taxes are not reimbursable expenses. Consultants are solely

responsible for all expenses that consultant incurs in connection with performance of

services. Travel expenses will be determined and outlined in the Consultant Agreement and

should not be included within the daily rate or as an itemized expense.

Q9. Each deliverable lists a range of LOE. Can we repeat this range in our budget for the

LOE?

Applicants should try to provide a realistic example of how they would manage a

deliverable and select LOE within the given range.

Does the requirement for experience “across multiple countries and/or regions”

require direct deployment in multiple countries, or may regional laboratory network

and technical support experience qualify?

Regional technical support experience would qualify.

Q11. Should applicants identify the specific technical areas or deliverables for which they

wish to be considered within the Excel template or elsewhere in the application?

Yes, applicants should identify the specific technical areas or deliverables for which they

Work will be performed remotely, or a consultant may be deployed to a specific location for

remote versus requiring international travel?

This depends on the deliverable and need at a given time. For example, outbreak response

will more than likely entail international travel while some document preparations will more

than likely be remote with a possible short international travel assignment.

Q19. Have the countries of assignment been identified for this consultant roster?

No, the countries of assignment have not been identified at this time.

Approximately how many consultants does FHI 360 anticipate selecting for this roster,

and what is the expected frequency of task-order deployment over the September

2026–May 2027 period?

FHI 360 does not have a set number or an expected frequency at this time. Deployments

will be mutually agreed between the FHI360 Polio team and the consultant.

Q21.

Given the stated preference for Sub-Saharan Africa experience, are there current or

anticipated task orders in Southern Africa specifically that would make regional

proximity a practical advantage?

Southern Africa is a possibility; as well as other regions across the globe. Experience in a

given location is a practical advantage.

Q22. Are consulting firms eligible to apply to this RFP? If so, are there different

requirements?

Yes, consulting firms and other organizations are eligible to apply under this solicitation. All

required documents specified in the RFP must be submitted and CVs from all potential

consultants who may be assigned to this project should be provided.

Q23. What documents should be submitted in lieu of a CV if applying as an organization or

consulting firm?

Organizations and consulting firms are required to submit CVs and the required
