Background:

challenges. FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S.

territories. We are currently seeking qualified candidates for several consultancy positions

to support new business development, proposal writing, intelligence gathering and related

services in global health, particularly: health systems strengthening, health financing,

integration of health services, global health security (GHS); polio; HIV prevention, care and

treatment; tuberculosis (TB); maternal, newborn and child health (MNCH); malaria; and

nutrition.

Purpose of Consultancy:

Global Polio Technical Consultant Roster

FHI 360 seeks qualified consultants to provide flexible, on-demand technical assistance to support

the implementation of global polio eradication activities under the Strengthening Infectious

Disease Detection Systems (STRIDES) Activity and other FHI 360 global health programs.

Consultants may be deployed to provide strategic, operational, and technical assistance at global,

regional, and country levels in support of Ministries of Health, the Global Polio Eradication Initiative

(GPEI), U.S. Government-funded programs, and other international partners.

Scope of Work:

Assignments may range from short-term technical consultations to extended field deployments

and may include remote, hybrid, and in-country support. Consultants will work closely with FHI 360

technical staff, country offices, government counterparts, WHO, UNICEF, CDC, other GPEI

partners, and other stakeholders to strengthen surveillance systems, improve program

performance, support outbreak response, and advance polio eradication objectives.

Under this consultancy, selected individuals may be engaged to perform one or more of the

following activities:

Polio Surveillance Systems Strengthening

• Provide technical assistance to strengthen Acute Flaccid Paralysis (AFP) surveillance

systems at national and subnational levels.

• Support the planning, implementation, monitoring, and evaluation of Environmental

Surveillance (ES) systems.

• Assess surveillance sensitivity, quality, completeness, timeliness, and performance

against GPEI indicators.

• Strengthen active case search systems, case investigation procedures, specimen

collection, reverse cold chain, and specimen transport.

• Support surveillance in high-risk, border, conflict-affected, and hard-to-reach populations.

• Develop recommendations to improve surveillance performance and sustainability.

Needs Assessments, Program Reviews, and Technical Assessments

• Conduct comprehensive polio surveillance needs assessments, gap analyses, and root

cause analyses.

• Lead or support independent program reviews, operational assessments, and technical

evaluations.

• Assess surveillance workforce capacity, governance, laboratory systems, information

management, logistics, and coordination mechanisms.

• Develop evidence-based recommendations and implementation of roadmaps to

strengthen surveillance systems.

• Prepare technical reports, presentations, executive summaries, and briefing materials.

Field Technical Assistance

• Provide in-country technical assistance to Ministries of Health and implementing partners.

• Support planning and implementation of surveillance strengthening activities.

• Mentor national and subnational surveillance personnel through supportive supervision

and on-the-job coaching.

• Support implementation of corrective action plans following assessments or program

reviews.

• Assist countries in strengthening integrated disease surveillance systems where

appropriate.

Environmental Surveillance Technical Assistance

• Support assessment, establishment, expansion, and optimization of Environmental

Surveillance networks.

• Review site selection, sampling methodologies, transportation systems, and laboratory

interfaces.

• Strengthen environmental surveillance, quality assurance, and operational procedures.

• Develop recommendations for improving environmental surveillance sensitivity and

geographic coverage.

AFP Surveillance Technical Assistance

• Strengthen AFP case detection, notification, investigation, and reporting.

• Improve surveillance quality through training, mentorship, and supportive supervision.

• Review surveillance indicators and identify strategies to improve non-polio AFP rates and

stool adequacy.

• Support implementation of community-based surveillance and health facility surveillance

strategies.

Polio Data Management, Analytics, and Information Systems

• Analyze surveillance data to identify trends, gaps, and operational priorities.

• Support integration of surveillance data across national information systems.

• Improve data quality, completeness, visualization, and use for decision-making.

• Develop dashboards, analytical reports, GIS products, and performance monitoring tools.

• Support data triangulation using surveillance, laboratory, immunization, and outbreak data.

• Strengthen data governance, reporting systems, and routine performance review

processes.

Laboratory and Specimen Management Support

• Support laboratory systems related to polio eradication activities.

• Assess specimen transport systems, reverse cold chain, and laboratory workflows.

• Strengthen coordination between surveillance programs, national and international

laboratories.

• Support implementation of laboratory quality improvement initiatives relevant to polio

laboratory activities.

• Provide training, mentoring, and technical assistance on laboratory information

management systems (LIMS), diagnostic methodologies, polio containment requirements,

and laboratory accreditation preparedness and compliance.

Polio Outbreak Preparedness and Response

• Provide technical support during circulating vaccine-derived poliovirus (cVDPV) and wild

poliovirus outbreak responses.

• Support outbreak investigations, surveillance intensification, rapid risk assessments, and

response planning.

• Assist Ministries of Health and partners in implementing surveillance components of

outbreak response plans.

• Support emergency coordination, monitoring, and after-action reviews/outbreak response

assessments (OBRAs).

• Provide technical expertise during deployment to emergency response settings.

Program Planning and Strategic Support

• Support development of national and subnational polio work plans and implementation

strategies.

• Assist in prioritizing activities based on epidemiological risk and available resources.

• Develop implementable roadmaps, operational plans, monitoring frameworks, and

technical guidance.

• Support transition planning and sustainability of surveillance systems.

GPEI and Partner Coordination

• Support coordination among Ministries of Health, WHO, UNICEF, CDC, other GPEI

partners, and other stakeholders.

• Participate in technical working groups, surveillance review meetings, coordination forums,

and partner consultations.

• Support preparation of technical presentations, briefing documents, meeting reports, and

action trackers.

• Facilitate collaboration across surveillance, laboratory, emergency response, and

immunization partners.

Capacity Building and Workforce Development

• Design and deliver training programs for surveillance officers, epidemiologists, laboratory

personnel, and other health workers.

• Develop training curricula, job aids, standard operating procedures, mentoring guides, and

technical reference materials.

• Conduct mentorship, supportive supervision, and competency assessments.

• Strengthen workforce capacity through continuous quality improvement approaches.

Monitoring, Evaluation, Learning, and Quality Improvement

• Develop monitoring frameworks and performance indicators.

• Conduct data quality assessments and surveillance quality reviews.

• Support implementation of quality improvement initiatives and continuous performance

monitoring.

• Document lessons learned, best practices, and innovations.

• Contribute to technical publications, case studies, and dissemination of program findings.

Technical Writing and Documentation

• Prepare technical reports, surveillance assessments, program evaluations, policy briefs,

donor reports, presentations, and scientific manuscripts.

• Develop technical guidance documents, implementation manuals, standard operating

procedures, and operational tools.

• Review and edit technical products to ensure consistency with international standards and

FHI 360 quality expectations.

Workplan and Technical Proposal Support (as required)

• Provide technical expertise during proposal development for polio and global health

security opportunities.

• Contribute to technical approaches, work plans, staffing plans, budgets, and

implementation strategies.

• Review proposal documents for technical quality, feasibility, and alignment with donor

requirements.

• Support technical planning and partner engagement activities.

Other Technical Assistance

Consultants may be requested to provide additional technical assistance consistent with their

expertise, including but not limited to:

• Integrated Disease Surveillance and Response (IDSR)

• Event-Based Surveillance (EBS)

• Community-Based Surveillance (CBS)

• Global Health Security and disease detection systems

• Public health emergency preparedness and response

• Cross-border surveillance and regional coordination

• One Health surveillance integration

• Health information systems strengthening

• Operational research and implementation science

• Strategic planning and policy development

• Any other non-immunization technical support activities that contribute to the interruption

of poliovirus transmission and achievement of global polio eradication objectives.

Coordination and Communication

• Collaborate closely with FHI 360 headquarters, regional teams, and country offices to

ensure high-quality technical assistance.

• Maintain regular communication with project leadership regarding progress, risks, and

emerging issues.

• Coordinate effectively with government counterparts, donors, and implementing partners.

• Participate in technical meetings, virtual consultations, and periodic progress reviews.

Field Deployment

Consultants may be deployed internationally for short- or long-term assignments, depending on

program needs. Assignments may include travel to resource-limited, emergency, or complex

operating environments. Consultants are expected to comply with FHI 360 policies and applicable

security, safety, and travel requirements while representing the organization professionally and

maintaining the highest standards of technical excellence.

Period of Performance and Illustrative Deliverables

FHI 360 anticipates establishing on-call consultancy agreements beginning with an initial three- to

six-month period of performance, with options for extension or renewal based on programmatic

needs, consultant performance, and funding availability. Consultants will provide support on an

as-needed, task-order basis, working in close coordination with FHI 360 headquarters, regional

teams, country offices, Ministries of Health, and global partners, including the Global Polio

Eradication Initiative (GPEI), WHO, UNICEF, CDC, and other implementing organizations.

Assignments may be performed remotely, in-country, or through a hybrid approach depending on

program requirements. The level of effort (LOE), duration, travel requirements, timing, and specific

deliverables will vary according to the technical scope, operational context, and complexity of

each assignment.
