POLICE STATION GENERATOR

REPLACEMENT PROJECT

FARMINGTON, CT

Sealed bids for the “POLICE STATION GENERATOR REPLACEMENT PROJECT” will be accepted by the Town of Farmington at the Town Finance Office, 1 Monteith Drive, Farmington, CT 06032, until 11:00 A.M. local time, on Tuesday, December 30, 2025, at which time they will be publicly opened and read aloud. Prior to the public opening of the bids, any bid submitted may be withdrawn by the bidder. Any such bid withdrawal may be made without penalty or prejudice. After the bids are opened, all bids will be considered firm for a period of ninety (90) days and no bid may be withdrawn for any reason during that period except for such cause as the Town of Farmington, at its sole discretion, deems sufficient.

The CONTRACT consists of providing all labor, equipment and materials necessary to supply and install a new standby emergency power system at the Farmington Police Station including, but not limited to, automatic transfer switch, manual transfer switch, and new standby generator assembly.  The existing generator is to remain and be integrated into the overall emergency power system.  Additive Alternate No. 1 includes installation of a precast concrete above-ground fuel storage tank and associated fuel piping for interconnection into the existing generator.

Each BID shall be accompanied by a certified check, bid bond, treasurer’s check or cashier’s check issued by a responsible bank, trust or surety company made payable to the Town of Farmington in an amount equal to five percent (5%) of the Bidder’s BID.  Any addendum acknowledgment shall also be submitted with the bid.

Interested persons may obtain bid documents at the Town website ( https://www.farmington-ct.org/departments/finance-purchasing/purchasing/bids ) or through CT Source ( https://portal.ct.gov/das/ctsource/bidboard?language=en_US ).  Bidders must obtain bid documents directly from the Town of Farmington or CT Source in order to be eligible to bid on this project.

A mandatory pre-bid meeting will be held on Thursday, December 11, 2025, at 10:00 a.m. in the Yates Room at the Farmington Police Department at 319 New Britain Avenue Unionville, CT 06085. Questions regarding the project should be addressed in writing to Mason Coudriet (coudrietm@farmington-ct.org), Project Superintendent, Department of Public Works, Town of Farmington, 1 Monteith Drive, Farmington, CT 06032 and must be submitted no later than nine (9) calendar days before the bid opening date.

The contract will be awarded to the lowest responsible and qualified bidder whose bid is the lowest of those bidders possessing the skill, ability, and integrity necessary to perform the work in good faith.

This contract is subject to state contract compliance requirements, including non-discrimination statutes and set-aside requirements. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for award to subcontractors holding current certification as Small Business Enterprises (“SBE”) from the Connecticut Department of Administrative Services (“DAS”). A minimum of 6.25% of the state-funded portion must be set aside for subcontractors holding current DAS certification as Minority-, Women-, and/or Disabled-owned businesses (“M/W/DisBE”). The contractor must demonstrate good faith effort to meet the 25% set-aside goals.
