NOTICE TO BIDDERS
Notice is hereby given that sealed bids will be received by Washington Township for “Police Lot Drainage
Improvements”. Bids will be opened and read in public at the Washington Township Municipal Building located at
523 Egg Harbor Road, Sewell, Gloucester County, New Jersey 08080 on Wednesday, March 25th, 2026 at 10:30
A.M. prevailing time.
The work includes the furnishing of all labor, material, and equipment necessary or required to complete all work
set forth in the Specifications and shown on the Plans for the Police Lot Drainage Improvements project located
in Washington Township, Gloucester County, New Jersey, including but not limited to pavement excavation,
grading, topsoil, seeding, installation of concrete vertical curb, installation of 18” HDPE and new inlets.
Specifications and forms of bid for the proposed work prepared by Pennoni Associates, Inc., Municipal Engineers,
and approved by Washington Township have been filed and are available at the Office of the Engineer and may be
inspected by prospective bidders during regular business hours. The electronic copy of the bid documents is
available via email.

Bids must be made on the standard Proposal form in the manner designated therein, providing one (1) original
and one (1) copy, and must be enclosed in a sealed envelope bearing the name and address of the bidder and the
name of the project on the outside, addressed to Christine Ciallella, Clerk, 523 Egg Harbor Road, Sewell, NJ
08080, and must be accompanied by a Certified Check, Bid Bond or Cashier's Check drawn to the order of
Washington Township for ten percent (10%) of the total amount bid, provided said security not be more than
$20,000.00. All bid guarantees shall be accompanied by an executed consent from an approved surety company,
licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance, Payment
and Maintenance Bond upon the award of contract.
The signed Proposal forms and bid security must be delivered to the place on or before the hour named above.
The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security.
Bid securities will be returned to all but the three apparent lowest responsible bidders. All other bid securities will
be returned after awarding and signing of the contract and approval of the Contractor's Performance Bond.
Bidders are required to comply with the requirements of N.J.S.A 10:5-31 et seq. and N.J.A.C. 17:27. (Affirmative
Action Law); N.J.S.A. 52:32-44 (Business Registration Act); and N.J.S.A. 34:11-56.48 et seq. (Public Works
Contractor Registration Act).
In accordance with P.L. 2021, c. 301 a contractor submitting the lowest bid for a contract that is subject to the
Prevailing Wage Act, if that bid is 10 percent or more lower than the next lowest bid, to certify to the public body
that the prevailing wage rates required by the Act shall be paid.
The right is reserved to reject any or all Proposals, in whole or in part, or to make awards to such bidder or bidders,
who, in the judgment of Washington Township makes the most advantageous bid and to waive such informalities
as may be permitted by law.
