PROJECT DESCRIPTION
Pirate's Cove Waterpark - Main Pool
At Pirate's Cove Waterpark at Pohick Bay Regional Park, completely remove the existing interior
pool finish in the main pool; prepare the exposed substrate; apply a new whitecoat pool finish
throughout the pool interior; and complete filling, startup, initial brushing, and initial water
balancing. Protect all drains, fittings, tile, coping, plumbing, adjacent features, and park
property.
Ocean Dunes Waterpark - Play Pool
At Ocean Dunes Waterpark at Upton Hill Regional Park, completely remove the existing interior
pool finish in the play pool; prepare the exposed substrate; apply a new whitecoat pool finish
throughout the pool interior; and complete filling, startup, initial brushing, and initial water
balancing. Protect all drains, fittings, tile, coping, plumbing, adjacent features, and park
property.
For each site, the Combined Base Bid shall include complete removal of the existing interior
pool finish. The Form of Proposal also requests deductive alternates for removing only loose,
hollow, deteriorated, or otherwise unbonded finish. The Contractor shall inspect conditions
before bidding and verify pool dimensions, access, utilities, existing finish, and disposal
requirements. NOVA Parks will identify the approved drain or discharge route at each site and
will make the existing well-water supply available for filling each pool after completion of the
whitecoat. The Contractor shall provide all water required for construction activities unless
NOVA Parks provides prior written approval otherwise. Any substrate or plumbing defect
uncovered after stripping shall be documented promptly for NOVA Parks; repairs outside the
stated scope shall be performed only after written approval.
The work at both locations, including required initial startup services and delivery of startup
records, shall be completed no later than May 1, 2027.
7
PROJECT SPECIFICATIONS
1. Manufacturer Requirements
The Contractor shall strictly follow the approved product manufacturer's written
recommendations for surface preparation, substrate condition, mixing, application, applicable
temperatures and weather conditions, curing, filling, means and methods, and required
product thickness. If a manufacturer's written requirement conflicts with these specifications,
the more stringent requirement shall apply, subject to written direction from NOVA Parks.
2. Base Scope of Work
The Combined Base Bid shall include draining and cleaning each pool; removing water and
debris; completely removing the existing whitecoat or plaster finish to a sound gunite or
concrete substrate; preparing the substrate; applying the approved bond coat; installing a new
marblelite whitecoat finish; coordinating the uninterrupted filling of each pool; performing the
required initial startup, water balancing, and brushing; removing waste; and completing final
cleanup. Expansion-joint, tile, coping, return-line, plumbing, and drain-cover work shall be
performed only when authorized by NOVA Parks under the applicable bid item, unit price,
allowance, or written change authorization.
3. Applicable Standards
White Portland cement used in the surfacing mixture shall conform to the current applicable
requirements of ASTM C150/C150M for Type I white Portland cement, or an approved
equivalent. New or replacement drain covers and suction outlet fitting assemblies shall comply
with the Virginia Graeme Baker Pool and Spa Safety Act, 16 CFR Part 1450, and ANSI/APSP/ICC-
16 2017, including applicable successor requirements in effect at the time of installation.
Installation shall follow the cover manufacturer's written instructions and shall be properly
documented.
4. Materials
The finish shall be a white marblelite pool plaster suitable for use in a commercial public
aquatic facility. The surfacing mixture shall consist of Type I white Portland cement, ground
limestone marble aggregate suitable for this application, and MetaMax PA or a manufacturer-
approved pozzolanic additive. The Contractor shall submit the proposed mix and product data
for approval before installation. Water used for mixing and curing shall be clean, fresh, and free
of harmful amounts of oil, acid, salt, alkali, silt, organic matter, or other deleterious substances.
The bond coat, patching materials, and accessories shall be compatible with the substrate and
finish system and approved by the finish manufacturer.
5. Draining and Hydrostatic Protection
The Contractor shall coordinate draining with the applicable Park Manager and pump or
discharge pool water only to an existing sewer, discharge pipe, or other location designated by
NOVA Parks. The Contractor is responsible for maintaining hydrostatic relief, keeping
hydrostatic lines or relief points pumped as necessary, removing hydrostatic plugs when
required, and taking all measures necessary to prevent movement, flotation, cracking, or
8
heaving of the pool shell. The Contractor is responsible for damage resulting from its draining
or hydrostatic-protection operations.
6. Surface Removal and Preparation
For the Base Bid, completely remove the existing whitecoat or plaster finish to sound gunite or
concrete. Saw-cut the finish immediately below tile, gutters, fittings, penetrations, and other
termination points as necessary to create clean edges without damaging adjacent construction.
Chip the existing finish back approximately three inches below tile and gutters and around
fittings, or as otherwise required by the approved finish manufacturer. Thoroughly clean and
etch the exposed substrate using an approved method to remove oils, suntan products, scale,
laitance, residue, and other bond-inhibiting material. Neutralize and dispose of cleaning residue
lawfully. The prepared surface shall be clean, sound, properly profiled, and acceptable for the
bond coat and new finish.
7. Protection of Existing Work
Protect tile, gutters, coping, fittings, drains, return lines, skimmers, plumbing, safety surfaces,
decks, play features, and adjacent property throughout the work. Plug skimmers, inlets,
returns, main drains, and other pool piping with rubber winterization plugs or another
approved method to prevent construction material from entering the plumbing system.
Thoroughly cover and protect the waterline tile. Tile or other existing work damaged by the
Contractor shall be replaced in kind at no additional cost to NOVA Parks.
8. Bond Coat and Marblelite Installation
Apply the approved bond coat to the properly prepared substrate in accordance with the bond-
coat and finish manufacturers' written instructions. Install the marblelite whitecoat in a
professional and workmanlike manner by personnel experienced in commercial pool plastering.
The pool-surface temperature shall be at least 50 degrees Fahrenheit during application and
finishing unless the approved manufacturer requires a higher minimum. Apply the marblelite
mixture to a finished thickness of not less than 3/8 inch at any point. The finished surface shall
be smooth, dense, uniform, and tightly bonded. Variation in cross section shall not exceed 1/4
inch in 5 feet. Avoid trowel burns, gray areas, streaking, checking, hollow areas, and other finish
defects.
9. Curing Filling and Initial Startup
Protect the new finish from sun, rain, flowing water, freezing temperatures, contamination, and
other harmful conditions. The Contractor shall not begin applying the final finish until NOVA
Parks confirms that the applicable well-water system is operational and available. Begin filling
each pool immediately after finishing, or at the time required by the approved manufacturer.
NOVA Parks will provide fill water from the existing well-water supply. Once filling begins, the
Contractor shall monitor the fill and continue it without interruption until the water reaches the
required operating level. Do not allow hoses or flowing water to mark or damage the finish.
The Contractor shall provide all labor, equipment, test supplies, and chemicals required for
initial startup and shall perform and document manufacturer-required water testing, initial
chemical balancing, and brushing for the first three calendar days after filling is completed.
9
Provide a written startup log for each pool showing the fill-completion date, brushing dates and
times, chemical additions, test readings, and final initial balance. Provide NOVA Parks with
written instructions for all remaining curing, brushing, testing, and balancing requirements.
10. Concealed Conditions and Additional Work
The Contractor shall notify NOVA Parks promptly of concealed deterioration, damaged return
lines, broken plumbing, failed expansion joints, damaged tile, expired or noncompliant drain
covers, or other conditions discovered after draining or removal. Work outside the Base Bid
shall not proceed without written authorization from NOVA Parks. Authorized work will be paid
using the applicable unit price or an approved written change authorization.
11. Deductive Alternate Limited Removal
If NOVA Parks accepts a deductive alternate, the Contractor shall remove all loose, hollow,
deteriorated, delaminated, or otherwise unbonded finish rather than completely stripping the
pool. The Contractor shall sound and inspect the entire existing finish, remove material back to
sound and firmly bonded edges, prepare and patch exposed areas, and provide smooth tapered
transitions between patched and retained surfaces. All retained surfaces shall be cleaned,
etched, and prepared to receive the approved bond coat and new marblelite finish. Acceptance
of this alternate does not relieve the Contractor of responsibility for providing a sound,
uniformly bonded, warranted finish.
12. Completion
Clean the work areas; remove wastewater, debris, waste, surplus material, equipment, and
temporary protections; provide product data, warranties, startup logs, and curing instructions;
and walk each finished pool with NOVA Parks. Correct deficient work identified during the
completion inspection. All work and closeout requirements shall be completed no later than
May 1, 2027.
