NOTICE IS HEREBY GIVEN that the Purchasing Agent for the Ocean County Board of Health (“Board of Health”) will receive sealed bids, pursuant to the Local Public Contracts Law of the State of New Jersey, N.J.S.A. 40A:11-1 et seq. through the Board of Health’s E-Procurement system accessible at https://oceancountyhealth.gov/rfp-rfq-bid-opportunities/ for

Bids will only be accepted through the E-Procurement system. Bid documents will only be sent by email, or by overnight delivery at bidder’s expense, when documents cannot be accessed online.
Bidders are required to comply with the requirements of the Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq., N.J.S.A. 10:5-31 et seq, and N.J.A.C. 17:27 et seq. regarding Affirmative Action, the disclosure of investment activities in Iran requirements of N.J.S.A. 52:32-55 et seq. and the Local Public Contracts Law, N.J.S.A. 40A:11 et seq. Bidders and their subcontractors must comply with the New Jersey Business Registration requirements.
All questions must be submitted in the e-procurement portal by 4:00 pm on June 18, 2026 . Questions will not be answered over the phone. Bidders are cautioned to obtain and review the instructions to bidders and specifications in advance of this date. The Board of Health will consider all requests for technical modifications to the specifications and will, if necessary, issue an addendum. Addenda will be issued only in the exceptional case where, the issue involved is of sufficient importance to materially affect the bidding process. All addenda will be issued through the E-Procurement system. It is the sole responsibility of the bidder to be knowledgeable of all addenda issued.

Goods and Services Contracts (including purchase orders)
N.J.S.A. 52:32-44 imposes the following requirements on contractors and all subcontractors that knowingly provide
goods or perform services for a contractor fulfilling this contract: a) the contractor shall provide written notice to its
subcontractors to submit proof of business registration to the contractor; b) prior to receipt of final payment from a
contracting agency, a contractor must submit to the contracting agency an accurate list of all subcontractors or attest that
none was used; c) during the term of this contract, the contractor and its affiliates shall collect and remit, and shall notify
all subcontractors and their affiliates that they must collect and remit to the Director, New Jersey Division of Taxation, the
use tax due pursuant to the Sales and Use Tax Act, (N.J.S.A. 54:32B-1 et seq.) on all sales of tangible personal property
delivered into this State.
A contractor, subcontractor or supplier who fails to provide proof of business registration or provides false business
registration information shall be liable to a penalty of $25 for each day of violation, not to exceed $50,000 for each
business registration not properly provided or maintained under a contract with a contracting agency. Information on the

Construction Contracts (including public works related purchase orders)
N.J.S.A. 52:32-44 imposes the following requirements on contractors and all subcontractors that knowingly provide

of a project must provide written notice to their subcontractors and suppliers to submit proof of business registration and
