Plumbers to People Home Repair Pilot Program

The San Antonio Water System (“SAWS”) seeking proposals from qualified Non-Profit Housing Program Manager firms (Respondent”) to manage and coordinate home repair construction as part of the SAWS’ Plumbers to People Program.

This is a supplemental program to the SAWS’ Plumbers to People Program that makes the required repairs at property allowing for plumbing assistance to repair freshwater leaks. The program is designed to prevent the water leak from going unrepaired for a long period of time, burdening the customer with a high-water bill and stress of an ongoing leak, while also saving the wasted water by providing a timely repair by a licensed plumber.

SAWS Conservation Department encounters applicants who are determined ineligible for water leak repairs due to small-scale repairs in their home that must be fixed before plumbing repairs can proceed. The City of San Antonio Neighborhood and Housing Services Department (NHSD) and SAWS are collaborating to provide these needed small-scale repairs in order to increase utilization of the Plumbers to People Program.
